DATA ACQUISITION AUTOMATION SOFTWARE APPLICATION

STATEMENT OF WORK (SOW)

1.0 INTRODUCTION

The Naval Surface Warfare Center Dahlgren Division (NSWCDD), EM Measurements & Engineering Branch (B55), currently uses various Keysight and Tektronix analyzers to perform measurement and testing data collection. The process to capture the data is laborious and tedious. The Branch has a requirement to procure a software application to improve our capabilities to execute measurements more efficiently and increase testing throughput capabilities for our programs.

2.0 APPLICABLE DOCUMENTS

N/A

3.0REQUIREMENTS
3.1The contractor shall design and develop a Spectrum Monitoring and Data Acquisition Measurement Software application to enhance our measuring capabilities and introduce efficiencies in the existing testing procedures. The Government will maintain all data rights to the software application and source code. The following software languages are acceptable for application development: C/C ++, C#, Java, Java Script, XML, Visual C/C++ and Visual Studio; however, The Government does not have a preference (CDRL A001).

3.1.1 The contractor shall deliver one integrated executable for all the Government furnished equipment identified in Section 5.0 after final acceptance by the Government.

3.1.2 The application must provide the following capabilities and meet these minimum performance specifications:

· Operating System Windows 10

· Communication interface between the instrument and computer running the software shall be via IP-based Ethernet connection

· User has the option to measure and record a spectrum capture (power in dBm as a function of frequency) over a specified frequency range or a peak power measurement over the same range. Peak power measurement is defined as the highest power level detected at any frequency within the range over a maximum hold measurement using a user provided dwell time.

· User has the ability to acquire data from a single instrument

· The measurement software should be fully robust to account for unexpected operation and error handling. User should be notified and/or measurement should be delayed if issues are found during measurement such as the instrument reports an error during operation or the interface between computer and instrument is lost.

· The user shall be able to select the following items on the user interface:

· Instrument type (vendor and model number)

· Instrument connection information (e.g. IP address, IP mask, etc.)

· Measurement center frequency and frequency span and/or start and stop of frequency range

· Measurement dwell time

· Instrument resolution bandwidth options

· “Automatic”: A checkbox shall indicate that the Resolution BW of the instrument shall be automatically set by the instrument

· “Manual”: A checkbox shall indicate that the Resolution BW of the instrument shall be manually set by the user, with a textbox input indicating the value in Hz

· Software interface shall include options to save data files prior to performing measurements

· Saved file location on the hard drive

· Name of the file to be saved; filename shall also include instrument type, serial number, and timestamp

· Type of file(s) saved

· CSV files containing power in dBm as a function of frequency with a timestamp and all measurement options used

· JPG files containing an instrument screenshot

· Measurements shall be executed by the user clicking a Measure button on the interface.

· A measurement “queue” listing a sequence of measurement center frequencies, measurement frequency spans, and dwell times to execute sequentially shall be available via the interface.

· A text box to define the time until timeout is identified shall be on the user interface.

· An abort button clickable by the user at any time shall be on the user interface.

3.2 The Contractor shall coordinate with the technical point of contact (TPOC) to schedule acceptance testing and to gain access to the NSWCDD. The Contractor shall perform acceptance testing of the integrated Spectrum Monitoring and Data Acquisition Measurement Software application at the NSWCDD, Building 150, prior to the delivery of the final product.

3.3 The Contractor shall demonstrate the capabilities of the system, troubleshoot any issues encountered during the acceptance testing process and provide training on how to execute the software application.

3.4 The Contractor shall provide remote technical support for up to six months after the application is installed and accepted. This support shall not exceed a total of 8 hours.

4.0 TRAVEL

The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the FAR 31.205-46, “Travel Costs,” and the Federal Travel Regulation (FTR).

5.0 GOVERNMENT FURNISHED INFORMATION/EQUIPMENT/FACILITIES (GFI/GFE/GFF)

The Government will provide the following equipment to support this effort.

· Tektronix RSA36 USB Spectrum Analyzer

· Tektronix RSA518A Spectrum Analyzer

· Keysight N9918A FieldFox Microwave Analyzer

· Keysight N9918B FieldFox Microwave Analyzer

· Keysight N9937A FieldFox Microwave Spectrum Analyzer

· Keysight N9020A MXA Signal Analyzer

The Government intends to ship two analyzers at a time to ensure the laboratory maintains some equipment to support requirements during the development of this software application. The Contractor shall return the equipment to the Government within two weeks after receipt of the equipment. Upon return of the equipment, two additional pieces will be shipped to the Vendor’s facility until all the equipment listed has been successfully integrated into the application.

6.0 SECURITY

The work to be performed under this contract is UNCLASSIFIED.

7.0 TECHNICAL POINT OF CONTACT
