Above Standard Cleaning (Covid-19 Remediation) Guidelines
ABOVE STANDARD CLEANING
The Contractor shall conduct above standard cleaning on all surfaces/square footage areas as identified below to the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service facilities.

Above Standard Cleaning is defined as cleaning, sanitizing and disinfecting potentially exposed or frequently touched areas using applicable methods and EPA-approved COVID-19 disinfectants (Disinfectants for Use Against SARS-CoV-2) in accordance with CDC Requirements.
1) DESCRIPTION OF SERVICES
The Contractor shall provide all management, tools, equipment, materials/supplies, and labor necessary to ensure that remediation services are performed at the National Oceanic and Atmospheric Administration (NOAA) facility in accordance with cleaning and disinfectant procedures as stated in CDC Requirements, and in accordance with this contract. All work performed by the Contractor shall be performed in accordance with applicable Federal, State, and local laws, regulations, instructions and commercial practices.
2) SCOPE OF WORK
Clean and disinfect office/communal areas that have occupied individuals, suspected or confirmed, believed to have COVID-19. Required onsite performance response times will vary based on circumstance and tiered pricing will apply:
Tier 1: Onsite performance within 24 hours of notification
Tier 2: Onsite performance within 72 hours of notification
Tier 3: Onsite performance within 7 days of notification
3) SPECIFIC REQUIREMENTS
a. The Contractor shall be experienced in performing microbial-related remediation or similar work.
Contractor staff shall at minimum have current training in blood- borne pathogens, as defined by OSHA (29 C.F.R. 1910.1030).
b. Contractor shall conduct disinfection activities consistent with the Appendix A (CDC requirements) utilizing applicable methods and EPA-approved COVID-19 disinfectants (Disinfectants for Use Against SARS-CoV-2). Surfaces shall be cleaned using EPA-approved disinfectant (Disinfectants for Use Against SARS- CoV-2) in accordance with the product specifications (e.g., concentration, application method and contact time, and use of personal protective equipment).
c. Cleaning products and supplies shall be provided by the contractor.
d. Prior to the start of work of Tier 1, 2, or 3 performance, the contractor shall submit a list of disinfecting products to the Contracting Officer and Contracting Officer’s Representative or Technical Point of Contact by (Contracting Officer insert time period for submission here) to be used by the Contracting Officer’s Representative or Technical Point of Contact for review and approval, any proposed disinfectants, prior to use.
e. f. Contractor shall conduct disinfection activities consistent with Appendix A.
g. Surfaces that are found to be covered with accumulated dirt/dust shall be initially cleaned with cleaning or detergent products compatible with the surfaces being cleaned. Products shall be used in accordance with the manufacturer’s directions. Under no circumstances shall dry-sweeping/wiping, dusting, or vacuuming be allowed.
h. Contractor shall clean/sanitize potentially exposed or frequently touched areas within an identified area to include but not limited to: doors, door knobs, door frames, push plates, windows, desks, chairs, computers, computer peripherals, printers, copying machines, handrails, sinks, toilets and control handles, restroom stall handles, toilet paper and other paper dispensers, faucets, water bubblers, filing cabinets, light switches, walls (up to six feet), and interior heating & cooling air intakes, elevator buttons, kitchen appliances.
i. Sensitive equipment, such as electronics or other non-compatible materials, will be sanitized with a minimum 70% alcohol solution.
j. Contractor shall open all windows leading to the outside to provide room ventilation but shall minimize opening and closing of room interior doors until disinfection is complete.
k. Contractor may use disinfectant fogging or ionizing spray applications if applicable, but only under the following conditions: the disinfectant meets the requirements of CDC for COVID-19 disinfection (see Appendix A) and the application is performed according to the manufacturer’s recommendation including worker protection, and the application will not damage surface materials in the area.
l. Contractor shall establish appropriate staging areas for donning PPE on/off and waste collection areas to allow for a quick and efficient cleaning/sanitization of an area for the immediate return of personnel.
m. All contractor generated waste shall be removed from the site and properly disposed of by the contractor. This includes, but is not limited to, cloths, gloves, any other PPE and other cleaning and disinfecting waste materials. Waste shall be sealed in a plastic trash bag and may be disposed of as ordinary waste.
n. Contractor performing this work shall at minimum have current training in blood- borne pathogens and be respirator certified for Level C PPE as defined by National Institute for Occupational Safety and Health (NIOSH) and Occupational Safety and Health Administration (OSHA) (29 C.F.R. 1910)
o. Prior to entering the area, the contractor shall don appropriate personal protective equipment (PPE) required for the specific cleaners and disinfectants used.
p. The Contractor shall supply PPE for up to three NOAA staff per facility who will monitor the work being completed within the facility.
q. The Contractor shall provide an adequate number of equipment items and vehicles to effectively fulfill the scope of this contract. In addition, the Contractor shall maintain or have backup capability to provide continued service in the event that primary vehicles are down for extended maintenance or repairs.
Equipment failure shall not alleviate the Contractor from performing any requirement contained in this contract.
r. Employees entering any facility or area after it has been secured shall enter through one door and lock the door behind them. The facilities shall not be left unsecured at any time, including the period when work is being performed. Upon completing work in a facility or area, Contractor employees shall ensure that all doors and windows that were secured upon their arrival are closed and secured upon departure.
s. The Contractor shall display the appropriate caution signs when cleaning floors or any other surface that might pose a risk of injury to personnel.
