Statement of Work for

Design-Build (DB) Contract

PROJECT IDENTIFICATION

Scope of Work 01 Mar, 2024

D/B Contractor shall be responsible for all quality control related to all phases of the project. Contractor will provide a quality control plan to GSA for review before any design or on-site work begins. Any and all work deemed unsatisfactory by GSA shall be replaced or repaired at the discretion of GSA with no additional cost.

The Tacoma Union Station (TUS) is currently listed on the Secretary of Interiors Historical Register; therefore, all work will be in compliance with the Secretary of the Interior's standards for the treatment of historic properties, requirements of the Tacoma Union Station preservation plan and U.S. General Services Administration’s technical guidelines and contract documents. The Contractor must review all pertinent documentation provided and determine if the project affects historic aspects of the building. Any design or planning, whether temporary in nature or as part of the permanent solution, must take the historical considerations into account. The GSA will review all submittals for compliance.

The objective of this system replacement scope of work is to describe all the performance criteria expected at project completion in order to design and replace a portion of the current electrical system at the Tacoma Union Station. A larger prospectus project which foresees a comprehensive electrical upgrade, seismic upgrades and general renovations, submitted in 2022, has not yet been funded. A partial funding was supplied that allowed Region 10 to address critical components immediately. It was decided the best course of action would be to replace the outdated switchboards. According to the PBS P-100 the building loads would require replacement with switchgear. Due to limited funding and the constraints of the physical space available, the GSA national office waived the requirement, allowing Region 10 to replace like for like. A copy of the waiver is included as an attachment.

No assumption of current systems code compliance should be made. Contractor will be responsible for complete design and installation which conforms to all current codes and standards. All electrical connections, terminations and integration to existing equipment will be the responsibility of installing contractors and all costs for associated effort will be included in the cost proposal. All as-built information provided by GSA must be field verified by the contractor prior to design. Due diligence during a site walk to confirm space configurations is required and will be the basis of design for the 1600A and 3500A switchboards. Appropriate time for this due diligence inspection must be built into the CPM schedule.

The replacement of the switchboards will be accomplished while the facility is fully occupied. The D/B Team will be required to ensure minimal disruption to tenants and their mission, keep a fully functional electrical system in operation, the facility and tenant’s safe and fully protected until such time as the new systems are fully operational and inspected to the satisfaction of the contract. Phased installation of the new switchboards is anticipated by the GSA. A deciding factor in the selection of the winning contractor will be how the project is phased, or more generally speaking – how the two switchboards can be installed without interruption of the facility and tenants.

1. GSA envisions a highly collaborative D/B delivery approach for this project. The expectation is that the D/B Team will work closely with all the stakeholders to deliver a project that meets the expectations and needs of all stakeholders and GSA’s requirements for a fully functional, code compliant electrical backbone.

2. All project documentation (RFIs, submittals, correspondence, meeting minutes, issues, etc) shall be provided by D/B contractor in the Meridian systems Kahua management format. Training and operating manuals for the Kahua management system will be provided by GSA at no cost to the successful contractor. D/B contractors will set aside time and assign individuals to take advantage of training at no additional cost to GSA within 30 days of NTP. The training is expected to take about 2 to 3 business days to complete. Support throughout the project is available. Both the GSA PM and the CMa are available to assist. D/B Contractor must decide if the management of Kahua data will be handled by one FTE or shared by several individuals. Costs for maintaining the data should be accounted for in the proposals.

Standards. All efforts, materials and work performed under this contract shall comply with and/or shall be with knowledge and forethought of applicable federal, state and local building codes based on the requirements of the current edition of recognized and accepted building standards, codes, and regulations, including, but not limited to the following:

· Uniform Building Code (International Conference of Building Officials.)

· PBS P-100 (2021 with 2022 Addendum)

General Description - The Tacoma Union Station Courthouse is located at 1717 Pacific Avenue in Tacoma, Washington. The historic Tacoma Union Station, originally opened in 1911 with an addition constructed in 1992, houses courtrooms for the US District Court for the Western District of Washington and for the US Bankruptcy Court, as well as offices for the US Attorney, Federal Protective Service, and US Marshals Service. The Historic building rises over two stories above the sidewalk grade on Pacific Avenue and has two additional floor levels below this grade, visible from the east side of the structure. The central portion of the building is a large, open rotunda under a copper-clad dome. The dome rises nearly 70 feet above the two flat roofed wings.

