SPECIFICATIONS
FOR
Install Telephone Entry System and Proximity Card Readers
AT

PART 1 GENERAL
1.01 BACKGROUND INFORMATION: The existing proximity card reader has intermittent failures. Parts are becoming obsolete, so the system must be upgraded.
1.02 SCOPE OF WORK: Provide all labor, materials, and equipment necessary to install a new laptop computer controlled telephone entry system with a proximity card reader.
A. BASE BID: The contractor shall renew the existing telephone entry system (TES), the entry gate carder reader, the exit gate card reader, and all associated wiring.
B. The contractor shall demolish the existing TES, two card readers, and existing wiring.
C. The contractor shall install new laptop controlled TES, one proximity card reader at the security gate entrance, one proximity card reader at the proximity gate exit, and associated wiring and cabling.
D. The contractor shall provide 800 proximity cards.
E. The contractor shall test the new system, train Coast Guard personnel on its use, and then place the unit into service.
1.03 LOCATION: Project site is located USCG Sector San Diego, San Diego, CA 92101, Guard Shack.
1.04 SITE INVESTIGATION: Investigate the site per FAR 52.236-3 to ascertain the general and local conditions which can affect the work or its cost. Contact Chief Nayo Gallegos, at (619) 278-7011 to arrange site visit.
1.05 CONTRACTING OFFICER’S REPRESENTATIVE (COR): The COR will ensure that the Government’s technical objectives are met. To this end, the COR will provide necessary information, direction, coordination, etcetera, within the contractual work description. The COR is not authorized to change any of the terms and conditions of this contract, nor authorize any additional work beyond the scope of work originally contracted, Changes in the scope of work will be made by the Contracting Officer (KO), only by properly written modifications to the contract.

1.06 CONTRACTOR SECURITY REQUIREMENTS: The Contractor shall provide a list of all on-site personnel, including sub-contractors (including second and third-tier subcontractors) and suppliers, to the Contracting Officer. The contractor shall update this list when changes occur. Contractor personnel not listed may be denied access to the Coast Guard facility. Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the Coast Guard facility. Contractor personnel shall have photo identification at all times while working on Coast Guard facilities.
1.07 CONTINUITY OF FACILITIES OPERATION: Schedule work to minimize interference with the facilities normal operations. Notify the Contracting Officer and the site contact five business days in advance of any shutdowns. Perform all on-site work between the hours of 7:00 AM and 3:00 PM, Monday through Friday (Federal Holidays excluded), unless otherwise approved by the Contracting Officer and the Unit Commanding Officer.
1.08 NOTIFICATION OF START AND COMPLETION OF WORK: The Contractor shall notify the Contracting Officer in writing five (5) business days in advance of the date he intends to commence work, and five (5) business days prior to the date that work will be ready for final inspection.
