About this file
This document is a Statement of Work (SOW) for the procurement of one (1) combination liquid density and sound velocity meter. The SOW describes the requirements for the meter, including specifications for sample volume, density and sound velocity measurement ranges, temperature range, viscosity correction, and pressure resistance. It also outlines the preventative maintenance, installation, training, software, and accessories that must be provided. The related federal contract opportunity is a solicitation (N0017424R0119) issued by the Naval Surface Warfare Center Indian Head Division (NSWC IHD) for a firm fixed price purchase order for a brand name density and sound speed meter, likely an Anton Paar model. The solicitation will be conducted using simplified acquisition procedures on a lowest price technically acceptable basis. Quotes are due by June 21, 2024 and the total price is not to exceed $250,000.

Statement of Work
1. PROJECT TITLE: Density and Sound Velocity Meter
2. BACKGROUND: R1 requires a combination density and sound speed meter for the purpose of rapidly characterizing liquids, including liquid fuels, underwater test environments, and novel propellant ingredients and pre-mixes. The combination density and sound speed meter will provide a method to detect anomalies and lot-to-lot variations in liquid fuel compositions and can validate underwater similitude parameters.
3. SCOPE: This Statement of Work describes and defines the requirements for the procurement of one (1) combination liquid density and sound velocity meter.
Installation, training, data collection and analysis software, preventative maintenance, and consumables including sampling syringes and a drying cartridge shall be included with the liquid density and sound velocity meter. A computer to operate the density and sound velocity meter will be the responsibility of the government.
4. APPLICABLE DOCUMENTS: N/A
5. REQUIREMENTS:
1. The required sample volume per measurement must not exceed 5 mL.
2. The density and sound velocity specifications must include:
a. Provide density measurements in the range of 0 - 3 g/cm3 with
0.000001 g/cm3 resolution.
b. Sound velocity: Provide sound velocity measurements in the range of 1000 – 2000 m/s with 0.01 m/s resolution.
c. Temperature range: Enable measurements in the temperature range of 0 – 100 °C with 0.001 °C resolution
d. Viscosity correction: Provide viscosity corrections
e. Pressure resistance: Provide pressure resistance from 0 – 8 bar.
3. Preventative maintenance of the combination density and sound velocity meter on-site must cover:
a. Check of the instrument and ambient conditions
b. Instrument cleaning
c. Replacement of normal wear parts
d. Inspection of critical components
e. Adjustments as needed
f. Performance verification
g. Maintenance report
4. Installation must be performed according to manufacturer’s specifications
5. End-user training must be carried out by qualified personnel and must include:
a. Use of the instrument
b. Proper upkeep and cleaning
6. The software must:
a. Be capable of collecting, analyzing, and exporting measurement data
b. Connect to and transmit data from one instrument
c. Operate as a desktop or server installation
7. Accessories to the density and sound velocity meter must be:
a. One (1) drying cartridge
b. One hundred (100) 5-mL Luer syringes
8. The cost of freight shall be included in the instrument price.
6. DELIVERABLES AND DELIVERY SCHEDULE: Will be provided ARO
7. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION (GFE/GFI):
Installation and end-user training may require the use of a government-furnished computer. In this event, the Contractor will not operate the computer themselves but will direct the R1 end user.
8. PLACE OF PERFORMANCE: The contractor shall install, provide end-user training, and on-site maintenance of the combination density and sound velocity meter at NSWC IHD, Building 1864.
9. PERIOD OF PERFORMANCE: Will be provided ARO.
10. SECURITY: Work will be UNCLASSIFIED.
