Summary:

The Virginia Department of Forestry is seeking a contractor to perform treatments on invasive wavyleaf grass (Oplismenus undulatifolius) through foliar application with backpack sprayers at

Conway Robinson State Forest in Gainesville, VA. See attached maps for exact locations.

Work description:

The work consists of successfully identifying and treating patches of wavyleaf grass within an approximately 6 acre transect. Wherever wavyleaf is found, it shall be treated and surveys for additional plants in the adjacent forest within 10 meters of the location should occur. This may require treatment outside of the originally marked transect. Two treatments will be required, separated by at least 4 weeks. One treatment should occur in June and the second treatment should occur in July. All work must be completed by July 31.

There is also a least one small, isolated patch of mile-a-minute (Persicaria perfoliata) within this tract. This species shall also be treated wherever found.

Treatment area is a forested area with a relatively flat, open understory. A stream and public use trail travel through the treatment area, and vegetation can be thick in patches along the trail. The area must be accessed on foot from two parking areas, marked on map. One area is the main public access lot, and the other is a forest road behind a locked gate.

Requirements:

1. Treat all wavyleaf grass and mile-a-minute found within the target area. No other species shall be treated.

2. A glyphosate herbicide mixed at a 2% solution, appropriate surfactant if necessary, and a marking dye shall be used and applied per label instructions. Contractor guarantees that vegetation will be treated in such a manner that at least 95% of target species in area have been treated and show visible mortality after second treatment. Foliar application with backpack sprayers shall be the only technique used.

3. Use of other chemicals not specified above shall be reviewed with DOF BEFORE use for approval.

4. Proper certification for ground crew is required, with oversight of a professional having a Virginia

Commercial Pesticide Applicator license, Pesticide Business License, and a Certificate of Insurance.

Any other staff utilizing and applying herbicides must be a registered technician.

5. All equipment that is used must be adequately washed and cleaned as to remove any soil, seeds or vegetative material on or in the machine before it arrives on site.

6. A copy of the Certificate of Insurance will be required with the Virginia Department of Forestry listed as the additional insured. The Commonwealth of Virginia required insurance minimums are itemized in the attached General Terms and Conditions.

7. No component of the delivery system shall leak. Leaking will be cause for stopping treatment operations.

8. The contractor will be required to post provided signage before treatment begins and remove signage at the completion of work.

9. Contractor will provide Services in compliance with herbicide label and regulations set forth by the

Virginia Department of Agriculture and Consumer Services (VDACS). Contractor will maintain complete herbicide application records at the Site during application and for at least 2 years as specified by VDACS.

10. Contractor will have herbicide labels and material safety data sheets (SDS) at the Site for review and inspection during Application. Inspection may be completed by Virginia Department of Forestry staff at any time.

11. Treatment/Application must be completed before July 31, 2024. If wavyleaf plants begin seeding before this date, work must stop immediately.

12. The successful bidder is required to provide dates they will be on-site before work begins, and to update these dates if any changes arise. 72 hours advance notice is requested, but no less than 24 hours will be allowed. Contractor CANNOT be on-site without prior notice. Please contact Lindsay
