Statement of Work (SOW) for
(Left of Bang) Combat Profiling Advanced User Course Date: 15 July 2025
1. Background Information:
1.1. The Phoenix Raven program provides security for Air Force aircraft transiting in high-threat areas. Raven personnel are specialized US Air Force Security Forces military personnel highly trained in security tactics, force protection, and combatives. However, the current Raven training has a limited focus on proactive threat assessment and behavioral analysis, specifically the skills to identify potential threats before they manifest as immediate danger. This contract seeks to augment existing Phoenix Raven training by incorporating the principles of "Left of Bang" (L/B), a proactive methodology for threat detection and mitigation based on observing and interpreting human behavior and environmental cues. By equipping Raven personnel with these additional skills, the Air Force aims to enhance their ability to anticipate and prevent security incidents, thereby improving the safety and security of Air Force assets and personnel.
2. General Description of Services
2.1. The Contractor shall integrate "Left of Bang" (L/B) principles of combat profiling into the Phoenix Raven Qualification Course. These security operations will enhance situational awareness, identify potential threats proactively, and mitigate risks to personnel, facilities, and assets. This requirement addresses the recognized gap described in the paragraph above. The Contractor shall ensure that all instructors performing security functions are trained and proficient in L/B techniques as outlined below. The Contractor shall utilize L/B principles in all operational environments covered by the agreed-upon statement of work.
