3.0 REQUIREMENTS
3.1 Pre-Award Requirements
3.1.1 All documentation requested below must be submitted concurrently with a contractor’s quote.
3.1.2 The contractor shall provide proof of a quality assurance program that meets or exceeds ISO 9001:2015 (later editions acceptable) certification or equivalent quality assurance system to qualify. If any subcontractors are used, a list of the subcontractors and proof of their quality assurance programs (same requirements) shall be submitted as well. If a quality assurance program is presented over ISO 9001:2015 certification, a copy of the Quality Assurance System and previous work done must be submitted with the quote for review and approval by 05P3.
3.1.3 The contractor shall provide proof of current lab accreditation to successfully perform the following tests:
3.1.3.1 Proof Load Fasteners up to 170,300 LbF minimum per ISO 17025, NADCAP, A2LA or equivalent.
3.1.3.2 Fluorescent Penetrant Inspection for fasteners per ISO 17025, NADCAP, A2LA or equivalent. Accreditation shall be to the required tests detailed on the provided drawings.
3.1.4 If any subcontractors are used, a list of the subcontractor’s accreditations (same requirements listed in 3.1.3) shall be submitted as well.
3.1.5 The contractor shall provide a technical proposal at time of RFQ to qualify. The proposal should include information on material handling/storage/tracking, processes/equipment, and qualified inspection procedures. Proposal should reflect an understanding of the requirements of this Statement of Work.
3.1.6 The contractor shall submit evidence of having done similar work with their bid to qualify. Similar work is defined here as manufacturing fasteners made from Inconel 718 material for either a DoD or aerospace customer.
3.2 General Requirements
3.2.1 Within 60 days of contract award, the contractor shall host a kick-off meeting at the primary manufacturing site to review the contract requirements and schedule.
3.2.2 The contractor shall provide the following fasteners and shear pins in accordance with the noted description, quantities, and specifications in Section 3 and respective CLIN Structure.
3.2.3 Inconel 718 bar stock, also referred to as Government Furnished Property (GFP), will be provided for production of the fasteners and shear pins. Material will be provided within 45 days. Material will be provided in the forms and amounts listed in Section 8.9 of this SOW. Any excess GFP shall be marked, stored, and secured for the duration of the contract. After contract completion, excess GFP shall be returned to the Government at the address given in Section 6.1 of the SOW.
3.2.3.1 It is the responsibility of the contractor to rough cut bar stock to lengths suitable for machining the items.
3.2.3.2 All items require material heat traceability. The finished items will not be accepted if the material heat is unknown. It is the Contractor’s responsibility to properly tag and store the material heats and maintain traceability once the material has arrived at the Contractor location.
3.2.4 All other material required to manufacture the fasteners and shear pins (that is not listed in Section 8.9 of this SOW) shall be supplied by the contractor. This includes pellet material.
3.2.4.1 Pellet Material installed in each fastener shall be traceable by heat/batch.
3.2.4.2 The Material certifications and the applicable heat/batch number that was used to manufacture corresponding fasteners shall be included in the Certificate of Conformance Packets (CDRL A001).
3.2.5 All notes and references on the provided drawings and PERs apply except as follows:
3.2.5.1 Bar Stock Acceptance Testing shall be conducted by the government.
3.2.5.2 The fasteners and shear pins shall be provided to the government un-painted and without blasting.
3.2.5.3 Actual results of the Thread Inspection (per System 21 or 22, as stated on the drawing), shall be provided as part of the Certificate of Conformance Packet.
3.2.5.4 In lieu of installation of locking pellets per the applicable drawing, the locking pellets shall be installed in accordance with reference 2.7. A Government representative must be present to oversee pellet installation. The Government shall be notified at least fifteen (15) days before the installation is to take place.
3.2.6 A manufacturing lot consists of pieces manufactured from a single heat number under essentially the same conditions and at essentially the same time. For example, one (1) manufacturing lot of fasteners would include the same type of fastener made from the same bar stock and same pellet material, and all of the fasteners in the lot would have been manufactured under the same conditions around the same time.
3.2.7 Once all manufacturing, inspection and packaging operations are complete for a given set of fasteners, the Government has the option to perform a source inspection of the units at the manufacturer’s site. The Government shall be notified at least fifteen (15) days before the inspection is to take place. At the source inspection, the Government will inspect the parts, review the certification package, and inspect the packaging for conformance to the applicable drawing. Any discrepancies found during source inspection shall be corrected by the contractor before delivery to the Government, at no additional cost to the Government. Final acceptance of the units will be at destination. The Contractor shall not ship out the finished items without written approval from the government.
3.2.8 Items shall be packaged in accordance with the notes in the applicable drawing. Unless otherwise specified on the drawing, all items shall be packaged so that they will not come in contact during shipment and all threads shall be protected with sleeves.
3.2.9 The contractor shall provide a Certificate of Conformance Package for each lot of fasteners and shear pins in accordance with the Inspection, Tolerance, and Test Notes in the applicable drawing per (CDRL A001). The official certification package shall not be submitted to the Government until after source inspection is complete (see section 3.2.7 of the SOW). A copy of the certification package shall also be included in the shipping box (sealed in waterproof plastic).
3.2.10 The contractor shall submit monthly contract status reports (CDRL A003) and GFP reports (CDRL A002). The status report shall address topics such as schedule progress, identification of needs for additional Government input, and action tracking. Monthly virtual status meetings may be scheduled at the government’s request.
3.2.11 As a part of the Government’s Quality Assurance Program, the Government shall reserve the option to witness any of the manufacturing, testing, machining, or inspection operations conducted by the contractor or the contractor’s subcontractor.
