About this file

This document is a Statement of Work (SOW) for a technical refresh and upgrade of audio/visual (A/V) systems in three conference rooms at the Naval Surface Warfare Center, Indian Head Division (NSWC IHD). The key requirements include providing USB to A/V bridge capability to integrate with collaboration tools like MS Teams, installing new 4K cameras and microphones, replacing existing video walls with large format LCD monitors, and integrating the A/V system with the existing Extron control system. The contractor will be required to provide system design documentation, user guides, and training. A 3-year service contract with on-site and remote support, preventative maintenance, and equipment repair/replacement is also specified. This SOW is associated with a Request for Quotation (RFQ) solicitation under Simplified Acquisition Procedures, with a not-to-exceed price of $250,000. The solicitation will be competed on a lowest price technically acceptable basis, and award will be made to the responsible vendor whose quote is most advantageous to the government.

Statement of Work For

Audio and Visual Systems Technical Refresh Materials and Services At

The Naval Surface Warfare Center, Indian Head Division

(NSWC IHD)

1.0 SCOPE

The Government requires a technical refresh/upgrade of the three Leadership Audio/Visual (A/V) systems used in the Command conference room, WARD room and the MIC room. This will include system engineering, materials, installation, integration and testing of all associated hardware in support of the technical refresh of the A/V equipment in all locations. A main goal of this upgrade will be to provide for the capability to integrate the A/V system with online collaboration tools like MS Teams, etc.

For this project, the contractor shall create and maintain system design documents for all locations when changes are made as well as provide a user guide and user training. The contractor shall ensure the A/V systems continue to be secured to meet the latest applicable Defense Information System Agency (DISA) Security Technical Implementation Guides pertaining to Voice, Video, and Unified Communications.

3.0 REQUIREMENTS

Below is a list of the A/V System technical refresh requirements for the three conference rooms (Command conference room, WARD room and MIC room):

Upgrade existing equipment, install new equipment or utilize computers in order to:

Provide a USB to A/V Bridge capable of integrating the conference room microphones and speakers with computers located in the conference rooms, allowing the computers to interface with Real Time A\V Clients such as MS Teams. Computer integration shall be available at the A/V boxes located on the conference room tables of each room. The Command conference room and the WARD room both have 2 table top A/V boxes, and the MIC room has 8 table top A/V boxes requiring integration.

Provide a 4k, Wide Angle, (>90 degree FOV), Pan, Tilt and Zoom, (PTZ), conference room camera for each conference room. Camera should capture as much of each conference room’s table as possible. The cameras should be mounted centered on the conference room’s tables, below the rooms video displays, at a height at, or slightly above, eye height of an occupant seated in the room. The exact location will be approved by the government customer. Existing camera mounts or video displays, (monitors), shall be moved and/or remounted as necessary to provide for proper camera location.

Provide Microphone(s) capable of capturing spoken audio throughout the conference room. Microphones should be mutable from within the room, and the installation should provide for Audio Echo Cancellation.

Provide Telephone integration to allow for POTS communication utilizing the conference rooms microphone(s) and speakers.

Provide as required, any A/V system devices that cannot load the latest firmware due to the existing hardware version being too “old” should be looked at for upgrade or replacement if it affects system operation. System Devices not supporting 4k video should also be looked at for upgrade or replacement.

Provide as required, any existing A/V system device that cannot meet the needs of the planned upgraded system as designed should be upgraded or replaced.

Replace the existing video wall controllers and video walls in the Command conference room (2x3x46) and the MIC room (2x2x46) with a single large format LCD Monitor in each room. The size of the replacement LCD Monitor should equate approximately to the dimensions of each rooms existing video wall. All Video Displays that are not being replaced within the room may need to be moved and remounted to provide proper dispersion at the front of the conference room once the new video wall is installed. Proper Placement of conference room camera must also be considered. Minor cosmetic repair of exposed wall may be required.

Provide a Multi-Time Zone Clock in the Command conference room.

Integrate existing Xfinity Cable TV Box’s audio and video into the A/V system in each conference room.

Re-program Extron Control System and reconfigure Extron Touch Panels to support the upgraded system.

The current Extron system in the Command conference room and WARD room does not support HDMI audio, or the ability to select the audio source to be heard locally. These capabilities are required to be added to the system.

Currently installed equipment that is not needed shall be removed and returned to the government, and remaining cabling will be properly managed.
