About this file
This document outlines a scope of work for a federal contract solicitation. The solicitation is seeking a contractor to order a 4.9 milligram Californium-252 radioactive isotope source from Oak Ridge National Laboratory, receive the raw material and encapsulate it in a Type A container, ship the finished source to the National Institute of Standards and Technology, and return the shipping container. Key milestones include placing the order with ORNL by August 1, 2022, delivery of the raw material to the contractor in fiscal year 2023, shipment of the finished source to NIST in fiscal year 2023, and return of the shipping container following acceptance. The solicitation was issued by the Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood.

Text version
Background White Sands Test Center (WSTC) is seeking to acquire a 4.9 milligram (mg) Cf-252 neutron calibration source. The desired source must have a neutron emission rate of at least 1.0E10 neutrons/second to replace the current calibration source at the National Institute of Standards and Technology (NIST). NIST's current Cf-252 spontaneous fission source, at around 1.2E7 neutrons/second and used for WSTC sulfur pellet activation calibration, will continue to decay to a level that it does not emit enough neutrons per second to provide a relevant calibration for WSTC.
Scope of Work The Scope of Work involves the order of a 4.9 mg Cf-252 source from Oak Ridge National Laboratory (ORNL), source acquisition from ORNL, source encapsulation by contractor, source delivery to the NIST, and finally return of the transportation container back to contractor.
Work Requirements Upon contract acceptance, the contractor is responsible for placing an order for a 4.9 mg Cf-252 source from ORNL prior to the 1 August 2022 ORNL deadline for source request.
Once placed on order, the contractor shall monitor and update WSTC with the status of the Cf-252 order from ORNL. ORNL will make the 4.9 mg Cf-252 source sometime in Fiscal Year 2023, with quarterly deliverables to its customers.
Once the Cf-252 source is made by ORNL, the contactor shall be responsible for the shipment of the raw material to contractor facility.
The contractor shall receive the raw Cf-252 material and encapsulate the source in their Type A source container.
Upon completion of the Cf-252 encapsulation, the contractor shall ship the finished source to NIST using a Type A shipping container. Shipment will be made to the following NIST address:
Attn: Radiation Safety Division
NIST
Building 245, Room H113 100 Bureau Drive Gaithersburg, MD 20899
Following acceptance of the Cf-252 source from NIST, the contractor shall be responsible for the return of their Model 50100 Type A shipping container.
Milestones Contract in place between WSTC and Contractor: 1 July 2022 Order placed between contractor and ORNL: 1 August 2022 Order delivered to contractor: FY 2023 Order delivered to NIST: FY 2023
