About this file

This Statement of Work outlines requirements for a Collimated Beam Device for UV Treatment to be used in Reclamation's Water Treatment Laboratory for simulating ultraviolet disinfection and advanced oxidation processes at bench-scale. The equipment must be the Opsytec Collimated Beam Device BSM-03 CBD model, featuring a 1kW medium pressure UV lamp, ozone-free operation, adjustable irradiation time, capacity to test samples up to 20cm in height, and PC-controlled operation with touch display.

The device must be delivered and installed at the Bureau of Reclamation Denver Federal Center within 90 days of contract award. The package includes manufacturer training for TSC engineers, required software, instrumentation, and accessories. The government will provide the PC and USB for operation. According to the associated Special Notice, this is a sole-source procurement to Opsytec, DR. Groebel GMBH under NAICS 334516, with anticipated award by January 2025. Interested parties may submit capability statements by January 10, 2025, 5:00 PM MST to demonstrate their ability to meet these requirements.

STATEMENT OF WORK

Title: Collimated Beam for UV Treatment

1.0 Background

Reclamation’s Water Treatment Laboratory (WTL) is purchasing a Collimated Beam for UV Treatment capable of simulating ultraviolet (UV) disinfection / advanced oxidation processes (AOPs) at the bench-scale to inform full-scale design parameters for drinking water and water reuse applications. The WTL does not have this current capability.

2.0 Scope

The scope is to acquire a Collimated Beam for UV Treatment. Equipment includes software, instrumentation and necessary consumables and accessories to simulate water treatment UV disinfection and AOPs at the bench scale.

3.0 Objectives

A Collimated Beam for UV Treatment utilizing a medium pressure UV lamp and capable of simulating UV disinfection and AOPs is required. Additionally, software to operate the Collimated Beam device and necessary instrumentation, consumables, and accessories need to be acquired for proper analysis of water samples. Delivery, installation, and training are included in instrument acquisition.

4.0 Tasks

A Collimated Beam for UV Treatment needs to meet the technical specifications of the Opsytec Collimated Beam Device BSM-03 CBD (https://www.opsytec.com/products/irradiation-chamber/bsm-03cbd) (sole source), including:

· BSM-03 collimated beam device, including

· Irradiation chamber (protective housing)

· Medium pressure lamp, 1 kW, ozone free

· Freely adjustable irradiation time

· Ability to test samples up to 20 cm in height

· Sensor for dose-controlled operation

· Grid plate with screw threads

· Control via PC software

· Irradiation controller with touch display

· 2 sensor connections

· Data transfer with USB (USB supplied by Reclamation)

· RMD sensor

· UVC

· 200-280 nm

· 0-1 W/cm2

· Software to control collimated beam device

· PC supplied by Reclamation

· Delivery, installation, and training of the instrument at the WTL.

5.0 Delivery

The supplier is responsible for the delivery and installation of the instrument. Training by the manufacturer is required for TSC engineers.
