About this file
This Statement of Work (SOW) details a leak detection project for two pools at West Point Military Academy. The project scope involves identifying water loss sources in the Cadet Pool and Therapy Pool, which are collectively losing approximately 50,000 gallons of water daily. The comprehensive leak detection methodology includes isolating and testing filter equipment, balance tanks, pool surfaces, underwater penetrations, lights, and concealed pipes using techniques such as acoustic signature detection, underwater visual inspections, dye tests, flow tests, and low-pressure non-destructive testing.
The proposed timeline includes three days of onsite work for the Cadet Pool, one day for the Therapy Pool, and an additional reserve day at each location for potential complications. Contractor requirements include wearing government-issued ID badges, observing OSHA safety precautions, working 8-hour days Monday through Friday, and submitting a written report within five business days of completion. The project is part of a sources sought notice (W911SD25RA017) aimed at identifying small businesses capable of performing the leak detection services, with a potential small business set-aside if at least two qualified small businesses respond.

Subject: Statement of Work Project Name: Leak Detection of Pools.
IJO#: CC-24209-4J
Project Location: 727 – Cadet Pool / 700B - Therapy Pool Project Description: Locate Leaks Date: 25 February 2025
Scope:
The intent of this scope of work to describe the labor and materials necessary to perform the leak detection methods to find the areas leaking in the Cadet Pool and Therapy Pool. Between both pools West Point is losing about 50K gallons a day. Pool Service Technician conduct an underwater inspection and leak detection of the pool system to locate any leaks and identify any failed concealed pipes responsible for water loss less evaporation.
Work Requirements:
Leak detection methods to be used:
*Filter equipment and concealed pipes will be isolated from the pool and balance tank by many temporary plugs so this portion can be checked for loss independently.
*Balance tank will be isolated from the pool and filter system by temporary plugs so this portion can be checked for loss independently.
*Pool will be isolated from the filter equipment and balance tank by temporary plugs so this portion can be checked for loss independently.
*Underwater surfaces will be checked for the acoustic signatures of leaks and flows with an underwater microphone, particularly around 52 penetrations and many linear feet of discolored areas.
*Underwater surfaces of the pool and balance tank will receive an up‐close visual inspection by diving in them and documenting voids and defects. Suspect areas will receive a dye test that makes a flow of water visible.
*Penetrations in the pool and balance tank will be checked for leakage and defects by up‐close visual inspection and either dye test or flow test with a cofferdam.
*Concealed pipes below the surface, including the bottom drain pipe, will be tested by isolating with test plugs and making a very low pressure non‐destructive test by detecting any flow from the vessel into the pipe.
*Underwater lights and the niche in the pool wall containing them will be tested for any loss by isolating with a cofferdam and detecting any pressure differential caused by escaping water.
*Leaks will be documented as to type, location, and approximate rate of loss by written description and underwater photographs.
NOT IN THIS SCOPE:
*Repair of leaks is not included in this scope.
*If a loss is detected in a concealed pipe, the accessible pipe ends will be identified, but additional work with other specialized equipment to locate and document break(s) and hole(s) along the length of the concealed pipe is not in this scope.
Coordination required:
*Water temperature 80 degrees or above at the start of each day.
*De‐energize pool systems when requested and throughout most of the time onsite.
*Restrict access to the pool room, both for the safety of others, and to lessen noise that can interfere with the work.
*It may be necessary to briefly stop some building systems that transmit sound and vibration through the structure during the acoustic portion of the testing.
*Access to one electrical receptacle within 100 feet of the balance tank hatch.
*Access to a standard garden hose fitting within 100 feet of pool.
*Access to a bathroom. Shower and changing area is appreciated but not required.
*Parking for 1 SUV‐style vehicle near the entrance.
Inspection by Government:
The services performed and the material supplied for this project will be inspected from time to time by the COR, or his/her authorized representatives to determine that all work is being performed in a satisfactory manner, and that all supplies are of acceptable quality and standards.
The contractor shall fill out the work order completion form showing their work was completed and provide the form to the COR or his/her representatives. The contractor shall be responsible for repair or replacement any damaged done on the facilities or equipment.
Safety:
The contractor shall observe all recognized safety precautions per OSHA or otherwise to ensure a safe condition is maintained during all work and its operational testing.
ID Requirements:

Central area vehicle passes shall be displayed in all vehicles while in central area.
Proposed Timeline:
*Schedule will be agreed at acceptance.
*Three days onsite, between 7 and 10 hours duration. (727 - Cadet Pool)
*One day onsite, between 7 and 10 hours duration. (700B – Therapy Pool)
*One additional day (each location) onsite held in reserve for hidden issues and complications.
*Written report issued within five business days later.
Working Hours:
The contractor shall perform these services 8 hours a day, until completion of work, Monday through Friday, (excluding Federal Holidays). Exceptions to this policy for the request of overtime must be coordinated through the COR and the Contracting Officer.
Unauthorized Work:
There are testing methods authorized in conjunction with the performance of this contract, and only the assigned/required tests are allowed. The contractor shall not be reimbursed for any work performed outside of or in excess of the terms and all changes to the scope of work shall be coordinated with the Contracting Officer MICC-WP.
