Introduction: The Bureau of Indian Affairs (BIA), Branch of Environmental Management (BEM) is requesting the services of licensed environmental professional to conduct the ASTM Environmental Site Assessment (ESA) Phase I and Phase II on five (5) vacant parcel tracts located in Chinle, Apache County, Arizona (Figure 1). These parcels are located adjacent to the Bureau of Indian Affairs Chinle Agency administration building and next to BIA N7 Highway.
These land parcels are to assess (site reconnaissance) and sampled if required before the land parcels are transferred back to the Navajo Nation. The work requires conducting both the ESA Phase 1 (ASTM E 1527-05 Phase 1 study) and an ESA Phase II (ASTM E1903-11 Phase II).
Both studies shall be prepared concurrently to expedite the proposed property disposal.
It is assumed the vacant lands to be assessed have not been used before, and to assure the condition of the vacant land is safe to return to the Navajo Nation, BIA BEM is requesting each of the parcels identified as:
1) Parcel “A-1-1” = 50.618+ acres (vacant lands surrounding BIA Housing, north, east, and west),
2) Parcel A-1-2 = 11.431+ acres (vacant land formerly part of BIA Housing, located northeast),
3) Parcel B-1-2 = 3.930+ acres (located east of current Chinle Agency Administration building)
4) Parcel E-1 = 14.619+ acres (located on top of mesa, with a former lagoon site next to Chinle Wash)
5) Parcel G-1 = 1.541+ acres (located east of Holiday Inn, which includes acreage adjacent to Holiday Inn across the BIA N7 Highway) be assessed.
The current total number of acres is 82.139+ acres.
The maps showing the parcels are attached in a PDF file.
Background: The Navajo Nation requested the vacant lands be transferred back in FY2021.
Since then, several meetings have taken place with the BIA Navajo Region in identifying the vacant land parcels and acreage for each of the parcels. The BIA Navajo Region, Real Estate Services (RES) with the BEM to retain a contractor that will conduct the ASTM ESA Phase I and II for these land parcels before they are returned to the Navajo Nation. These parcels are the following:
1) Parcel “A-1-1” = 50.618+ acres are vacant land that surround the BIA housing directly north of the BIA N7 Highway. Parcel “A-1-1” has former storage tanks that may no longer be used by the Navajo Tribal Utility Authority (NTUA), housing, business occupying the some of the land areas. No historical information is available on the current use of the land area or the occupants in the area.
2) Parcel A-1-2 = 11.431+ acres are a strip of land that extends along the north and west of the
BIA Housing. This parcel has a dirt road and trees within the land area. No information is available on the land use for this area.
3) Parcel B-1-2 = 3.930+ acres are located east of Chinle Agency Administration building. The land parcel is bordered on north by BIA N7 Highway and N27, a roundabout intersection.
This was an empty land area, however several years ago the Navajo Nation transportation requested from BIA to utilize this fence area to store heavy equipment. A visual assessment of the area was conducted by BIA property and BEM to ensure the land was not environmental impacted. To date, the condition of the land parcel is unknown, or if the parcel is continued to be used for storage of heavy equipment.
4) Parcel E-1 = 14.619+ acres are located west of Chinle Agency Administration building.
Parcel is described as adjacent to the Chinle wash and located south of the BIA N7 Highway, with some residents living nearby. Apparently, BIA had used this area as former wastewater lagoon, no information is available if this lagoon has been properly closed or the current environmental condition of the site.
5) Parcel G-1 = 1.541+ acres are located next to the Holiday Inn on the east side. This parcel is small area that may utilized for parking and does not appear to be developed. No information is available on former land use or the environmental condition of the area.
BEM has included in the Appendix is four (4) maps of the parcels that can be downloaded, as the map was large to include. The maps will be submitted with file name to view.
