Text version

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to the SCBA compressor that is used to service/refill the MSA SCBA H-60 and H-30 breathing air cylinders.

The requirements for a breathing air compressor, or cascade system, are set forth in NFPA 1981 Standard on Open-Circuit Self Contained Breathing Apparatus, NFPA 1989 Standard on Breathing Air Quality for Emergency Service Respiratory Protection, and NFPA 1500 Standard on Fire Department Occupational Safety and Health Program.

The system we utilize is an Eagle Air Baron 3 that is used to fill SCBA cylinders to 4500 psi with grade “E” breathing air. This system requires maintenance intervals throughout the year to ensure that the breathing air used by firefighters in immediately dangerous to life and health (IDLH) situations, such as structural fires and hazardous materials incidents, is adequate and safe to breathe.

SCHEDULES: The Contractor shall coordinate and schedule all quarterly, semi-annual, and prescribed tests to take place between the hours of 0700 – 1630, Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

LICENSURE: This maintenance must be conducted by an authorized and licensed company to ensure that the quality of air is held to a consistent standard.

SPECIFIC TASKS:

The vendor shall conduct all required maintenance and testing of the Eagle Air Baron 3 compressor and storage system and provide all services and parts necessary for routine and emergent maintenance.

-QUARTERLY AIR SAMPLE: The contractor shall ensure that four (4) air samples are taken quarterly, and laboratory tested to conform with NFPA 1989 & CGA G-7.1 for grade “E” breathing air. The contractor shall furnish a Certified Air Quality Test record at the conclusion of a successful test.

-SEMIANNUAL MAINTENACE CHECKS: The contractor shall provide two (2) preventative maintenance service calls over a one (1) year period where all functions and controls shall be checked, and the proper maintenance performed. This shall include a compressor oil and filter changed in accordance with manufacturer’s recommendations (yearly). The contractor shall provide documentation to identify services performed.

-HYDROSTATIC TESTING: Hydrostatic testing of DOT storage cylinders is required every five (5) years, with the next testing being due June 2028. The contractor shall conduct all tasks involved with the hydrostatic testing to include removal of cylinders, transport, testing, and the re-installation back into the Eagle Compressor.

-EMERGENCY MAINTENANCE CALL: The contractor shall be responsible for emergency calls to repair any unexpected breakdowns. The emergency call shall cover the cost of the responding technician, including mileage round-trip and at least one (1) hour on-site time.

Parts needed for repair shall be billed as needed. A technician shall be dispatched to emergency calls for repair of the equipment within 24 hours of notification or the next business day if the call for service is on a weekend or federal holiday.
