Scope of Work for the Chippewa Diversion Electrical Controls Rehab
STATEMENT OF WORK.
1. General: The scope of this project is to do electrical replacements at Chippewa Dam of the Lac qui Parle (LQP) Recreation Area near Watson, Minnesota. The Chippewa Dam has a single gate dam on the Chippewa River. Due to age the condition of electrical equipment is deteriorating and is needing replacing. The equipment needs replacement to maintain operability and reduce safety risks. Installation shall conform to the National Electric Code (2023) and National Electric Safety Code (2023). The location of new equipment, if moved, must be coordinated with site personnel.

2. Measurement and Payment: The payment provided for in the contract shall constitute full compensation for furnishing all materials and for performing all work under the contract in a complete and acceptable manner. The contract work shall include providing plant, equipment, tools, supplies, labor, supervision, incidental materials, quality control, environmental protection, meeting safety requirements, and for performing all work required for which separate payment is not otherwise provided. Compensation for all work shown, specified, or essential to completion of the project (whether or not the specific material or operation is indicated) shall be included in the quoted amount. The payment provided for in the contract includes compensation for all risk, loss, damage, and expense arising out of the nature of the work or its prosecution, subject to conditions of the contract. Prior to submitting a quote, the Contractor shall verify all conductor distances.
3. Site Visit: Contractors are encouraged to visit the site prior to sending a quote. See FAR 52.236-27 for site visit information
4. Safety Plan: The Contractor shall submit a safety plan for performing the work. The safety plan shall be in conformance with the Safety and Health Requirements Manual, U.S. Army Corps of Engineers (USACE), EM 385-1-1 (latest edition). The safety plan shall be reviewed by USACE and discussed at the initial pre-construction meeting to be held virtually online. The safety plan must be approved prior to any physical site work.
5. Schedule: See FAR 52.211-10. Operability of the single gate at the Chippewa Dam must not be impacted to the extent possible during periods of expected use. The typical period of use begins in March and ends in July.
6. Power Outages to the Site: To the maximum extent possible, power to the dam shall remain energized. The Contractor shall coordinate with the LQP Recreation Area personnel prior to power deenergizing with at least one weeks’ notice. Power outages to the site shall be kept to a minimum and not to exceed 7 calendar days.
7. Minnesota One Call Excavation Notice System: The Contractor shall meet the requirements of Minnesota Statutes, Chapter 216D “One Call Excavation Notice System.”
8. Work Plan: The Contractor shall submit a plan that details the sequence and scheduling of the proposed work. The work plan shall be submitted within 10 days after Notice to Proceed (NTP). The work plan shall be discussed at the initial pre-construction meeting to be held virtually online. The work plan must be approved prior to any physical site work.
9. Pavement Removal and Replacement: Where roads are cut, removed, or otherwise damaged in the prosecution of the work, the Contractor shall replace all pavements or other surfaces so removed or damaged, to their pre-construction condition, unless otherwise specified or indicated. Restoration of impacted surfaces shall be completed no later than 30-calendar days after removal or damage.
10. Submittals: The work plan and safety plan shall be submitted as noted above. Both items shall be submitted prior to the pre-construction meeting. Other shop drawing submittals include the following:
a. Layout drawing of the site with location of electrical boxes and the routing of conductors.
11. Quality Assurance (QA): The Contractor shall notify the Government within 7 calendar days after the work has been completed. The Government will perform QA on the work.
12. Clean Up: Contractor shall be responsible for removal and disposal of all construction debris and materials. Disposal of debris shall be off-site and meet all Federal, state, and local codes.
13. Coordination: All work shall be coordinated with the project lead at LQP Recreation Area.
14. Experience: Contractor shall be licensed by the State of Minnesota.
15. Power: Contractor may use existing electrical utility with coordination with LQP Recreation Area personnel (without modification to the system). Note: the existing electrical system has limited capacity. Contractor is allowed to use limited electrical utility already in place (without modification to the system) during construction. Contractor to coordinate with LQP Recreation Area personnel prior to usage.
16. Sanitary Facilities: Contractor shall provide their own sanitary facilities during construction.
17. Scope:
A. Replace electrical boxes and breakers at Tainter gate.
1. Replace existing breaker panel with a 100 Amp 12 space breaker panel compatible with bolt-on breakers.
a. New breaker panel must be outdoor rated NEMA 4X, stainless steel enclosure, and able to be padlocked.

