About this file
This Statement of Work (SOW) details the inspection and repair requirements for a Nash Engineering model AD-203 Ships Service Air Compressor on the CGC Healy, a United States Coast Guard vessel. The project involves overhauling the compressor, which is currently experiencing a mechanical seal failure causing water to pour from the pump head. The contractor must provide a mechanical seal kit, disassemble and inspect the pump, identify failed components, and reassemble the compressor following specific Coast Guard technical publication guidelines.
Key project specifics include a performance period from June 9-13, 2025, at Base Seattle, with the contractor responsible for providing any specialty tools not available on-site. The compressor specifications include a 200 cubic feet per minute capacity, 125 PSIG working pressure, and a 100 HP Reliance Electric motor. Security requirements mandate that all personnel have Real ID Driver Licenses, and foreign nationals are prohibited from accessing the facility. The contractor must submit past performance history, complete a comprehensive operational data sheet, and conduct performance testing, including charging air receivers and recording elapsed time. The contracting point of contact is LTJG Igor Guerrero, and the solicitation number is 70Z08525Q0019444.

3.1.2 Tech Rep. Technician must be familiar with the following compressor model AD-203.
3.1.3 Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness.
3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).
3.2 Preliminaries. The Contractor shall de-energize the compressor to be overhauled, isolate from the remainder of the Ship Service Air and fresh water systems, and tag out in accordance with SFLC Std Spec 0000.
3.3 Compressor Overhaul.
3.3.1 Reassemble the air compressor in strict compliance with the procedures outlined in chapter 6 of Coast Guard Tech Pub 5204.
NOTE:
When re-assembling compressor components take care that all flat faced joints and synthetic rubber O-rings are properly installed. In any operation involving O-rings, it is important to exercise care to prevent damage to O-rings. If O-rings are damaged, they must be replaced. It is important when replacing cylinder joints that the correct thickness is used to maintain the correct clearance at the top of the pistons.
3.4 Operational Test of Overhauled Compressor
3.4.7 Performance Test. With the ship service air receivers empty, line up the overhauled compressor to the receivers. Charge the receivers to 125 PSIG, record the elapsed time from compressor start to stop, submit via a CFR.
3.4.8 Submit the completed “Compressor/Motor Operational Data Sheet” in Appendix 1 via CFR.
4. NOTES
4.1 MPC Accomplishment. Completion of the work item constitutes completion of MPC A-C-7236; cutter shall record as such in FLS-MAM.
4.2 Past Performances. Contractor must submit a history of past performances of working on similar projects to the contracting officer and LTJG Igor Guerrero.
4.3 Security Requirements. In order to gain access to base Seattle, contractors or subcontractors need Real ID Driver Licenses. Contractor must submit a list of personnel needing access to United States Base Seattle. Contractor must include the following information to the KO and Assistant Engineer Officer at christopher.j.maytum@uscg.mil:
1. First and Last Names
2. Date of Birth
Individuals determined to meet the criteria to be considered a foreign national will not be allowed access to U.S. Coast Guard owned facilities, units, cutters.
