Camera System Replacement

Background:

This project is for the National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) Southern Region, Weather Forecast Office (WFO) locations in Shreveport, LA, New Braunfels, TX, Corpus Christi, TX, and Brownsville, TX. The current camera systems at these locations are out of compliance with section 889 of the National Defense Authorization Act (NDAA) and the Secure Equipment Act (SEA) by utilizing unauthorized Chinese manufactured cameras.

Objective:

The contractor shall be responsible for the replacement of camera systems, excluding CAT 5 or CAT 6 wiring. The government will retain and/or replace all head-end equipment, which includes the server, network switch, and Blue Iris software. The contractor shall install new camera mounts, cameras, Power over Ethernet (POE) devices, and Wi-Fi antennas as required by the specific location. All cameras shall be compatible with Blue Iris software and comply with TAA (Trade Agreements Act) requirements. The contractor shall have expertise in Blue Iris software and shall ensure the successful integration of all equipment, ensuring that the entire system is fully operational and meets the required performance standards.

Scope:

The NWS expects a “turnkey” solution for this project. The contractor shall furnish all necessary labor, materials/supplies, equipment, services, camera software, and supervision necessary to accomplish all tasks necessary for the completion of the work set forth in this Statement of Work (SOW). NWS will supply a Windows 11 computer with Blue Iris software installed, a monitor, keyboard, network connections, and mouse.

Description of Work:

The Contractor Shall:

1. Provide all personnel, materials, tools, labor, transportation necessary to complete the work, and training identified in this Statement of Work (SOW).

2. Provide a performance schedule for the tasks listed in this SOW with their quote that describes the phases of work, to include estimated dates of performance.

3. Personnel. Contractor shall provide a list of personnel to the Technical Point of Contact (TPOC) no later than 10 days prior to the date specified in the Contractor’s performance schedule. No technician shall be allowed on-site if they are not listed on this written notice. Any site-specific requirements will be provided to the contractor, and coordinated upon award of the purchase order.

4. Provide subject matter expert(s) and engineering support in the procurement, installation, program, integration, and testing of new outdoor and indoor security cameras.

5. Submit cut-sheets for all equipment and materials installed in this project and shall not order or install them until government approves them in writing. Submit all documents to the TPOC listed in this SOW.

a. All camera lens(es) shall be 2MP or greater

b. WFO New Braunfels 5MP (exterior cameras)

c. All cameras shall record in color Day and Night (with / without light)

6. Use TAA compliant cameras that are compatible with Blue Iris software.

7. Coordinate all work with the site’s TPOC to minimize disruptions to NWS Operations.

8. Remove all existing cameras, equipment mounts, POE(s), and WiFi antenna(s) associated with the current camera system.

a. This material shall be turned over to the WFO’s assigned Facilities Engineering Technician (FET) or Electronic staff, if a FET member is unavailable.

9. Patch any holes, from removing existing equipment mounts, that can’t be reused.

Holes shall be properly plugged / sealed.

a. Use patching compound that is specifically made for the structure’s material and closely matches the structure’s color.

b. Fill hole slightly above the surface and texture to mimic the surrounding structure.

10. Install new camera(s):

a. Determine the desired placement (utilizing existing CAT5 or CAT6 wiring).

b. Install mounting hardware.

c. Securely mount and install new camera.

i. Cameras must be TAA compliant and Blue Iris compatible.

d. Configure settings on the camera.

e. Connect camera to head-end equipment.

f. Capture and adjust each camera lens’ image/view through Blue Iris software.

g. Configure the camera’s Blue Iris camera settings (e.g. Sensitivity, Zones, and

Schedule).

i. Steps 10.f and 10.g shall be performed in front of an Electronic Staff member.

ii. All cameras shall be programmed to record on motion.

11. Camera Testing. Testing is required to confirm system functionality:

a. Vehicle Entry Test (Day and Night).

b. Human Entry Test (Day and Night).

c. AC Power Loss.

d. Record / Playback.

e. Digital Zoom Test (All cameras).

