Statement of Work Summary

This Statement of Work (SOW) describes NIST's procurement of a one-year supply of consumable components for a Metrohm combustion ion chromatography (CIC) instrument located at NIST's Gaithersburg, Maryland facility (Building 224, Room A354). The CIC system, which combines sample combustion with ion chromatography to quantify halogens and sulfur in materials, is used by the Fire Research Division to measure total fluorine as an indicator of per- and polyfluoroalkyl substances (PFAS) at parts-per-million levels. The high fluorine content of analyzed samples accelerates degradation of quartz-based consumables, necessitating frequent replacement. Increased utilization due to expanding PFAS-related research activities has created the need for this procurement to prevent significant instrument downtime.

The vendor must supply 21 line items of Metrohm-manufactured consumables, including quartz boats, combustion tubes, chromatography columns (Metrosep series), CO2 absorption cartridges, eluent concentrates, connector components, filter cartridges, and various hardware items. Deliverables must be received no later than July 31, 2026, or within 30 days of award. The contractor shall invoice upon delivery with proper invoices referencing the contract number and itemized consumables. The NIST Point of Contact or Contracting Officer's Representative will review and accept deliverables within 3 days of receipt, with payment occurring upon receipt of proper invoices in accordance with the contract's payment clause. The SOW explicitly excludes installation, maintenance, calibration, training, or repair services.

STATEMENT OF WORK (SOW)

Title: Combustion Ion Chromatography Consumables

I. BACKGROUND INFORMATION

The combustion ion chromatography (CIC) instrument is a laboratory analytical system that combines sample combustion with ion chromatography to quantify halogens and sulfur in diverse materials. Within the Fire Research Division, the CIC is used to support research requiring measurement of total fluorine as an indicator of per- and polyfluoroalkyl substances (PFAS) at parts-per-million levels. PFAS are used in a wide range of industrial and consumer products, including textiles, cookware, food packaging, and fire suppression materials. Measurement of total fluorine supports NIST’s mission to advance measurement science and provide data critical to fire safety, environmental health, and public protection. Operation of the CIC requires multiple consumable components that must be replaced on a recurring basis (weekly, monthly, semi-annually, or annually), depending on instrument usage. Due to the high level of current CIC utilization, consumables are being depleted frequently. Accordingly, a one-year supply of CIC consumables is required to ensure uninterrupted operation.

II. PURPOSE

This purchase is needed to ensure uninterrupted operation of the CIC by maintaining an adequate inventory of required consumables. The high fluorine content of samples analyzed for the PFAS project leads to accelerated etching and degradation of quartz-based consumables, necessitating frequent replacement. Use of the CIC is expected to increase over the coming months as PFAS-related research activities expand. Consumables essential to instrument operation, including quartz boats, combustion tubes, boat driver hooks, connectors, chromatography columns, and eluent fluids, must be readily available to support this increased workload. If this purchase is not awarded, the Fire Research Division would experience significant instrument downtime while awaiting consumable replacements, resulting in delays to experimental progress and reduced research throughput for the PFAS project. Procurement of these consumables will support efficient operations, sustained analytical capability, and continued delivery of high-quality measurement data aligned with NIST’s research objectives.

a. Delivery location NIST, 100 Bureau Drive, Building 224, Room A354, Gaithersburg, Maryland.

b. Delivery Date No later than 07/31/2026 or within 30 days after receipt of the award.

c. Regular Business Hours Regular business hours are Monday through Friday, 8am to 6pm. Eastern Time, excluding Federal holidays and NIST closures.

III. SCOPE OF WORK

This SOW covers the procurement and delivery of a one-year supply of consumables required for the operation of a Metrohm combustion ion chromatography (CIC) instrument. This effort includes furnishing only the consumable items listed in Section V. No installation, maintenance, calibration, training, or repair services are included under this SOW.

a. Task 1. Supply of Consumables for Metrohm CIC Instrument

The vendor shall: Provide the consumables listed below for use with the Metrohm CIC instrument, which consists of a 920-absorber module (serial # 27001), a 930 compact IC Flex oven (serial # 87458), and a combustion module (serial # M7-474/X).

IV. GENERAL REQUIREMENTS

a. Inspection & Acceptance

Inspection and acceptance shall be in accordance with the applicable FAR Inspection of Supplies clause.

The Government reserves the right to inspect delivered items to verify conformance with the specifications and quantities listed in this SOW. Acceptance will occur upon confirmation by the NIST Point of Contact (POC) or Contracting Officer’s Representative (COR) that all items are delivered in acceptable condition.
