About this file

This is a Statement of Work (SOW) for the procurement of replacement sea duplex strainers for the USCGC Campbell (WMEC 909). The United States Coast Guard Surface Forces Logistics Center seeks two (2) new, 3-inch, 150-pound flanged bronze duplex strainers (Model/Part No. 72-44F-1SS) as a replacement for Kraissl brand equipment or equivalent products. The strainers must feature Monel baskets with precisely 1/32-inch perforations and all hardware—including bolts, nuts, washers, and fasteners—constructed from 316 Marine-Grade Stainless Steel, with cadmium-plated hardware strictly prohibited. The units must be engineered and manufactured specifically for saltwater shipboard installation and delivered in 100 percent new condition; refurbished, remanufactured, or surplus items are not acceptable.

This solicitation (RFQ 52000QR260027178) is issued under FAR Part 12 for commercial products and is designated as a total small business set-aside, allowing all responsible small business sources to submit quotations. The procurement follows simplified acquisition procedures under FAR 13, with award on a firm-fixed price basis. The applicable NAICS code is 333998, with a small business size standard of 700 employees. The Department of Homeland Security US Coast Guard is the procuring agency. Additional details regarding response deadlines, specific pricing requirements, and delivery schedules should be referenced in the complete solicitation documentation.

Statement of Work (SOW)

USCGC Campbell SSDG/EDG Sea Strainers

1. Background and Current Observed Issues

The USCGC CAMPBELL requires renewal of two (2) SSDG/EDG sea strainers to supply cooling water and maintain power generation. Previous procurements of similar strainers yielded poor-quality castings and unauthorized cadmium-plated hardware. Cadmium plating is prohibited on Coast Guard cutters because it corrodes rapidly in saltwater environments, leading to strainer failure and preventing the SSDGs from operating. Proper material specification is critical to prevent recurrence and maintain configuration management.

3. Objectives

The objective of this SOW is to procure the required sea strainers with strict adherence to material specifications to restore and ensure the reliable operation of the cutter’s SSDGs, maintain vessel safety, and preserve operational readiness.

4.2 Proposal Submission Requirements (Upfront Proof)

To be considered for award, vendors are requested to submit the following documentation with their initial proposal/quote to demonstrate technical compliance and product origin:

· Certificate of Origin / Buy American Act (BAA) Compliance Statement: A formal, signed statement from the manufacturer certifying that the offered strainers are manufactured in the United States and comply with the Buy American Act.

· Technical Specification Sheet: Detailed manufacturer product specifications confirming the unit matches Model 72-44F-1SS (3"), utilizes 316 Stainless Steel hardware, and contains Monel baskets with 1/32" perforations.

Government Right to Request / Clarify Documentation:

To ensure full competition and prevent administrative rejections under simplified acquisition procedures (FAR 13.106-2), the Government reserves the right to request any missing, incomplete, or unclear documentation listed in this section during evaluations.

If an offeror does not submit these documents with their initial quotation, the Contracting Officer may request them prior to award. Offerors must provide the requested documentation within the timeframe established by the Contracting Officer (typically within 24 hours of request). Failure to provide sufficient, verifiable proof of material compliance or domestic origin upon Government request will result in the quotation being determined technically unacceptable.

4.3 Quality Assurance & Delivery Documentation:

The following physical documentation must be included in the packaging and delivered alongside the physical items:

· Material Test Reports (MTRs) / Certificate of Conformance (CoC): Official mill certs or manufacturer certifications verifying that the hardware is marine-grade 316 Stainless Steel and the baskets are Monel.

· Factory Test Reports: Certified documentation confirming the complete strainer package was factory assembled and pressure tested.