The Courts Addition Building is a three-story, brick and concrete structure located to the east and north of the Historic Building. The addition is set back approximately 20 feet from the sidewalk along Pacific Avenue on the west, with the intervening space landscaped with evergreen groundcovers. The first floor is below grade on the west side and at-grade on the north and east. The Historic Building is connected to the addition on the east side of the rotunda by the Link Building. The entire facility has a gross area of approximately 220,000 SF.

In September of 2022, GSA purchased the Tacoma Union Station Courthouse from the City of Tacoma. As preparation for the federalization of the building, GSA commissioned a Project Development Study (PDS) to bring the Tacoma Union Station Courthouse up to current P100 standards. Published in 2020, the PDS provides a comprehensive modernization program including structural, architectural, mechanical, electrical, fire protection and telecommunications upgrades. This project will focus specifically on electrical system improvements to meet current code requirements and improve serviceability.

Electrical System Upgrade

Following the recommendations of the Project Development Study (PDS, from HDR, May, 2021, attached) the electrical replacements and upgrades are categorized per their priority level and the need for urgent action. It is broken up into two major categories: Emergency Power and Building Electrical Services.

This project addresses the modification of the emergency power system (recommendation D41-2) to comply with current codes regarding allocation of emergency and non-emergency loads.

The scope of the emergency electrical work will include the addition of two new switches to ESB-1, installation of four new automatic transfer switches (two in the Courts Addition Building main electrical room and two in the Track Level electrical room in the Historic Building), installation of two new 480V panels and two new 120/208V panels in the Courts Addition Building and two new 480V panels and two new 120/208V panels in the Historic Building for legal standby loads and optional standby loads. These existing loads will be moved from the13 existing emergency panels to the new panels, with legally required emergency loads remaining on the existing transfer switches and existing emergency panels. Proposed revisions are indicated in the one-line diagram in Appendix E of the attached PDS

Work will also include replacement of the existing underground fuel storage tank adjacent to the generator room with a larger tank, installation of a permanent load bank for the generator, installation of new fuel transfer pumps, fuel day tank, leak detection system, and associated controls. The dimensions of the proposed tank are 65” diameter x 9’ long.

Generator controls will be modified to incorporate a load shed feature. All new emergency generators will be monitored by the fire alarm system for the following supervisory conditions: Generator Running, Generator Common Trouble. In addition, the generator controllers must include the NFPA 110 required generator monitoring and output contacts.

Installation of new automatic transfer switches, emergency panels, and the generator load bank are not expected to impact operation of the facility. Re-feeding of existing loads to new panels will be done during non-working hours to minimize disruption to building occupants. Removal of the existing fuel storage tank and installation of the new tank will disrupt traffic on the east perimeter road. Since this roadway is used for prisoner transport, work will be coordinated with the USMS.

The Entire project aspires to include the following as identified in the PDS

· D41-1 Electrical Disconnect Switch Installation

· D41-2 Emergency Power System/ATS Modification

· D41-3 GFCI Outlet Installation

· D41-4 Electrical Wiring System Replacement

· D41-5 Electrical Component Replacement (see notes below for description of work)

· D41-6 Controlled Receptacle Installation

· D41-7 Electrical Component Replacement at EOL

The current and actual scope of this contract shall be the work as described below to accomplish Item D41-5. As more funds become available remaining items D41-1, D41-2, D41,3, D41,4, D41-6, D41-7 may be added at the Government's discretion. The entire scope has been presented to illustrate the overall project goals so that Offerors may take into consideration any conflicts, synergetic opportunities or discrepancies, all of which should be brought to the attention of the GSA during the solicitation period.

A. Performance Requirements:

Description of Work (D41-5 Electrical Component Replacement):

1. Replace in kind, existing main switchboards MSB1 and MSB2 with new switchboards. Switchboard details are included on the PDF attached.

2. This contractor is responsible for site investigation, demolition of existing switchboards, disposal, protection, transportation and material handling.

