Objective The purpose of this Statement of Work (SOW) is to define the tasks to be accomplished by the contractor to design, produce, test, install, and document a platform replacement for Device 9F2C

Parachute In-Water Release Trainer (commonly referred to as the Drag) located at Aviation Survival

Training Center (ASTC) Cherry Point, NC.

Background The Parachute in Water Release Trainer is a device that trains aviators that have parachuted into water how to release their parachute as they enter the water so as not to be dragged through the water by high winds. The device presently consists of a pool side tower launch platform and pulley system that controls a motorized cable system to pull the student from a platform into the pool. The students under training will be dragged through the pool until they release themselves from the simulated parachute lines.

Scope This Statement of Work (SOW) describes the work to be accomplished by the contractor to modify the

Parachute In-Water Release Trainer, Device 9F2C. This effort will replace the corroded 9F2 pool-side tower and student launch platform with a non-corrosive free standing launch platform. This device is located at ASTC Cherry Point, NC. A 45-calendar day period of performance (POP) is desired beginning on 1 May 2021.

Requirements

1. The contractor shall provide personnel, materials, equipment, and resources necessary to accomplish the efforts specified in this SOW and the contract.

2. The contractor shall perform all required and Government-approved modifications to the facility that are necessary for the installation and operation of the training system. These modifications are limited to those defined by the Government as “equipment installation” modifications as described in OPNAVINST 11010.20G. The contractor shall provide all labor and materials, and shall verify all facility dimensions. The contractor shall conform to CFR-_29-1910, EM-385-1-1, NFPA-101 and UFC-1-200-01 for all removal and installation work performed. The contractor shall meet all local base permitting requirements. The contractor shall clean any dirt, spills, and debris, and remove and dispose of all waste resulting from contractor actions related to this trainer modification in accordance with (IAW) Base safety and environmental management policies and procedures. The contractor shall be responsible for repairing any damages caused by the contractor performing the facility modifications. Any damage repairs to painted surfaces shall be patched and painted equal to the existing paint color.

3. The contractor shall contact the ASTC Director at ASTC Cherry Point a minimum of 30 days prior to the required access date. A personnel information form will be required for all personnel that need access to MCAS Cherry Point. All contractor personnel shall be US citizens. All contractor personnel will require passes for workers and vehicles. Contractor is advised to allow extra time

(~30 minutes) at the beginning of each workday on station to clear all trucks and equipment through the station security truck checkpoint.

4. All work shall be performed Monday/Wednesday/Friday, 7:00 a.m. - 4:00 p.m. unless other arrangements are made. The ASTC Director requires the pool and pool deck be available for training on Tuesdays and Thursdays, 9:00 a.m. - 4:00 p.m. The contractor shall have work secured and the work site roped off and safe for training operations in the same room on

Tuesdays and Thursdays from 9:00 a.m. - 4:00 p.m. Work will be permitted outside of normal business hours if desired on Monday – Friday from 4:00 p.m. – 10:00 p.m. when scheduled and approved with the ASTC Director. Variance to the schedules above is permitted when scheduled and approved with the ASTC Director.

5. The contractor shall provide all contractor personnel, test equipment, materials, tools, ladders, and other items necessary for installation, start-up, and testing of Device 9F2C.

6. The contractor shall provide personnel, materials, and tools necessary to remove and dispose of the existing platform.

7. The contractor shall deliver the following Contract Data Requirements List (CDRL) for technical documentation:

Operation and Maintenance (O&M) Manual - CDRL E001. The contractor shall revise and deliver an updated O&M to comply with the maintenance concept IAW PMA 205-18-GT-

NASTP-9F2-SPEC-001. The contractor shall include the maintenance steps for inspection of corrosion and remediation steps to treat corrosion. Any hardware changes shall also be updated in the documentation.

Product Engineering Design Data and Associated Lists (PEDDAL) – CDRL E002. The contractor shall revise and deliver an updated PEDDAL IAW the CDRL and the Option

Selection Worksheet (OSW) that consists of all engineering drawings required for maintenance.

8. The contractor shall:

Remove and dispose of the existing student launch platform.

Replace existing student launch platform with a new platform made of Fiberglass

Reinforced Polymer (FRP) and mount student launch platform to pool deck on edge of pool as per the platform performance specification PMA 205-18-GT-NASTP-9F2-SPEC-

001 System Specification for Platform Upgrade for The Cherry Point Parachute In-Water

Release Trainer, Device 9F2.

Paint all installed pool side student launch platform hardware that is not FRP, all supporting hardware, and all other corrosive surfaces with a primer and gray epoxy based paint.

Repair all concrete damage resulting from old platform removal.

9. All bolts, nuts, and other mounting hardware shall be stainless steel wherever possible or painted to prevent corrosion.

10. Pre-Delivery Technical Interchange Meeting (TIM) – The contractor shall conduct a meeting to provide technical data that verifies the material suitability requirements of the performance specification PMA 205-18-GT-NASTP-9F2-SPEC-001 System Specification for Platform Upgrade for The Cherry Point Parachute In-Water Release Trainer, Device 9F2. The meeting shall be scheduled through the General Training DAPMSE or the NASTP Lead Engineer (SE).

11. Government Final Inspection – when the platform is finished, the following checks will be done:

Simulated training will be done by ASTC staff with NAWCTSD support to check proper platform positioning and ingress/egress.

Load capability will be tested with 1200lbs of student weight on the roughly 24 sq ft platform.

Physical Configuration Audit (PCA). The contractor shall provide the personnel and equipment necessary to support a PCA at the device site after the installation has been completed. A PCA consists of non-functional examinations to demonstrate that all requirements in this SOW have been satisfied, and that the deliverable documentation accurately reflect the final configuration.
