U.S. Embassy Program Strategic Goals and Objectives

The U.S. Department of State, U.S. Embassies Antananarivo, Dar es Salaam, and Nairobi announce an Open Competition for organizations interested in submitting applications for projects that support strengthening fisheries management capacity and coordination in support of sustainable and equitable blue economy development.

U.S. Embassy Program Background and Description
Illegal, unreported, and unregulated (IUU) fishing activities in the Western Indian Ocean (WIO) are well documented, and this is an issue that clearly frustrates local partners, who lack the capacity to control their sovereignty and benefit economically from oceanic resources. This project will support strengthening fisheries management capacity and coordination in support of sustainable and equitable blue economy development and supplement ongoing and past programs by providing hands-on technical assistance to monitor and deter IUU fishing and strengthen the establishment of the formal fishing industry in Comoros, Kenya, Madagascar, and Tanzania.

The project builds from and complements substantial ongoing efforts by U.S. government, the United Nations, and other partners to harness and share information about IUU fishing with partner countries. The project would hire and harness substantial subject matter expertise and place experts directly working with host government agencies in dealing with maritime domain awareness and/or fisheries development, working closely with embassies Antananarivo (covering Comoros as well), Dar es Salaam, and Nairobi. These technical experts would provide dynamic information; liaise between fisheries, economic, and law enforcement agencies to advise on possibilities for interventions and investigations focused on IUU fishing; and advise on areas including: attracting investment for formal fishing industry, media campaigns, civil society training, the commercial acquisition of equipment and vessels through government or private stakeholders, and building a sustainable value-add fishing industry.

The desired outcome will be partner countries better equipped to intervene and hinder PRC IUU deep sea fishing and foster direct U.S. engagement that would facilitate increased awareness about coastal and port activities along the WIO.