3. Staging of the new switchboards should be included to remove existing equipment and install new equipment during the same shutdown period.

4. There will be some level of temporary power required for lighting and power as needed to do your work and this should be included.

5. Both switchboards are independently fed from two separate transformers. This contractor needs to coordinate utility shutdowns with Tacoma Power, but also coordinate extensively with the GSA PM and building tenants.

6. Existing feeders from MSB1 are all underground in a gallery underneath the switchboard. There is the potential of having to extend existing feeders for new terminations and some level of splicing within the switchboard should be included.

7. The Contractor shall update the Arc Flash Study. The last study was completed in 2017.

8. The Contractor shall update the Building One-Line Diagram as an as-built condition.

9. Complete an Emergency Power study.

Other Items to note:

· The first task of this work is to conduct onsite investigations of the existing system(s). The Contractor must be able to identify any abnormal conditions or instances that would endanger the swift demolition and replacement of the switchgear units, to be prepared in advance for difficulties that would cause a delay, and have an emergency backup power solution for the worst case scenario.

· Contractor to provide detailed phasing plan indicating periods of outage or down time needed to design, approve, procure and complete the work. It is anticipated that more than one four-day outage will be required to complete item D41-5. It may be necessary to allocate two such long weekends or holidays. The Contractor is expected to put forth a schedule that details the use of such opportunities.

· All work must be completed over a 3-4 consecutive day period starting on a Thursday or Friday night with completion on a Monday (federal holiday, long weekends, etc.). It will be the Contractor's responsibility to analyze power needs during any outage and create an emergency power plan should work be delayed or take longer than the anticipated outage. Building power cannot be down for longer than the allotted outage time of four days. All outages must be planned and approved by the Building Manager 30 Calendars days in advance.

· Temporary power may be needed during the actual replacement period(s), but it must also be available as a backup if needed. If the cutover to the new switchgear fails, extended backup power will be necessary. The Contractor must plan for and provide this backup power.

· The planning of the execution of this work constitutes a major portion of the selection criteria. The Tacoma Union Station is an occupied building that houses various entities of the United States judicial branch, US Marshals and other tenants.

· Attachments included:

- Preliminary layout and description of new equipment is included as attachment 1 of this document

- A one-line diagram depicting the current conditions

- The most recent arc flash study

- A floor plan excerpt of each of the two electrical rooms

- Project Development Study (PDS), from HDR, May, 2021

The below attached documents represent a possible solution example. The schematics illustrate the functional layout that is expected, but whose actual components can be altered by the Offerors if they feel there is a better, more efficient or cost-effective solution. The GSA also welcomes any deviations from the below schematic, so long as the Offeror’s proposed solution can be validated by the GSA and found acceptable.

1.2 SUBMITTALS – Switchboard Replacement

General: Provide submittals as per the following.

A. Incomplete submittals will not be acceptable and will be returned without review. Controlled Unclassified Information (CUI) refers to unclassified information that is to be protected from public disclosure. The CUI designation replaces "sensitive but unclassified" and other similar control markings. For complete designation requirements please see Executive Order 13556.

B. In-progress CD (60% & 90% design) submissions. In addition, 100% conformed set will be provided which will incorporate all 90% submittal comments.

1. The first submittal (deemed 60% submittal) will expand upon the phasing and execution plan outlined in the RFP. The first submittal should reflect the Contractor’s due diligence in onsite investigations and assessments of the current conditions as well as challenges, risks and opportunities.

Details are expected in regards to temporary power (where is the temp. power source? How is the temp. power being routed? What building components are or might be affected by the temp. power routing?), strategy of scheduling work during a long weekend or multiple long weekends, and other aspects of how the work is to be completed.

The 60% submittal will also include an outline of major components to include the switchboards themselves, additional feeders or other infrastructure needed.

2. GSA project team will have 15 working days for the 60% design phase review. All comments will be answered and responses provided to GSA in writing before progressing to next design phase.

