About this file
This document is a Statement of Work (SOW) for a subscription to a semiconductor market data platform. The Department of Commerce (DOC) National Institute of Standards and Technology (NIST) CHIPS Program Office (CPO) requires membership in a semiconductor market data platform that provides access to research content and market intelligence services.
The key requirements include: prohibitions on sponsored or commissioned research to ensure neutral, trusted, and science-driven data; access to an extensive research library covering the semiconductor industry and major downstream industries; quarterly updated market data and statistics on semiconductor markets, vendors, and end-user consumption; objective vendor and technology assessments; and access to the platform's research authors for informational interviews. The period of performance is 12 months from award. The SOW is in support of Solicitation Number 1333ND24QNB130451 for Membership in a Semiconductor Market Data Platform, issued by the Department of Commerce National Institute of Standards and Technology.

PRODUCT MANAGEMENT AND MARKETING SUBSCRIPTION - 1333ND24QNB130451
STATEMENT OF WORK
I. OBJECTIVE
The Department of Commerce (DOC) National Institute of Standards and Technology (NIST) CHIPS Program Office (CPO) requires membership in a semiconductor market data platform.
II. SCOPE OF WORK
CPO requires membership that provides access to research content and market intelligence services. The CPO requires access to objective, vendor-neutral semiconductor technology research and informational interviews with subject matter experts.
The platform must meet the following requirements:
a) Prohibitions on sponsored or commissioned research
CPO requires neutral, trusted, and science-driven data.
The contractor shall not publish incentivized research—e.g., “sponsored” research or “commissioned” white papers—that promote a specific vendor or technology approach. The reason is that incentives may influence the report’s coverage on a particular firm or technological.
b) Research and Insights
The contractor shall provide access to an extensive research library that spans the semiconductor industry and major downstream industries that consume semiconductors. The downstream should include personal electronics, automotives, and emerging industries such as Artificial Intelligence accelerators and processors.
The publication library and topics should include market share estimates and forecast reports on specific semiconductor industries, such as—but not limited to— semiconductor markets (e.g., NAND, DRAM, AI Processors) and downstream markets (smartphones and automotive subsystems). These market share estimates and forecasts should be updated quarterly. The contractor publication library shall also contain annual research reports on emerging topics or trends impacting the semiconductor industry. For example, an annual in-depth report on a range of topics, such as: advanced packaging industry and/or AI processors.
c) Market Research products
1. Market Data and Statistics The contractor shall provide market data and statistics on semiconductor markets, vendors, and end-user consumption. These market statistics should include individual components such as analog and mixed-signal chips and electronic
2 | P a g e products such as AI processor revenue forecasts. The contractor shall update the data at a minimum quarterly.
The contractor shall collect the market and analysis information from individual vendors located worldwide. The contractor shall engage with at least 500 vendors located in the global 50 economies. The data coverage should include historical data going back to 2018, with forecasts going five years into the future.
The contractor shall annually publish and provide access to at least 2,000 new research documents pertaining to the semiconductor and downstream electronics markets. Additionally, the contractor shall provide access to analyst via email to (and if necessary, by video conference) ensure the Government’s understanding of the data and assumptions are correct.
2. Objective Vendor and Technology Assessments The contractor shall provide publish objective ratings about semiconductor manufactures or downstream customers. These reports should assess the product offerings and the firm’s technological capabilities. The coverage should include leading firms as well as emerging competitors when possible.
3. Emerging Technologies and Trends The contractor shall provide access to research on emerging technologies and trends that may impact the semiconductor market. Research products must be based upon publicly available information such as patent filings, venture capital funding documents, and academic research when possible. Information must not stem from lower confidence sources such as: X—the platform formerly known as Twitter—or other social media outlets.
d) Author engagement
The contractor may be expected to provide access to their report authors on semiconductor-related topics.1 CPO may have clarifying or follow-up questions that may require a follow-up emails (and if necessary by video conference). The expectation is the Government will transmit discussion topics to the contractor The expected turnaround between the request and the information must be within 2 weeks.
Deliverables Table:
1 The subject matter expert’s expertise shall range from semiconductors to downstream products, such as automotive subsystems, logic processors, DRAM memory, NAND Memory, analog and mixed-signal semiconductors, compound semiconductors, and advanced and conventional packaging for semiconductors.
