The docks measure 60 feet in length, 14 feet wide, 44 inches deep with a 24-inch freeboard and weigh approximately 92,000 pounds each. Depths around the pier are provided in Figure 1. A site visit is required prior to bid submission. The statement of work also includes standard sustainability requirements for energy efficient, water efficient, biobased, and environmentally preferable products to the maximum extent possible under the Federal Acquisition Regulation Part 23.

The related federal contract opportunity is a solicitation from the Department of Transportation Maritime Administration for the removal of the three concrete floating docks, with solicitation number 6991PE23Q000004.

Statement of Work Removal and Reinstallation of Three Concrete Floating Docks at the SBRF Pier

Background

The area surrounding the Suisun Bay Reserve Fleet (SBRF) pierhead has silted in over the years resulting in limited depths of water at the concrete floating docks where SBRF’s service craft are normally berthed. One dock is aground at low tide; a second is partially aground at low tide. A dredging project in this area is scheduled for the Fall of 2023. Dredging may only occur between August 1 and November 30 in Suisun Bay in any year by regulation. It is estimated that dredging around the SBRF pier will begin August 11, 2023, and take 87 days to complete, finishing on or about 11/6/2023. Prior to a dredging contractor mobilizing for the dredging work, the docks must be removed and cleared from the area.

The Contractor shall provide floating crane services to:

1. Rig and lift each aluminum brow from pier to dock and place aboard SBRF’s self-propelled crane barge.

2. Rig and lift each floating dock up and over their trio of 24” concrete piles.

3. Place each floating dock in the water so an SBRF workboat can tow it out of the area for storage.

4. Once dredging is complete, rig and lift each dock and place them back in the water within their piles.

5. Lift and rig each brow back in place to the pier hinges.

Marad will provide for the following:

a. A technical drawing of the floating docks (to be provided with the solicitation). Please note that the mainwalk shown on the drawings have long since been removed. Only the three floating docks, their pile guide hardware and associated pilings remain in service.

b. Disconnection and retrieval of electrical lighting and service from the pier and brows to each dock.

c. Slacking of the pile guide hardware to create some tolerance for the lift.

d. Disconnection of the brows from their pier hinges once the contractor has rigged them for lift and has taken an adequate strain on the load, and reconnection once docks are back in place.

e. Storage of the brows until ready to reinstall.

f. Towing/moving of the docks out of the area, in-water storage of the docks during the dredging episode, and towing/moving the docks to the Contractors crane barge when ready to re-place the docks withing their associated piles.

g. Reestablishment of the electrical services to each dock.

h. There is no Government provided material or equipment.

Floating Dock Particulars:

· Length: 60 feet

· Width: 14 feet

· Depth: 44 inches

· Freeboard: 24 inches

· Weight: approx. 92,000 lbs.

Due to the limited available depth in the area, the crane barge must be spotted during high tide conditions. Depths in the area (MLLW, from a hydrographic survey conducted in October 2022) are shown below in Figure 1.

Prior to bid submission, a site visit will be required.

TAM 1223.170: The following provision should be included in all statements of work for all new solicitations and contracts, as well as for all new task and delivery orders issued under existing contracts that do not include this requirement, that (1) require the delivery of services or construction; (2) require performance within the United States; and (3) meet the requirements of TAM 1223.103(b). Inclusion of this general requirement does not relieve the PR Initiator from including in the SOW explicit sustainability requirements applicable to the required services or construction (e.g., see samples of biobased SOW language on the Biobased website: www.biopreferred.gov/procurement_resources.aspx; and guidance on GSA Green Products Compilation Web Tool (www.sftool.gov/GreenProcurement).

“To the maximum extent possible and consistent with the Federal Acquisition Regulations Part 23, the Government requires during the performance of the work under this Statement of Work (SOW) the Contractor to provide or use products that are: energy efficient (ENERGY STAR® or Federal Energy Management Program (FEMA)-designated); water-efficient; biobased; environmentally preferable (e.g., EPEAT-registered, or non-toxic or less toxic alternatives); non-ozone depleting; or made with recovered materials. Unless otherwise identified in this SOW, each recovered materials or biobased product provided and delivered must meet, but may exceed, the minimum recovered materials or biobased content of an EPA- or USDA-designated product. The sustainable acquisition requirements specified herein apply only to products that are required to be: (1) delivered to the Government during contract performance; (2) acquired by the contractor for use in performing services (including construction) at a Federally-controlled facility; (3) furnished by the contractor for use by the Government; or (4) specified in the design of a building or work, or incorporated during its construction, renovation, or maintenance.”