3. The 90% submittal will build upon the previous submittal and any comments or concerns raised therein. All details addressed in the 60% submittal must be finalized and matured with no aspects remaining that could cause doubt or uncertainty. Products are to be identified by name (if not done so already), specifications must be provided and a detailed cost breakdown for all aspects must be provided. An exact and deliberate schedule must be provided at this stage that identifies actual dates for execution. This must include - but is not limited to - lead times for components and materials, deliveries, staging, preparation of the work, power outages, demolition of the switchboard(s), assembly of the new switchboard(s), bringing the new switchboard(s) online, testing of the new equipment and closeout procedures.

4. GSA project team will have 15 working days for the 90% design phase review. All comments will be answered and responses provided to GSA in writing before progressing to the next design phase.

5. The final, 100%, submittal captures any and all discrepancies, comments, changes or substitutions and will be the basis of the design, execution and schedule. Typically the NTP for execution also serves as permission to acquire materials; however, if the Contracting Officer and the Contracting Officer’s Representative agree that the 90% submittal is sufficient and explicit enough in its content, the CO may allow products to be fast-tracked in advance, at the 90% stage.

C. Product Data: Submittals shall include a compilation of manufacturer's catalog or specification sheets of all system components. Items being provided shall be clearly indicated. Any variations of the submittal from the specifications shall be clearly indicated

D. Shop Drawings

1. All drawings shall be done in accordance with the PBS CAD Standards. A copy of the PBS CAD Standards will be forwarded to the successful contractor upon award of the contract. The standards may be viewed on the internet at www.gsa.gov/pbs/cifm. Hard copies of the drawings shall also be forwarded for review.

2. Floor Plans. CADD based floor plans shall be drafted to show conduit routing, device locations, end of line resistors, wire count and color coded wiring between device locations on each plan. Show room names and numbers for each room where a fire alarm device is located.

3. Release of CADD files for shop drawings. Contractor may request to utilize the project CAD drawing files in producing shop drawings. Request shall be made by the design team via "Agreement for Release of CADD Files" letter.

4. Ownership. All original shop drawings shall become the property of the owner at the completion of the project.

5. All information contained in shop drawings must be field based and verified.

E. Installer Certificates: Signed by manufacturer certifying that installers comply with requirements.

F. Field Test Reports: Indicate and interpret test results for compliance with performance requirements.

G. Operation and Maintenance Manual. Include record drawings, Certificate of Completion, and test results.

1.3 RECORD DRAWINGS

A. Provide per Division 1. Record drawings shall clearly indicate:

1.Updated one-line schematic.
2.Updated (redline) drawings showing the actual installation of electrical equipment if any deviations from the accepted design due to unforeseen conditions.

PART 2 - PRODUCTS

2.1 MANUFACTURERS – Switchboards

All equipment for switchboard replacement shall be the product of a single manufacturer except that certain individual components which are regularly used as part of the system may be the product of a different manufacturer.

2.2 CLEANING AND ADJUSTING

Cleaning: Remove paint splatters and other spots, dirt, and debris. All debris must be cleaned up daily to ensure occupied spaces are ready for tenant occupancy. Touch up scratches, penetrations and marred finish to match original finish. Patch and paint to logical breaks TBD by GSA project manager. See specification section 017310 for further details. Clean unit internally using methods and materials recommended by the manufacturer. All damage to existing finishes will be repaired before the project is accepted. Any and all repairs to historical finishes will require acceptance by SHPO and “no adverse effect” concurrence will be required before repairs will be accepted by GSA.

2.3 TRAINING

The contractor, within two weeks after final acceptance test and system has been accepted by GSA shall conduct a training session during which all maintenance and operational of the systems will be described and demonstrated to personnel selected by the government. The time of the sessions shall be agreed upon by all parties and shall be conducted by the manufacturer's representative that is thoroughly familiar with the characteristics of the installed system, preferably the individual who accomplished original system programming. Notification of this training session shall be given to the Contracting Officer's Representative. The contractor shall provide up to 16 hours of training. All training sessions shall be video-taped for future reference for GSA.

2.4 WARRANTY

All Materials and labor will be warranted for a two-year period (24 months) following acceptance by GSA. Contractor will be held financially responsible for correction/replacement of failed components and all other costs associated with any retests should any be deemed necessary by GSA.

3.0 PERIOD OF PERFORMANCE AND SCHEDULE Some tasks may run concurrently.
