About this file

This is a Statement of Work (SOW) for cistern cleaning and replacement services at the Table Mountain Field Site operated by the National Telecommunications and Information Administration's Institute for Telecommunication Sciences under the U.S. Department of Commerce.

The contractor must inspect, clean, sanitize, and replace potable water cisterns at three building locations (I10C/A4, F2/T2, and B9) within a 360-day performance period beginning at contract award. Task 1 requires a thorough inspection of each cistern's structural integrity, interior/exterior surfaces, and associated components (lids, seals, vents, access points), with a written assessment report due within 10 business days identifying whether each cistern can be cleaned or requires replacement. Task 2 involves draining, removing sediment and debris, pressure washing and scrubbing interior surfaces, and disinfecting in accordance with American Water Works Association (AWWA) Standard C652 using only NSF/ANSI/CAN 60-certified chemicals; refilling and water quality testing must verify compliance with Colorado Primary Drinking Water Regulations. Task 3 addresses replacement of cisterns deemed beyond repair, requiring a detailed proposal with costs, removal of the old unit, installation of a new compliant cistern with secure plumbing connections, and initial disinfection and testing per Task 2 procedures.

Deliverables include: Cistern Assessment Reports (one per cistern within 10 business days of inspection with photographs and recommendations), Replacement Proposals (as needed), Service Completion Reports (within 5 business days of work completion detailing work performed, dates, chemicals used with Safety Data Sheets, and before/after photographs), Certificates of Sanitization (for each cleaned cistern), and certified Water Quality Test Results demonstrating compliance with Colorado potable water standards. The contractor must hold Colorado licensure and insurance for this work type, comply with OSHA confined space entry protocols and NSF standards NSF/ANSI/CAN 61 for system components, and meet all Colorado Department of Public Health and Environment regulations. Final acceptance requires COR verification of task completion, approval of all deliverables, successful visual inspection, and water quality test confirmation. The site location is NTIA - Table Mountain Field Site, 8600 N 39th Street, Longmont, CO 80503. The government will provide site access, a designated Contracting Officer's Representative, and water source access.

Standard C652 for the Disinfection of Water-Storage Facilities.

• Use only chemicals and compounds that are certified as meeting NSF/ANSI/CAN 60 standards for use in drinking water systems.

• Refill the cistern and conduct water quality testing to verify disinfection is complete and the water is safe for potable use, meeting the standards set by the Colorado Primary Drinking Water Regulations.

3.3 Task 3: Cistern Replacement: For any cistern identified in Task 1 as damaged beyond repair and approved for replacement by the Contracting Officer’s Representative (COR):

• The Contractor shall submit a detailed replacement proposal to the COR, including the cost of a new, appropriately sized cistern and all associated labor and materials.

• Upon approval from the COR, the Contractor shall safely disconnect and remove the old cistern from the site.

• Install a new cistern that meets or exceeds all current state and federal standards for potable water storage.

• Ensure all plumbing connections are secure, leak-free, and compliant with local codes.

• Perform initial disinfection and water quality testing on the new cistern as described in Task 2.

4. DELIVERABLES
