May 10, 2023 National Academy of Medicine’s (NAM)/National Academy of Sciences (NAS) NAM’s Action Collaborative on Clinician Well-Being and Resilience
Statement of Work
Background/Purpose
The purpose of this purchase order is to support the work of the National Academy of Medicine’s (NAM) Action Collaborative on Clinician Well-Being and Resilience (Action Collaborative) and acquire the information, products and publications from that work.
The Action Collaborative was launched by NAM to work to reverse clinician burnout and promote clinician well-being. Clinician burnout (across all specialties and care settings) is a serious issue with more than 50% of U.S. physicians reporting significant symptoms. Contributing to burnout may be policy factors such as: the requirements for the changing delivery and payment systems, and public reporting of quality measures data as well as patient population factors.1 (e.g. high rates of sicker patients over longer time periods). Burnout does not only affect the day-to-day care of patients in clinical practice, (errors, serious safety events, poor quality of care); but, rather, affects the entire health care system. (e.g. access to care, health care workforce). The increasing prevalence of burnout (syndrome) among health care personnel has garnered attention as a potential threat to health care quality and patient safety.
To reverse clinician burnout and promote clinician well-being, the Action Collaborative work is to identify evidence-based strategies to improve clinician well-being at both the individual and systems level. Products of this work include: an online knowledge hub, discussion papers, a conceptual model and a National Plan for Health Workforce Well-Being. The upcoming work includes a focus on implementing the plan across the nation.
CMS requires this work and the resulting information, products and publications, (as scientifically-informed independent analyses and objective science policy information) to address the national issues of clinician burnout and clinician well-being. The work is critical to CMS, for the nation’s healthcare safety and quality, within the current and changing/emerging areas of health care policy and delivery.
