Statement of Work
Rebalance HVAC System Project # 629-20-106
1. BACKGROUND:
The current VA facility was constructed and activated in phases. Approximately 20% of the Campus building systems were commissioned. 100% of Heating, Ventilating and Air Conditioning (HVAC) systems had Testing, Adjusting and Balancing (TAB) work done. Johnson Controls provided and installed the Building Automation Systems (BAS). The HVAC equipment has operated in areas that has taken years to be fully occupied. This has resulted in inefficient operations, finding non-functioning equipment and having frequent maintenance calls.
Through the addition of VA personnel and facilities staff, the entire HVAC system have been identified as requiring verification for conformance to the original construction documents and modifications to the building automation system. This contract is to address the entire Campus buildings Direct Digital Controls (DDC) & Testing, Adjusting and Balancing.
2. PLACE OF PERFORMANCE:
The place of performance is located at Southeast Louisiana Veterans Health Care System, 2400 Canal Street, New Orleans, LA. 70119.
3. PERIOD OF PERFORMANCE AND COORDINATION:
a) Work can be performed during normal business hours when it does not interfere with building operations. When work will interfere with building operations it shall be performed after normal business hours or weekends. Normal business hours are between the hours of 7:30 a.m. to 4:00 p.m., Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closing. The amount of after-hours or weekend work required is estimated to be 33% of the period of performance. The Contractor may for their convenience request authorization in advance from the COR to work outside of regular working hours of regular work days.
Authorization shall be at the discretion of the COR. TAB and related work on Air Handling Units shall be planned for weekends or after hours when a planned unit shut down can be arranged.
Work in Mechanical Rooms or Service Bays may occur during regular work hours if units can remain running/operating and uninterrupted.
b) The Contractor shall complete all work required under this Statement of Work (SOW) within 365 calendar days of issuance of the Notice-To-Proceed. Work on site shall begin no more than ten
(10) calendar days after notice of award.
c) Work shall not be considered complete until accepted by the CO.
d) No parking is guaranteed on site.
e) This contract type shall be a firm-fixed price.
4. GENERAL:
a) The contractor or vendor shall provide all labor, materials, tools, equipment and supervision necessary to complete the work outlined in this Statement of Work (SOW). This shall include hiring and providing all required sub-contractors with experience in the principal trades and expertise described.
b) In order to minimize delays during the actual day of TAB work of the Air Handling Units and Dedicated Outside Air System (DOAS) Units, the project work shall be performed in Phases. Phase 1 of the scope shall be the duct traverse to read air volumes, calibration, verification and relocation of all air measuring stations located in Mechanical Rooms and Service Bays. This shall be coordinated with verification of adjacent motorized control damper operation and perform repairs needed if deficient. Phase 2 of the scope shall be the TAB of Variable Air Volume (VAV) terminal box and ducted ceiling return air and exhaust air grilles work in the building spaces. The possibility exists that some of the Phase 1 and Phase 2 work can be performed simultaneously; however, this all depends on the schedules and availability of VA staff to escort in both locations. As such, and since the availability of additional VA staff to escort during that time frame is currently unknown, the possibility of working in both Phase 1 and Phase 2 work areas simultaneously should not be counted (or depended) upon in any way. The Phase1 and Phase 2 work shall be completed and accepted as correct (not to be confused with Final Project Acceptance) before Phase 3 work can begin. Phase 3 of the scope shall be the Testing, Adjusting and Balancing and DDC work on the Air Handling Units and DOAS Units.
c) If during the Phase 3 work, a problem should arise affecting its completion, related to the previous work performed, the contractor shall identify and correct the problem.
d) The construction shall be in accordance with and meet the following general requirements:
i. Follow all applicable VA Design Guides and Manuals.
ii. The contractor is highly recommended to visit the site to review the existing and proposed work prior to submitting any proposals to construct the project. Verify all existing dimensions, materials and equipment.
iii. Refer to existing drawings provided for equipment locations, quantities and design values.
iv. Work shall be in accordance with the Specifications.
