Statement of Work

SECTION A – SCHEDULE OF ITEMS

PERFORMANCE TIME: November 1, 2024– March 31, 2025. The area must have at least 1 inch of continual snow cover.

ESTIMATED START WORK DATE: November 2024

PERFORMANCE PERIOD: All work must be completed within the period of performance.

SECTION B - SPECIFICATIONS APPLICABLE TO SEEDING EQUIPMENT

B.1.1 DESCRIPTION OF WORK - The Contractor shall seed 1516 acres at ~8.0 pounds per acre. No ground disturbance will be allowed. Project area is flat and rolling, and is predominately sage and grass with some class I and class II pinyon and Juniper stands. BLM will provide the seed in 50 lb. bags.

B.1.2 LOCATION OF PROJECT UNIT – The project area is located approximately 15 miles Southwest of

Craig, CO. Lat/long of the site is 40.365903°x-107.774053°Maps showing the specific project areas are attached at the end of this document.

B.1.3 SUMMARY OF PROJECT UNITS TO BE TREATED –

B.1.4 SECURITY OF EQUIPMENT – The Contractor may leave their equipment at the work site however the

Contractor shall be responsible for the equipment if it should be lost, stolen, vandalized or damaged.

B.2.1 CONTRACTOR FURNISHED ITEMS - The Contractor shall provide all labor, transportation, fuel, tools and equipment necessary to perform the requirements of this contract.

B.2.2 SEED APPLICATION EQUIPMENT - The Contractor shall evenly distribute the designated seed at the rates specified. Application equipment shall be equipped for carrying seed with distribution mechanism including release, shutoff, and spreading device which can be calibrated for spreading seed at the prescribed rate in an acceptable manner and uniform pattern. Seed application equipment shall include lids/covers which fasten securely to prevent seed from blowing out.

B2.2a COVERED UAS – Covered Uncrewed Aerial Systems (UAS) will not be operated on Department of

Interior managed lands.

The term “covered UAS” as defined in Executive Order 13981, and adopted for official use by the Department of Interior, means any UAS that:

i. is manufactured, in whole or in part, by an entity domiciled in an adversary country.

ii. uses critical electronic components installed in flight controllers, ground control system processors, radios, digital transmission devices, cameras, or gimbals manufactured, in whole or in part, in an adversary country (as defined by the Department of Commerce and referenced in OPM-11.)

iii. uses operating software (including a cell phone or tablet applications, but not a cell phone or tablet operating systems) developed, in whole or in part, by an entity domiciled in an adversary country.

iv. uses network connectivity or data storage located outside the United States, or administered by any entity domiciled in an adversary country; or

v. contains hardware and software components used for transmitting photographs, videos, location information, flight paths, or any other data collected by the UAS manufactured by an entity domiciled in an adversary country.

vi. The term “critical electronic component” means any electronic device that stores, manipulates, or transfers digital data. The term critical electronic component does not include, for example, passive electronics such as resistors, and non-data transmitting motors, batteries, and wiring.

B.2.3 GLOBAL POSITIONING SYSTEM - Application equipment furnished by the Contractor shall be capable of electronically mapping application routes to ensure seed is applied evenly and completely and at the specified rates. Within three days of project completion, shapefiles/maps of application routes shall be submitted to the COR (Contracting Officers Representative).

B.2.4 GOVERNMENT-FURNISHED PROPERTY – BLM will provide GPS compatible files that depict the seeding boundaries and work location maps of the project area. BLM will provide the pre-mixed seed in 50 lb. bags

SECTION C - SPECIFICATIONS APPLICABLE TO SEEDING

C.1.1 DISTRIBUTION OF SEED - All seed (government furnished) will be available for pick up from the

Little Snake Field Office at 455 Emerson St., Craig, CO.

C.1.2 APPLICATION – Apply mixed seed at a uniform rate per horizontal acre, minimizing overspray outside of treatment boundaries. Seed strips shall be distributed in such a manner as to provide uniform seed distribution. Such distribution shall not vary more than 10 percent above or below the specified pounds per acre. Seed application mapping data/mapping from the application equipment shall be provided to the Government following application. Seed application rate per acre is specified below.

C.1.3 GOVERNMENT FURNISHED GPS COORDINATES – GPS compatible files that depict project boundaries will be provided. Boundaries will not be marked on the ground.

C.1.4 NOTIFICATION REQUIREMENTS – Notify the BLM representative at least 24 hours prior to commencing seeding operations.

C.1.5 Immediately notify the COR of any application equipment incident.

SECTION D - INSPECTION, ACCEPTANCE, MEASUREMENT, PAYMENT

D.1.1 INSPECTION

D.1.2 The COR or PI will spot inspect seeded areas for sufficient seed coverage.

D.1.3 Where skips or insufficient application are documented during “on the ground inspections” by the COR, retreatment will be required at no extra cost to the Government or a deduction in payment will be calculated.

D.2.0 ACCEPTANCE

D.2.1 Acceptance will be based upon the satisfactory completion of the requirements in Section C.1.2

APPLICATION. The acceptable quality level is 95%. Meaning 95% of the designated seeded area must meet the requirements in C.1.2. If the acceptable quality level is found to be below 95%, per acre deduction will be made for any acres not meeting the specifications.

D.3.0 MEASUREMENT

D.3.1 The determination of the acreage of completed work will be made from contactor provided data and converted by BLM in a shapefile. Area measurements required under this Contract will be measured on a horizontal plane.

D.3.2 Remeasurement of the acreage under this Contract will be made upon the written request of the

Contractor. The request for remeasurement must be made in writing within 10 calendar days after completion of the work. If remeasurement indicates a difference of not more than 5 percent from the original measurement, the Contractor shall pay the actual cost of the remeasurement. Payments will be based on the second measurement where the difference between measurements is more than 5 percent.

Where the difference is less than 5 percent, the results of the first measurement will be used.

D.4.0 PAYMENT

D.4.1 INVOICING – Invoice(s) shall be submitted through the following website:

D.4.2 Payment for seeding will be based on the actual number of acres seeded as applied according to the contract specifications within designated project boundaries and in accordance with Section C.1.2

APPLICATION.

D.4.3 If a deduction is determined necessary, it will be based on the awarded per acre price multiplied by the number of acres not meeting the specifications in C.1.2.
