Haskell Indian Nations University: Meraki Wireless Network Upgrade and Upgrade to Wi-Fi 6

Statement of Work (SOW)

Background

Haskell is currently looking to break the current network configuration into a more secure and separate network configuration. Focusing on separating the KanREN wireless network, KanREN employee network, and setting up a new restricted network for HVAC, security cameras, etc. To reach this goal, Haskell will need to replace existing Cisco 9300 switches with Meraki 355 switches.

Currently Haskell has a variety of Wi-Fi 5 certified access points and one access point group that meets Wi-Fi 6 standards but is not certified. In order to provide for faster Internet access for students, staff and guests at Haskell, we will be upgrading the existing wireless access points (WAP)s to Wi-Fi 6E certified WAPs. This upgrade will require Haskell to replace the existing WAPs and requires the purchase of 73 additional WAPs. These additional WAPS are being installed into classrooms that have never had wireless network access.

In preparation for unexpected issues that would prevent Haskell IT staff from working in the office or staff members working in a teleworking status, Haskell will be purchasing 10 Meraki Z3 devices. The Z3 device will allow for staff to work from and connect back to Haskell through a VPN to the Meraki Controller at Haskell. Giving the employee the same access to the KanREN network as if they were on site at Haskell. This will also allow staff to address issues when away from the office and not to have necessarily come into the office to troubleshoot some issues.

Objective

To separate the existing network into three (3) logical and physical networks to provide better security and protection between the different types of users on the Haskell Network.

Replace the existing Cisco 9300 switch with Meraki switches. Doing so will allow for easier troubleshooting of the Haskell KanREN Wi-Fi network. Allowing for Haskell Network Administrator to be able to review all issues with the Haskell KanREN Wi-Fi network on the Meraki dashboard. This will also help facilitate troubleshooting with Meraki Technical Assistance Center (TAC)

Replace existing Wi-Fi 5 WAPs with certified Wi-Fi 6 WAPs. Add additional WAPs in classrooms that do not have WAPs and replace existing Wi-Fi 5 WAPs that have been placed in classrooms as a stop gap measure. The vendor will procure additional license to cover the additional WAPs needed for the classrooms.

Provide Z3 security devices to Haskell IT staff to be able to perform remote troubleshooting and work from home capabilities during work from home status, unexpected emergencies or closure of the Haskell campus.

Tasks

The contractor will procure 60 Cisco Meraki MS355-48X switches with additional power supplies, 2 Cisco Meraki MS425-32-HW switches, 442 Cisco Meraki CW9162 WAPs, 56 Cisco Meraki CW9164, 26 Cisco Meraki CW9166 WAPs, and 10 Z3 Meraki Z- -Series Cloud managed teleworker gateway. The Contractor will also procure licenses for an additional 49 WAPs. Haskell currently has 450 licenses for Meraki WAPs. The contractor will not need to install any of this equipment.

Place

Any equipment that is removed from the network will either be sent to e waste in Kansas City, KS with no cost for recycling or will be repurposed. E-waste will only be WAPs that are being replaced. Switches will be repurposed for the Staff network or the restricted network.

Place of Performance

Haskell Indian Nations University, 155 Indian Avenue, Lawrence, KS 66046

Period of Performance

30 days after the award of the contract, or as soon as the order can be procured due to supply chain issues.
