1.0 BACKGROUND:
Biometric Operations Department (BOD) requires annual software and hardware warranty maintenance renewal for their IBM Datapower appliances. The software and hardware warranty maintenance support entitles BOD to priority call and case handling, as well as software support which provides major & minor software maintenance, patch releases, and software upgrades. This annual software and hardware maintenance is necessary to support cybersecurity requirements, such as Defense Information System Agency Security Technical Implementation Guides , mandated Risk Management Framework controls, and to meet Department of Defense (DoD) requirements.
This equipment is critical to BOD’s ability to provide 24/7 operational support to the warfighter and interagency partners to biometrically identify potential threats and provide biometric information on Opposing Forces and third country nationals in near-real time in order to effectively impede the adversary’s ability to conceal their identity and intentions. Without the requested equipment, the BOD would not be able to provide the support detailed above and would have a significant direct impact to the warfighter because they would not be able submit to Automated Biometric Identification System and confirm the identity of potential terrorists or persons of interest to DoD.
In accordance with DoD Instruction (DoDI) 8510.01, Risk Management Framework for DoD Information Technology (IT), National Institute of Standards and Technology (NIST) 800-53, Security and Privacy Controls for Federal Information Systems and Organizations, and NIST 800-53A, Guide for Assessing the Security Controls in Federal Information Systems and Organizations, Certification and Accreditation control requirements dictate that all systems must maintain vendor support for all information system components which includes, for example, software patches, firmware updates, replacement parts, and maintenance contracts. Unsupported components provide a substantial opportunity for adversaries to exploit new weaknesses discovered in the currently installed components.
