SCOPE OF WORK (SOW)

PORTABLE CRANE

CLINTON LAKE PROJECT OFFICE

U. S. ARMY CORPS OF ENGINEERS

1.0 Project Scope:

The general scope of this project is for the Contractor to perform the following on-site activities. The Contractor must supply all personnel required for a safe lift, including rigger and signaler. The Contractor is responsible for submitting a lift plan for review a minimum of (7) business days prior to the scheduled lift. The Contractor must submit the specifications of the intended cranes to be used, no later than (7) days after award, so that a bridge load rating may be performed by USACE.

a. Mobilize and assist installation of the stoplogs with supplied lifting beam. The Contractor must load stoplogs from storage building near the project office onto USACE supplied trailer. Travel to the control tower on the dam and perform crane operations to assist USACE personnel with deploying the stop logs in the stop logs slot on the trash rack deck upstream of the control tower.

b. Mobilize and lift the Emergency Gate, one Service Gate, and one assembled service gate cylinder, cover, bonnet cover, and other miscellaneous components from the tower. Each structure to be traveled by crane across bridge and placed onto trucks parked near bridge abutment.

c. Perform supplementary lifts as required to assist with disassembly and removal of the service gate and emergency gate.

Additional information is found in the attached For Information Only (FIO) drawings.

Unless specifically noted otherwise, the Contractor will be responsible for furnishing all labor and equipment to complete the work.

The crane must have tires/tracks suitable to protect concrete when traveling. When used, outriggers must be placed on mats so that lifts do not damage concrete.

The Contractor’s qualified person must inspect the below-the-hook lifting devices, whether supplied by USACE or Contractor, per ASME B30 prior to use.

4.0 Safety:

The Contractor shall abide by the safety and health provisions of USACE Safety Manual (EM 385- 1-1, Safety and Health Requirements). Copies of this manual are available electronically on the USACE Safety and Occupational Health Office web site:

https://www.usace.army.mil/Missions/Safety-and-Occupational-Health/. The Contractor shall also comply with Occupational Safety and Health Act (OSHA) standards.

The submitted lift plan shall be in accordance with EM 385-1-1.

5.0 Schedule and Working Hours:

Crane operations are needed on the following dates:

a. 19 October 2020: Mobilize crane and install stoplogs. Contractor shall assume an 8-hr workday for this date.

b. 23-30 October 2020: Mobilize crane and be onsite each day to pick and lift gates and components from the control tower. Contractor shall plan to be onsite 10-hours each day during this time frame.

6.0 Stoplogs, Trash Racks, and Lifting Beam:

Prior to deploying the stop logs in the left stop log slot, the trash racks must be removed and placed on the trash fender platform. The trash racks shall be reinstalled after deploying the stop logs. There are three trash rack sections with vertical steel bars placed 3-inches on center. Each track rack measures 12’ tall by 8’-3” in width.

Reference file CL a-3-572 “Intake Tower Trash Rack Details” in the attached drawings.

The project includes (8) stoplogs that must be installed through slots on the trash fender platform (EL 880.5 ft) from the Service Deck (EL 926.0 ft). The lowest stoplog must be deployed at EL 828.0 ft. The stoplogs are estimated to weigh about 2,000 lbs. USACE personnel will deploy stoplogs into slots but will require crane operator and signaler during deployment.

The stoplogs and trash racks have their own lifting beam, which is estimated to weigh less than 1,000 lbs. The master ring has a 5” ID and 1-1/8” thick.

7.0 Emergency Gate:

The emergency gate has a 2-3/4” connecting pin at the center of the gate for picking.

There is 2-3/4” clearance for a hook to engage the pin. The emergency gate weighs approximately 12,000 lbs.

8.0 Service Gate:

The top of each service gate has two locations for threaded lifting eye bolts. Eye bolts will be supplied by USACE and have NDT by a third party (responsibility of USACE) prior to their use. Eyes have a 1-13/16” eyelet, 3-9/16” outside dimension, and 7/8” thick ring. Each service gate is estimated to weigh 13,000 lbs. The Contractor shall supply a spreader beam to pick the service gates.

9.0 Cylinder, Cylinder Head and Bonnet Cover:

The assembled cylinder, bonnet cover, and head weigh approximately 22,000 lbs. This weight includes the piston and gate stem but does not include any hydraulic fluid. The Contractor may provide a sling system to lift the assembly, or provide lifting rings as shown in the following photo. The rigging shall be discussed in the lift plan. The cylinder head bolts are 1-7/8” ASTM A-354 GR BB with ultimate tensile strength of 105,000 psi.
