About this file

This is a Statement of Work (SOW) for optical survey and camera inspection of all wastewater underground sewage systems and manholes at the U.S. Consulate General in Frankfurt, Germany, located at Gießener Str. 30, 60435 Frankfurt am Main.

The contractor must provide all labor, materials, equipment, and documentation to complete a comprehensive inspection of the consulate's underground sewer lines. Work execution is divided into eight phases covering different building areas and compounds, with each phase carefully coordinated to maintain operational functionality. Key deliverables include a detailed optical survey report identifying existing issues, TV inspection videos documenting current conditions, a prioritized catalogue of needed repair measures, a detailed site plan of the sewage system, and a final project report. The contractor must comply with DIN EN 14654-1 for cleaning operations and DIN EN 13508-2 coding standards for inspection recording. Camera inspections require qualified personnel and must utilize color pan/tilt camera systems with 360-degree rotation capability and minimum 450-line horizontal resolution. All inspection data must be recorded digitally in ASCII format for data and JPG/MPEG-4 formats for images, stored in XML format according to DWA-M 150 specifications. The total period of performance is 230 calendar days, including 20 days for pre-construction submittals (with 10-day government review), 30 days material order, 15 days shipping, 5 days crew information advance notice, and 150 days on-site scope of work. Proposals must be submitted as firm fixed price broken down by all eight phases, including labor, shipping, mobilization expenses, materials, overhead, profit, taxes, VAT if applicable, and DBA insurance. The consulate will provide previous 2021-2022 camera inspection data for reference, though contractor must base work on current conditions.

Effective and proper cleaning must be carried out using appropriate equipment. Contamination of the surface is not permitted and must be removed at the contractor's expense.

Significant cross-sectional reductions due to root growth or solid deposits or incrustations can disrupt the cleaning process. In these exceptional cases, the process must be aborted and continued elsewhere. The facts of the case must be communicated to the COR during a construction meeting or by telephone upon immediate knowledge.

C.2.3 Optical Sewer and Manhole Inspection:

Operation of the inspection system

• Camera sewer inspections may only be carried out by qualified personnel. A written statement must be submitted that provides detailed evidence of professional qualifications as an inspector. The personnel deployed must be able to reliably assess the structural condition of the sewerage systems. The inspectors must be appointed by name in advance.

• The inspection must be conducted in such a way that even damage to the base can be detected.

• The progress of the work must be adapted to the condition of the object so that a flawless assessment is always guaranteed.

• A steady camera position in the pipe axis must be always ensured during the inspection.

• The coding system for recording and assessing drainage systems is DIN EN 13508-2-:08-

2011 and the supplementary information sheet DWA-M 149-2 (as of 2013).

• The storage of the sewage access point data is carried out according to the specifications of the COR using the channel master data described below:

Starting manhole number, end manhole number, sewer number, section number, street name, sewer type, section size, pipe material, drainage system, location within the traffic area, section length, inspection date, inspector and company, direction of inspection, HD number, video counter. The master data must be checked on-site and remeasured if necessary.

• All branches, nozzles, materials, and cross-sections must be recorded, including profile height and width. Furthermore, the option to save free text (e.g., comment lines) of any length must be provided.

• All inspection measures must be fully recorded digitally. Data transfer takes place on removable hard drives (USB 3.0, 2.0 TB).

• The data collected during the inspection of the canals are saved in ASCII format, the images in JPG file format and finally the inspection films are saved exclusively in MPEG-4 format on HD and handed over to the COR. Data must be stored in XML format B or D according to DWA-M 150 (as of 2010). Other formats are not permitted.

• Insufficient condition assessments or possibly repeatedly overlooked damage sites oblige the Contractor to completely re-examine all sections included in the HD in question.

• The inflow and outflow of the access points must be recorded with a measurement accuracy of +/- 10 cm from the HHNP.

C.2.4 Inspection Equipment

• Electronic data display devices must display, at a minimum, the inspection date and time, object name, distance, and video recorder counter reading, as well as the location within the sewer, on the monitor image. In each section, even if damage-free, a pipe connection must be thoroughly inspected and documented approximately every 15 m.

• According to DWA Merkblatt M 149-5 (as of 2010), a color pan/tilt camera must be used.

The camera head of the turnable system must allow an endless rotation range of 360 degrees.

The guide unit must be able to rotate and pivot continuously in all directions and enable bending into branched sewage networks.

• During the advance (pushing/flushing operation) as well as when swiveling, e.g. a connection, the recordings must be carried out with automatic positional accuracy. An upright and clear image is to be ensured by automatic horizontal image stabilization.

• The television system or color television camera must have a horizontal resolution of at least 450 lines. Testing using TO5 universal test pattern (application according to DIN 25435- 4:01-2014). The camera system must be corrosion-resistant, shock- and vibration-proof, and waterproof.

05/19/2025 STATEMENT of WORK 10

• High-pressure water jetting units, including sewer cleaning nozzles such as sole cleaners, rotating nozzles, blockage nozzles capable of delivering adjustable pressures up to 4,000 psi to remove debris, grease and deposits without damaging existing pipe. The performance of the cleaning device must be selected so that only loose particles, oils and greases are removed from the underground pipe wall and a clear determination of the current condition is guaranteed.

C.2.7 Inspection Equipment

• Electronic data display devices must display, at a minimum, the inspection date and time, object name, distance, and video recorder counter reading, as well as the location within the sewer, on the monitor image. In each section, even if damage-free, a pipe connection must be thoroughly inspected and documented approximately every 15 m.

• According to DWA Merkblatt M 149-5 (as of 2010), a color pan/tilt camera must be used.
