Statement of Work: IHS Division of Oral Health Educator Concepts Courses and Mentoring of Dental Director Call Coordinator
A. BACKGROUND INFORMATION
The Indian Health Service (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal health services to American Indians and Alaska Natives. The provision of health services to members of federally recognized tribes grew out of the special government-to-government relationship between the federal government and Indian tribes. This relationship, established in 1787, is based on Article I, Section 8 of the Constitution, and has been given form and substance by numerous treaties, laws, Supreme Court decisions, and Executive Orders. The IHS is the principal federal health care provider and health advocate for Indian people and its goal is to raise their health status to the highest possible level. The IHS provides a comprehensive health service delivery system for American Indians and Alaska Natives who are members of 566 federally recognized Tribes across the U.S.
The IHS Division of Oral Health operates a Continuing Dental Education (CDE) Program to improve the delivery and quality of oral health care provided in IHS, Tribal, and IHS-funded Urban (I/T/U) dental programs throughout the country. The CDE program consists of over 300 in-person, webinar-based, and online-based courses resulting in almost 30,000 participant hours each fiscal year. Courses are taught by subject matter experts in the areas of general dentistry, each dental specialty, and in the provision of dental services in a public health environment.
B. PURPOSE AND OBJECTIVE OF THE PROCUREMENT
The purpose of this procurement is to secure the services of up to one (1) contractor (up to 2 instructors/educators) for specific IHS CDE courses including ADO Concepts and Concepts in Dental Clinic Management.
C. PERIOD OF PERFORMANCE
December 1, 2020 – November 30, 2025, renewable each fiscal year for a period not to exceed four (4) option periods.
D. CONTRACTOR RESPONSIBILITIES
For all courses, the potential contractor will have to not only submit a cost estimate for conduction of the courses but also will need to submit a proposed detailed curriculum.
Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the tasks below:
1. Plan and execute the curriculum of the Area Dental Officer Concepts Course in 2021, 2022, 2023, 2024 and 2025 as a follow-up to the course held in 2020. As part of the planning and execution, the instructor must demonstrate a vast knowledge of dental clinic operations in an IHS and Tribal setting through personal experience in clinic management at various levels of the organization including, at a minimum, as an Area Dental Officer overseeing IHS and Tribal dental programs. The instructor must also be considered a subject matter expert in the areas of IHS Area Dental Officer Management, dental clinic management in the IHS system, clinical efficiency and effectiveness, personnel management, resource management, and recruitment and retention of dental staff. Preferably, the contractor will have previous experience teaching a dental clinical management course to IHS and/or Tribal dental directors/chiefs or Area Dental Officers. This course may be taught individually to new or interested Area Dental Officers and may be taught via a virtual or in-person format based on a mutual agreement with the IHS continuing dental education coordinator and the contractor. Completion of the course includes follow-up correspondence with course participants. Portions of this course may be completed at national conferences such as the IHS Dental Updates or annual ADO-Headquarters Dental Meeting.
2. Plan and execute the curriculum of the Concepts in Dental Clinic Management Courses in 2021, 2022, 2023, 2024 and 2025. The instructor must also be considered a subject matter expert in the areas of dental clinic management in the IHS system, clinical efficiency and effectiveness, personnel management, resource management, and recruitment and retention of dental staff. Preferably, the contractor will have previous experience teaching a dental clinical management course to IHS and/or Tribal dental directors/chiefs or Area Dental Officers. These courses may be taught individually to new or interested Area Dental Officers and may be taught via a virtual or in-person format based on a mutual agreement with the IHS continuing dental education coordinator and the contractor. This series of courses consists of three separate courses, and the contractor may not be able to complete all three courses during each period of performance. Instead, the courses taught (Concepts I, II, and/or III) will be based on the needs of the IHS Continuing Dental Education Program each year as determined by the CDE Coordinator. Completion of the courses includes follow-up correspondence with course participants. Portions of this course may be completed at national conferences such as the IHS Dental Updates or IHS Dental Challenges Course.
3. Assist in the mentoring of the coordinator for the IHS Dental Directors’ Quarterly Calls. These calls are held each quarter to inform IHS and tribal dental directors about issues and events that affect dental programs in the IHS system, as well as discuss issues that can be carried forward to senior IHS dental leadership. The contractor will assist the IHS Division of Oral Health in identifying someone to lead these quarterly calls and assist in mentoring that individual so that they effectively manage these calls.
E. REPORTING REQUIREMENTS
Following conduction of the CDE course, the contractor(s) will be required to provide a report to the IHS CDE Coordinator on the number of attendees, the outcomes of the course(s), and any further actions required by the IHS Division of Oral Health.