12. Correct / re-perform any discrepancies or integration errors found at no additional cost to the government.

13. Provide current certification(s) for installation and programming work.

14. Provide training for two designated NWS staff members. Training requirements shall be defined by the video surveillance system design. All training shall take place on site, at the WFO, after installation and shall be completed before final system acceptance. Training shall include system description and orientation, operation of the complete system, and troubleshooting procedures of likely failures.

15. Responsible for returning the work site to its original condition at completion of the installation, to include replacement of any damaged or destroyed equipment.

Period of Performance:

Provide a fully functional and operational systems 180 days from contract award date.

Project Warranty:

Contactor shall provide a minimum five (5) year written warranty on parts and one (1) year written warranty on workmanship.

STANDARD CLAUSES

A. Compliance.

The Contractor shall comply with all local, state, and Federal environmental, health, and safety regulations while conducting this work. In addition, the Contractor shall ensure that all work is in compliance with the applicable codes and be responsible for all licenses, permits and fees required to complete this project.

B. Disposal.

The Contractor shall properly remove and dispose of all waste material in an environmentally friendly manner.

C. Guidelines.

The project shall follow the guidelines stated in the Statement of Work, site diagrams, blueprint, and any contractor provided quoted documents. All modifications must be submitted and approved by the Contracting Officer (CO).

D. Hours of Operation.

Work shall be performed between 7:00am & 5:00pm Monday thru Friday unless otherwise approved by the TPOC. Contractor agrees to observe all Federal Holidays, and any other day off work designated by Federal Statute, Executive Order, or Presidential Proclamation:

New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving, and Christmas.

E. Facility Access.

A project sign in sheet shall be completed each day for all contractors, contractor employees and sub-contractors on site.

F. Government Contact.

The TPOC will serve as the Government’s point of contact for all submissions.

G. Documents.

The Government does not warrant that any documents provided as attachments to be free from discrepancies, ambiguities, errors, omissions, or changing conditions. It is the responsibility of the Contractor to confirm existing conditions and resolve discrepancies between documents.

H. Project Duration All tasks shall be completed within 180 days of notice to proceed.

I. Serivce Contract Act The Contractor shall comply with the current wages of the Service Contract Act.

J. Key Personnel

1. The contractor shall provide the following Key Personnel positions prior to the start of the project. These positions can be occupied by the same person but must be able to fulfill both position roles. Before Key Personnel changes are made, the CO must be notified in writing prior to the change.

• Project Manager – Shall represent the contractor in regards to purchase order requirements and issues.

• Onsite Manager – Shall be at the location of project whenever work is being performed by contractor or subcontractors. Communication to NWS TPOC shall be through this position.

SAFETY AND EMERGENCY PLAN:

A. The Contractor shall observe and institute all applicable OSHA safety requirements and procedures to prevent accidents and injuries to both Contractor and Government employees including 40 CFR 1926 Subpart M for fall protection requirements.

B. The Contractor shall designate one person as Safety Coordinator for purposes of communication between the Contractor and the National Weather Service TPOC Primary Contact Keith Rose 682-703-3677.

C. Contractor shall provide a Safety Plan and Procedure to protect employees from being injured while on the job site. Submit plan to the Contracting Officer for review and approval.

D. Contractor shall provide an Emergency Plan and Procedure to provide immediate care for an employee injured while on the job site. Submit plan to the TPOC for review and approval.

GOVERNMENT PROVIDED MATERIALS AND/OR SERVICES

A. EXCLUSIONS:

Unless otherwise indicated elsewhere in this SOW, the Government will provide no data, materials, equipment and/or services to the Contractor. Any and all research required to fulfill the SOW described herein, shall be the responsibility of the Contractor. The

Government retains the right to request the Contractor to acquire additional information on behalf of the Government.

B. WARRANTY:

The Government does not warrant that any documents provided as attachments to be free from discrepancies, ambiguities, errors, omissions, or changing conditions. It is the responsibility of the Contractor to confirm existing conditions and resolve discrepancies between documents.
