About this file

This is a Statement of Work (SOW) for the procurement of a Pulsed Field Ablation (PFA) system for non-clinical research use by the U.S. Food and Drug Administration (FDA). The FDA seeks one complete, off-the-shelf PFA system that is FDA-approved or cleared for clinical use in the United States for treating atrial fibrillation or other cardiac arrhythmias. The system must include a PFA generator, five compatible clinical PFA catheters, all required accessories, cables, connectors, software, licenses, product documentation, training, warranty coverage, and technical support. The PFA generator must produce a bipolar, biphasic pulsed electric field waveform suitable for cardiac ablation research, be compatible with standard 115-120 volt, 60 hertz single-phase building power, and either be cart-mounted or tabletop in form factor. The contractor must deliver to 10903 New Hampshire Avenue, Silver Spring, Maryland 20993 within 60 days after receipt of order on an FOB Destination basis, with all packing, shipping, transportation, insurance, and delivery costs included.

The contractor is responsible for on-site installation, including unpacking, assembly, connection, configuration, and manufacturer-standard startup and operational verification before acceptance. The contractor must provide a minimum of one instructor-led training session (in person or virtually) within fifteen business days after government acceptance for three to four end-users, covering system components, setup, startup and shutdown, catheter connection, standard operation, safety precautions, routine troubleshooting, cleaning, storage, and technical support procedures. The manufacturer's standard commercial warranty must cover all durable components for a minimum of twelve months from the date of government acceptance, including troubleshooting and repair or replacement of defective components. Technical support by telephone and email must be provided during the warranty period, with response times, escalation procedures, and on-site support availability identified in the quotation. The contractor must provide complete electronic documentation at delivery including Instructions for Use, operator manuals, setup instructions, safety information, packing lists, component inventories, FDA authorization documentation, warranty documentation, technical-support contact information, software and licensing documentation, and preventive maintenance instructions. Expired catheters may be accepted solely for non-clinical research use if they are unused, unopened, in intact original packaging, and free from recall. The contractor must identify any external equipment, third-party hardware, software, subscriptions, licenses, disposables, or facility requirements necessary for operation but not included in the quoted price, as well as provide peer-reviewed literature, clinical data, or manufacturer test data addressing hemolysis associated with the proposed system. Government points of contact include Contracting Officer Iris Johnson at (301) 796-3353 and Iris.Johnson1@FDA.hhs.gov, with the Contracting Officer's Representative to be identified at time of award.