v. The work shall include, but not limited to TAB, electrical modifications, Temperature Control modifications and Air Measuring Station transmitter box relocations where required.
vi. Any proposals must include all work to provide a complete and finished product. When work is completed with this project, it is expected the Government will be able to take full benefit of the finished product without additional work required.
vii. The contractor is responsible to provide equipment for access to the working elevations above floor in the building. This shall include ladders (12’ high maximum) and movable scaffolding. Field verify exact heights required for accessibility to equipment. Any plan involving the erection of scaffolding, etc. shall be clearly outlined in a site-specific safety plan for VA approval prior to implementation.
viii. Provide a warranty for one year of all work effective after all work has been accepted by the
VA. If after reviewing the final reports from the TAB firm, the VA discover inconsistences with the actual conditions, the contractor shall return to the site to discuss and resolve the issues.
ix. The contractor proposal shall break out from the total costs of the project the costs of the sub-contractors used below. This shall include the separate item scope of work costs for Air
Measuring Stations, VAV Terminal boxes, Grilles, Air Handling Systems and DDC.
5. AIR MEASURING STATIONS SCOPE (PHASE 1):
a) The contractor performing this work shall have no fewer than three (3) years of experience with
EBTRON thermal dispersion type technology air measuring stations. This shall include training to adjust and obtain available data at the transmitter such as readable displays, status alarms and duct areas. Consult with manufacturer representative if required.
b) Verify, calibrate and adjust all duct air measuring stations. Verify both with a duct traverse and at the VA BAS control room. Verify AMS temperature sensor reading is the same as BAS and field measurements. Record in report the temperature reading of each sensing node on each probe.
Verify AMS label on transmitter is identified as the same equipment as intended for the original installation. Make corrections to the transmitter to input actual duct area installed in field.
Correct display to read cubic feet per minute (CFM) and temperature degrees F. Refer to existing Campus AMS inventory spreadsheet of estimated quantities and requirements.
c) Where not accessible, relocate air measuring station (AMS) remote transmitter to the nearest unobstructed adjacent wall in Service Bays. Where possible in Mechanical Rooms, relocate and mount on the Air Handling Unit. The transmitter shall be mounted at a five-foot elevation above floor to centerline. Provide new extension cables of equal length and quantity of the existing probes, compatible for the AMS model. New extension cables shall be twenty feet each, unless noted otherwise, EBTRON part number 122-0820EF, Product Engineering. Documented reports shall include the following; Service, Mark/Designation, Location, Duct size, Temperature at each sensor, Air volume, Remarks.
d) Provide a label to identify each air measuring station. This shall be equal to Brimar Engraved
Nameplates, plastic, black with white lettering, 2.5” x 0.75”, adhesive backing (EXHAUST AHU-
1A).
e) The contractor shall provide qualified Mechanical and Electrical personnel to relocate the transmitter and extend any electrical power wiring/cable to the final locations. This shall include any pulling of new control wiring required. Staff shall be licensed contractors and shall have no fewer than five (5) years of experience in the completion of similar work in a healthcare setting.
f) The contractor shall plug all holes that have been made in the ducts for taking test reading or where AMS have been removed, in order to prevent air leakage. Materials used to plug holes shall be provided as a material submittal prior to use. Disruption of duct, pipe or equipment shall also be appropriately repaired by the contractor.
g) Reinsulate all damaged ductwork for affected areas with thickness and type to match existing in same area.
h) Verify open/closing sequence of operation of each modulating control damper located in ductwork adjacent to each Air Measuring Station. Repair where dampers are deficient in opening and closing. If a damper should be discovered to not be repairable and need replacement, alert the COR. Provide a report outlining the deficiencies of the damper warranting replacement in lieu of repair.
i) Coordinate work with VA personnel for testing of controls to verify readings of air volumes and damper position at BAS.
j) Provide a preliminary copy of field notes and documentation of performed completed work. This data shall be separated per each building section. Copies of field notes and documentation shall be submitted per building section for review within five (5) calendar days of substantial completion of each building section.
