Summary of Statement of Work – Courtyard Landscaping

This Statement of Work details a landscaping project for the National Courts Building Complex courtyard located at 717 Madison Place, NW, Washington, DC 20439. The project encompasses four interconnected historic buildings: Howard T. Markey National Courts Building, Dolley Madison House, Tayloe House, and Cosmos Club Building, serving the United States Court of Appeals for the Federal Circuit (CAFC) and the United States Court of Federal Claims (CFC). The contract type is firm-fixed price and includes contract management, construction services (materials, labor, and supervision), and professional inspection and testing services as needed. The base bid requires implementation of the landscaping plan with associated plant listings as indicated in design drawings, with both Phase 1 and Phase 2 plantings occurring simultaneously. Phase 1 plantings include one Dragon Lady Holly tree, 15 Red Encore Azaleas, 14 Wintergreen Boxwoods, 7 Red Camellias, 2 Climbing Hydrangeas, 2 Oakleaf Hydrangeas, and transplanting/removal/pruning as directed. Phase 2 includes various annual plantings (begonias, browalias, caladiums, impatiens, and mandevillas totaling 173 units across multiple varieties).

The contractor is responsible for obtaining all necessary licenses and permits and complying with Federal, State, and municipal laws without additional cost to the court. The contractor must limit premises use to designated work areas while maintaining full building operability, with work occurring during business hours (courtyard open 7:00 am to 7:00 pm weekdays) and no contractor parking available onsite. Loading and unloading of materials must occur from H Street. All corridors and hallways must be kept clean and free of debris, with all work areas cleaned daily. The project must achieve objectives including on-time and on-budget delivery, zero security violations or safety incidents, positive stakeholder relationships, safe work environment maintenance, timely communications, proper sensitive document handling, and adherence to all facility security requirements. Project closeout shall not exceed 30 days after Substantial Completion unless agreed otherwise. The period of performance and specific award details are noted in the accompanying contract award documents. Detailed requirements and access procedures are further specified in the attached NCB Contractor Access Requirements document.
