Boat Painting

1. Background:

Voyageurs National Park is looking to have 3 marine vessels, boat exterior hulls, ranging from 18-23 feet in length prepped, sanded, primed and either painted or gel coated depending on the composition of the hulls. Painted for aluminum hulls and gel coated for fiberglass hulls.

2. Objectives At the completion of the project Voyageurs National Park will have 3 boats that meet the standards for vehicle/vessel appearance and USCG requirements to be properly identified. This will be accomplished by ensuring vessels are prepped for sanding, prime/gel coat and the desired color of paint applied.

3. Place of Performance Park will deliver vessels up to 250 miles from their location to the paint facility. If the paint facility is farther than 250 miles away, the contractor will be responsible for pick-up and delivery back to the park.

If pickup and delivery is to be performed by the contractor, vessels can be picked up and delivered to:

360 HWY 11 East, International Falls, MN 56649

All work will take place at the contractor’s paint and repair facility.

4. Period of Performance

Project to be completed 120 days after contract award.

The time stated for completion shall include final delivery of boats back to Voyageurs National Park.

Work will be performed by the Scope of Work on the contractor’s premises.

5. Scope The contractor shall provide all labor, materials, tools and other equipment necessary to pick up, prep, sand, prime and either paint or gel coat specified vessels and delivery back to the park location, unless pick up and delivery is to be performed by the contracting park.

6. Tasks (Please see the attachment with pictures of each boat)

Boat #1 (B-8) 21ft Monarch

1. Prep and sand bow deck, gun rails, transom and exterior of hull.

2. Apply primer to bow deck, gun rails to keel, to include transom with Black Anti-falling 2-part epoxy primer.

3. Apply 2 part Hi-Solids Polyurethane Gloss Paint (White) on bow deck, gun rails, transom and gunnel to water line

4. Apply 2 part Hi-Solids Polyurethane Gloss Anti-Falling Paint (White) from water line to the keel.

Boat #2 (B-39) 23ft Sea Arc

1. Prep and sand cab, bow deck, gun rails, transom and exterior of hull.

2. Apply primer to cab, bow deck, gun rails to keel, to include transom with Black Anti-falling 2-part epoxy primer.

3. Apply 2 part Hi-Solids Polyurethane Gloss Paint (Grey) on cab, bow deck, gun rails, transom and gunnel to water line

4. Apply 2 part Hi-Solids Polyurethane Gloss Anti-Falling Paint (Black) from water line to the keel.

Boat #3 (B-31) 23ft Monark

1. Prep and sand cab, bow deck, gun rails, transom and exterior of hull.

2. Apply primer to cab, bow deck, gun rails to keel, to include transom with Black Anti-falling 2-part epoxy primer.

3. Apply 2 part Hi-Solids Polyurethane Gloss Paint (Grey) on cab, bow deck, gun rails, transom and gunnel to water line

4. Apply 2 part Hi-Solids Polyurethane Gloss Anti-Falling Paint (Black) from water line to the keel.

7. Specifications

Product Specifications All Paint/Gel Coat Specifications are subject to FAR Clause 52.211.6 Brand Name or Equal.

A. 2 Part Epoxy Primer, Black, with Anti-falling B. 2 part Hi-Solids Polyurethane Gloss Paint with Anti-Falling where required.

Approved Equals:

For all specified materials established in this document, approved equals will be accepted as long as they meet or exceed the items listed. Approved equals will be accepted but the contractor needs to provide all the manufacturers specifications for approval. Additionally, all materials must be compatible with each other and meet the manufactures specifications and be acceptable to the manufacturer issuing the warranty.

The “or equals” will be submitted at time of proposal; supporting data may include:

1. Product specifications.

2. Comparison of the qualities of the proposed item with the specified.

3. Manufacturer’s literature regarding installation, maintenance, availability of replacement materials and warranty information.

4. Manufacturer’s specifications required for installation.

8. Delivery Contractor will pick-up and deliver vessels from/to Voyageurs National Park if the contractor’s facility is outside of the 250-mile radius to the park. In the event that the contractor’s facility is within the 250-mile radius, the contractor will provide an adequate storage area for vessels to be delivered to and picked-up from for delivery back to the park.

9. Warranty Requirements

1. A one-year warranty is required on all contractor and sub-contractor labor, which does not include the individual manufacturer’s part or product implied warranties.

2. All material will be applied in accordance to manufacturer’s instruction.

3. Manufacturer’s product warranty will apply to all other parts, fixtures and products.

10. Project Closeout When project is complete, contractor shall request in writing a final inspection. Upon receipt of this written request, the Contracting Officer Representative will proceed with inspection within 10 days of receipt of request or will advise the contractor of items that prevent the project from being designated as complete.

1. Areas rejected by the Contracting Officer Representative shall be made good at the expense of the contractor.

2. If following final inspection, the work is determined to be not complete; the Contracting Officer Representative will notify contractor in writing. The Contracting Officer Representative will prepare a list of deficiencies to be corrected. The Contractor shall complete the work described on the list of deficiencies within 10 calendar days. After completing work, the contractor shall request a new final inspection.

3. After all deficiencies have been corrected; a Letter of Final Acceptance will be issued.

11. Quality Assurance All work, wiring components, equipment and installation will meet or exceed manufacture’s recommendation and installation requirements. All final work must meet local and state requirements.

Final acceptance Inspection will be done by the COR prior to final payment.

1. Contractor shall assure quality of project work.

2. Contractor shall maintain a qualified crew throughout the duration of the project and ensure quality control.

3. The services to be performed by the contractor shall be inspected by the Contracting Officer or his/her authorized representative, the COR/Inspector. Inspection by COR/Inspector will be made daily or more frequently.

4. Other Applicable Standards: Electrical installation and other pertinent installation services shall comply with the policies and standards of the governing bodies and applicable regulations which include but are not limited to:

a. State and local codes [latest editions]

b. Uniform Building Code [ICBO, latest edition]

c. Occupational Safety and Health Act [OSHA, latest edition]

d. Manufacturers Specifications and recommendations.

12. Government Furnished Property No government property will be furnished for the contractor’s use during the duration of this contract other than the boats being delivered.

13. Security The contractor will ensure the security of government equipment while that equipment is in his possession. All damage to government equipment while in the contractor’s possession during the duration of the contract will be the contractor’s responsibility to repair.

14. Greening Requirement

a. To the greatest extent possible, provide products and materials that have a lesser or reduced effect on the environment considering raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, and/or disposal of the product.

b. Use products meeting or exceeding EPA’s recycled content recommendations for EPA designated products. Use materials with recycled content such that the sum of postconsumer recycled content plus on-half of the pre-consumer content constitutes at least 10% (based on cost) of the total value of the materials in the project.

c. All materials must meet EPA guidelines. Requirements can be found at https://sftool.gov/green-products.

During installation, recycle or salvage at least 50 percent of the non-hazardous materials, excluding soil, where markets or onsite recycling opportunities exist. Provide salvage, reuse and recycling services for waste generated from major renovations, where markets or onsite recycling opportunities exist.