a. Field notes, while they may be handwritten, must be clearly legible. The writer for the field notes shall be identified on the top of each page (first and last name, company name, position, date).
b. Each report shall be identified by building section. Building section designation shall be as follows:
i. Concourse Building: CON-A
1. 1st floor of this building section is excluded from the scope of this project related to ceiling grille balance work.
ii. Inpatient Building: INP – B; INP – C
iii. Diagnostic and Treatment: DT – D; DT- E; DT – F; DT – G
iv. Outpatient Building: OP-J; OP-H
v. Employee Garage: EG-K
vi. Patient Garage: PG – L
vii. Transitional Living: TL-M
1. Shotgun houses (buildings R1, R2, R3, R4) are excluded from the scope of this project

k) Final reports shall be submitted no more than fifteen (15) calendar days after completion and approval of final field note report. The final report shall be inclusive of all building sections.
6. VAV TERMINAL BOX AND CEILING GRILLES SCOPE (PHASE 2):
a) The contractor shall conduct TAB procedures in this statement of work to ensure plans and specifications provided from the facility are met to the quantities noted. In some cases, air volumes have been recently adjusted to meet current needs. Where the VA has new documentation, these values shall be used.
b) TAB scope shall include but is not limited to: verifying that automatic controls devices are functioning properly such as reheat water control valves, space temperature sensors, adjusting and balancing air/water flows at source equipment to indicated quantities per specified tolerances, adjusting VAV terminal boxes and reading, adjusting ducted ceiling return/exhaust air grilles only to air quantities specified. Refer to existing inventory spreadsheet of estimated equipment quantities.
c) This work needs to be coordinated with the supervisor of the spaces where work is planned to be performed. Occupied areas may have limited for access during certain hours.
d) Coordinate work with VA BAS operators for testing of controls to verify readings and operation of
VAV terminal boxes and reheat heating water valve.
e) Provide a preliminary copy of field notes and documentation of performed completed work. This data shall be separated per each building section. Copies of field notes and documentation shall be submitted per building section for review within five (5) calendar days of substantial completion of each building section.
a. Field notes, while they may be handwritten, must be clearly legible. The writer for the field notes shall be identified on the top of each page (first and last name, company name, position, date).
b. Each report shall be identified by building section. Building section designation shall be as follows:

7. TESTING, ADJUSTING AND BALANCING FOR HVAC SCOPE (PHASE 3):
a) The contractor shall perform testing, adjusting and balancing in accordance with standards outlined in ASHRAE 111 – Practice for Measurement, Testing Adjusting and Balancing of the
AHU system. The contractor shall conduct TAB procedures in this statement of work to ensure
AHU’s and DOAS design specifications for the facility are met and meet manufacturer’s specification for optimum performance.
b) TAB scope shall include but is not limited to: verifying that automatic controls devices are functioning properly per sequences, measuring the electrical motor loads of fans, adjusting maximum VFD fan setpoints for supply air, return air, dedicated outside air system (DOAS) supply and exhaust. Refer to existing inventory spreadsheet of estimated equipment quantities.
c) Verify, calibrate and adjust duct air measuring station air volumes where required.
d) Provide a preliminary copy of field notes and documentation of performed completed work. This data shall be separated per each building section. Copies of field notes and documentation shall be submitted per building section for review within five (5) calendar days of substantial completion of each building section.

8. DIRECT DIGITAL CONTROL FOR HVAC SCOPE (PHASE 3):
a) Provide updated sequence of operation for the Air Handling Units and DOAS Units per
Specifications, VA comments and field adjustments during TAB activities.
b) This shall include but is not limited to supply air and return air fan sequences, DOAS supply air and exhaust air fan sequences, floor pressurization control damper sequences, air temperature setpoints, duct pressure setpoints and alarm setpoints.
c) Coordinate with the VA to agree to any deviations to the sequence of operation.
d) The existing temperature controls system (BAS) is Johnson Controls.
