About this file

This is a Statement of Work (SOW) for the procurement of two SSDG/EDG sea strainers for the USCGC Thetis (WMEC 910). The requirement specifies complete sea strainers, Model/Part Number 72-44F-1SS, 3-inch, 150# ANSI flanged bronze duplex strainers with a maximum rating of 200 PSIG. Each unit must be fitted with Monel material baskets containing 1/32" perforations and equipped exclusively with 316 marine-grade stainless steel hardware; cadmium-plated hardware is strictly prohibited due to rapid corrosion in saltwater environments. The items must be 100% new equipment only with no refurbished, remanufactured, or surplus items accepted. Delivery is required no later than February 1, 2027, on an FOB destination basis to the US Coast Guard Yard in Baltimore, Maryland, with earlier delivery acceptable.

Vendors must submit with their initial proposal a Certificate of Origin/Buy American Act compliance statement from the manufacturer and a detailed technical specification sheet confirming conformance to model specifications and material requirements. Accompanying the physical delivery, contractors must provide Material Test Reports or Certificates of Conformance verifying 316 stainless steel hardware and Monel baskets, as well as factory test reports certifying assembly and pressure testing of the complete strainer package. This is a total small business set-aside under NAICS code 333998 with a small business size standard of 700 employees, processed under FAR Part 12 simplified acquisition procedures as a firm-fixed-price Request for Quote (52000QR260027703).

Statement of Work (SOW)

USCGC Thetis SSDG/EDG Sea Strainers

1. Background and Current Observed Issues

The USCGC THETIS requires renewal of two (2) SSDG/EDG sea strainers to supply cooling water and maintain power generation. Previous procurements of similar strainers yielded poor-quality castings and unauthorized cadmium-plated hardware. Cadmium plating is prohibited on Coast Guard cutters because it corrodes rapidly in saltwater environments, leading to strainer failure and preventing the SSDGs from operating. Proper material specification is critical to prevent recurrence and maintain configuration management.