2. Replace four (4) existing 20 Amp breakers for the receptacles with breakers that are the bolt-on style.
3. Replace four (4) existing receptacles with 20A GFCI duplex receptacles rated for outdoors. Replace while in use receptacle covers with new corrosion resistant metal covers.

4. Replace existing junction box that feeds the circuits on the dam. Replacement box must be sized or positioned such the box can be fully opened and accessible by USACE personnel. Existing box is approximately 14”x10”x3.5”, but is too long to fully open in the existing space.
a. New box must be outdoor rated NEMA 4X, stainless steel box, and able to be padlocked.

5. Pull existing wire and replace with properly sized XHHW2 wire to receptacles, and to gate operators.
B. Replace receptables and breaker panel at low flow gate.
1. Replace electrical box and two receptacle boxes that are on the low flow structure.

a. The new electrical box and receptacles will be mounted onto of the structure, approximately 6 feet from the end of the structure where the low flow gate operator pedestal is located. The box and receptacles will be mounted such that they are accessible above the existing fence, with the bottom at about 40 inches off floor level.
b. The box and receptacles will be mounted on a hot dipped galvanized steel plate that will be on a support of galvanized strut channel with 2 vertical members and at least one horizontal support. The members will be bolted to the concrete structure.
c. The existing conduit will be replaced with 1 ½” galvanized PGRS (PVC Coated Rigid Steal Galvanized Conduit) as it comes out of the ground and RMC (Rigid Metal Conduit) type routed vertically along the concrete to the new location of the breaker panel. From the breaker panel two receptacles will be connected with fittings. ¾” Conduit will be run down from breaker panel to the concrete, along the bottom of the fence and then follow the existing path to the base of the operator pedestal.
d. The existing breaker panel shall be replaced with a new 100A electrical panel, 12 space, NEMA 4X, stainless steel, able to be padlocked, and compatible with bolt on breakers. The existing breakers shall be replaced with two 20A breakers for the receptacles, one 30 A two pole breaker for the low flow gate operator, and two spare 20A breakers.
e. The existing two receptacles shall be replaced with outdoor rated galvanized metal electrical boxes. Covers shall be corrosion resistant metal weatherproof while in use. Receptacles shall be outdoor rated 20A 125V duplex GFCI receptacles.
C. Replace electrical wire.
1. Replace existing cables from handhole West of the Chippewa Dam to the low flow gate operator and receptacles.
a. Cables to be replaced are direct buried and consist of 2#10, 1#10 GRD. For the receptacle and 2#8, 1#10 GRD (Ground). For the operator.
b. Splice cables to wire in handhole, ensure connections are watertight.
c. New conductors shall be copper USE (Underground Service Entrance) type.

D. Replace power pole, conduit, conductors, and electrical boxes.
1. Replace existing USACE owned power pole.
a. Coordinate with local energy company prior to replacement.
b. Perform subsurface investigation, hole digging and hand digging new pole location and for underground transfer of service from existing.
c. Install new pole 30’ with preservative treatment and stamp area to ensure stability. Install schedule 40 PVC 2” to 20’ with terminations, fittings, and support to connect with existing underground PVC. Install 2” galvanized RMC along the length of the pole from the meter socket to service head.
d. Install new cables from Utility service to reconnect with existing underground cable. Cable shall be service entrance cable, copper, 600V, two conductor, #4 AWG (American Wire Guage) with #6 AWG neutral, type SEU (Service Entrance Unarmored) in schedule 40 PVC conduit.
e. Install safety switches. Switch shall be heavy duty, 3 pole, fusible, 240V, 60A, NEMA 3R, stainless steel.
f. Replace Fuses with two 240V, 60A, Dual-Element RK5 fuses.
g. Comply with local energy company requirements.
h. Replace existing meter socket.
i. Remove and dispose existing utility pole and attached conduit and cables off site. Disposal of the utility pole, attached conduit, and cables shall be done in accordance with all Federal, state, and local codes and regulations.
