STATEMENT OF WORK (SOW)

Cadet Sword Belt, Buckle, and Frog Assembly

1.0 BACKGROUND

This Statement of Work (SOW) defines the requirements for the manufacture and delivery of a complete sword belt assembly, which includes the sword belt, a sword frog, a metal buckle with emblem, and a metal buckle keeper. These items are for use by the United States Military Cadets.

2.0 SCOPE OF WORK

The contractor shall provide all necessary labor, materials, equipment, and facilities to manufacture and deliver the sword belt, buckle, and frog components in accordance with the detailed specifications, dimensions, and performance requirements outlined in this SOW. All components must meet or exceed the stated specifications.

3.0 REQUIREMENTS

The contractor shall deliver three distinct components that form the assembly: the Sword Belt, the Sword Frog, and the Buckle/Keeper.

3.1 Sword Belt Specifications

• General: The belt shall be a 1-11/16 inch wide waist belt with a buckle back flap sewn to the belt.

• Sizing: The belt shall be provided in two sizes as detailed below:

Size Total Finished Length Belt Component Sewn-on Flap

Large Approx. 57 inches 54 inches 4 inches

Small Approx. 48 inches 45 inches 4 inches

• Leather Quality: The leather shall be 5.5 to 6.0-ounce, hand-bordered, vegetable-tanned, drum-dyed black cowhide. It must be flexible and free from imperfections affecting serviceability and must show fair fastness to crocking, staining, and perspiration.

• Construction Details:

• Grooves: The belt shall feature two parallel grooves, each approximately 1/32 inch wide, running the entire length of the belt and positioned approximately 1/4 inch from each edge.

• Adjustment Holes: Both belt sizes shall have 15 holes, vertically centered with a horizontal slit, to accommodate the adjustment post.

• Adjustment Post: A brass post shall be permanently and rigidly attached 3/4 inch from the end of the belt. The post ball shall be approximately 5/16 inch in diameter, with an overall height of approximately 1/2 inch.

• Flap & Keeper: A 4-inch flap shall be laid and sewn over the belt end to secure the buckle receiver. The Buckle Keeper shall be attached to the left end of the belt. Stitching shall be of a quality consistent with

United States Military Academy — Cadet Command Page 1 of 2 industry standards and durable enough to withstand heavy, prolonged use.

3.2 Sword Frog Specifications

• Leather: The frog shall be made from semi-rigid, 10 to 12-ounce, high-grade, dyed-black cowhide and must be free from defects.

• Dimensions: Approximate dimensions shall be 5-1/4 inches tall, 2-7/8 inches wide at the widest point, and 2-1/8 inches wide at the top.

• Construction: The frog opening must accommodate a 5.5 cm wide belt and feature a "T"-shaped sword/scabbard slot. Stitching must be of high quality and sufficient to withstand heavy use.

3.3 Buckle & Keeper Assembly Specifications

• Material: The Buckle-Emblem assembly and the Buckle Keeper piece shall be die-struck brass with a uniform, hand-burnished color.

• Finish: A pale, clear synthetic lacquer shall be applied, free of air pockets and dust particles.

• Buckle Emblem: The emblem shall be 6.5 cm in overall length and 5.1 cm in height and contain the Athena Helmet and wreath (2 inches in diameter). The back shall feature a durable, permanently attached clasp designed to hook securely into the keeper.

• Buckle Keeper: The keeper shall be approximately 5 cm tall and 3 cm wide at its widest point, with an inner area sufficient to allow the belt to pass through.

4.0 QUALITY ASSURANCE & PERFORMANCE

• Warranty: The contractor shall warrant both the buckle and the keeper against more than two percent (2%) breakage over a five (5) year time period. The buckle and keeper shall be struck with the month and year of manufacture on the backside for warranty tracking. This warranty explicitly includes breakage of the clasp.

• Evaluation Criteria: All items will be inspected for compliance with the written specifications, including visual and dimensional inspection, fitment tests, load and grip tests, and durability tests. Failure to meet any of these evaluation criteria may result in the rejection of the offer.

5.0 DELIVERABLES

The contractor shall deliver the items as specified in the contract line items (CLINs) of the awarded contract.

6.0 PACKAGING AND MARKING

Packaging and marking shall be in accordance with standard commercial practice to ensure items are protected during shipping and storage.
