Statement of Work (Abridged) 2021 Calibration, Validation, and Service Agreement for the National Centers for Animal Health (NCAH) AmegaView Consolidate Monitoring System

GENERAL INFORMATION
1.0 Scope of Work:
The procurement of a custom built Ellab Calibration System for the NCAH Calibration Laboratory Ellab Dato include:
6 Wireless Temperature Sensors 6 Wireless Humidity & Temperature Sensors 2 Wireless Pressure Sensors 6 Wired CO2 0-10% Sensors ISO 17025 Accredited Calibrations Sky Access Point RF Receiver
2.0 Back Ground:
The maintenance and calibration of the NCAH AmegaView monitoring system is critical to the National Animal Dieses Center (NADC) research, the Center for Veterinarian Biologics (CVB) regulatory mission, and the National Veterinary Services Laboratories (NVSL) Diagnostic responsibilities by providing basic and ISO compliant monitoring, emergency notifications, and data recording. The NCAH AmegaView system has +1200 points, providing freezer and refrigerator monitoring across the campus. In addition the system also monitors egg incubators, Cryo Freezers, Walk-in-coolers, Walk-in-incubators, environmental chambers, CO2, O2, bulk gas alarms, 120 VAC Power, 0-30VDC Power and flood/leak detection. Along with 24/7 monitoring NCAH Amega system, records and stores readings and programing actions, offers multiple flexible alarming functions, auditing features, graphing, and statically tools. Amega reduces the stress of audits, as auditors value the speed and ease of data retrieval and analysis.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
· Vendor calibration protocols will follow ISO 17025 Calibration methods, verified by NCAH Cal Lab Staff
· Copies of vendor Technician Training Records
· Vendor Technician must maintain a USDA Security Clearance (Government provided)
· Vendor must provide 24 Hours’ notice to the contract technical representative or NCAH Security of termination of vendor staff holding a USDA NCAH Security Clearance
· Vendor will provide 2 weeks’ notice of non-emergency personnel action taken against vendor staff with access to the NCAH Campus
Progress/Compliance/Quality Assurance:
· NCAH Cal Lab staff monitor vendor technician activities on the NCAH site
· NCAH Cal Lab staff may interact/coordinate with the vendor technicians on daily AmegaView actions
· NCAH Cal Lab Supervisor is the sole NCAH employee to officially communicate vendor staff
· NCAH Cal Lab Supervisor is the sole NCAH employee to officially direct vendor staff
· The Vendor will propose an annual calibration schedule for the NCAH site
· The Vendor will provide monthly updates on the progress of calibrations
· The Vendor will utilize the NCAH AmegaView Maintenance Request Program to plan and record AmegaView maintenance, repair, and programming for AmegaView end user requests
4.0 Government Furnished
· The NCAH Cal Lab will provide calibrated meters
· Computers, workbench, common infrastructure, and storage areas
· Network and Server Support
· Security Clearance
5.0 Deliverables / Schedule
Each year this agreement covers:
· Full calibration and maintenance support of +1200 CVB & NVSL (APHIS) points
· Maintenance Support of +150 NADC (ARS) points
· Annual battery replacement NOTE: Gateway-6 is on Plum Island Ny, is under a another contract.
6.0 Travel:
· Not Applicable
7.0 Contractor’s Key Personnel:
· At least one local, full trained and competent technician
· Apply and hold relevant USDA Security Clearances
· Physically on the NCAH Campus 2 weeks, every month (flexible scheduling as demands dictate)
8.0 Security Requirements:
· Relevant USDA Security Clearances
9.0 Data Rights:
