Foreign Disease -Weed Science Research Unit Fort Detrick, Md 21702 Building 374 Roof Replacement July 12, 2024

STATEMENT OF WORK

1. PROJECT TITLE: Building 374 Roof Replacement

2. PROJECT LOCATION: Foreign Disease-Weed Science Research Unit

1301 Ditto Avenue

3. INTRODUCTION

The USDA, Agricultural Research Service, Foreign Disease-Weed Science Research Unit has two distinct missions united by a common relationship to plant pathology and the unit’s unique Biosafety Level 3 (BSL-3) plant pathogen containment laboratory and greenhouse facilities.

The mission of the foreign disease program is to develop techniques for the rapid detection and identification of new and emerging crop pathogens, and to provide fundamental information on the biology and epidemiology of emerging pathogens for risk assessment and disease management strategies including the development of resistant plants.

The mission of the weed biological control program is to collect foreign pathogens overseas from weeds in their native habitat, and to evaluate, characterize and release the pathogens in the U.S.

for biological control of introduced weeds, leading to improved, sustainable weed control practices in agricultural systems with reduced dependence on chemical herbicides.

4. BACKGROUND

Building 374, the Plant Pathogen Containment Headhouse/Greenhouse at Fort Detrick, Maryland is a BSL-3 high containment facility with change-in/change-out protocols. The facility is located on a Military base. The building consists of laboratory and office space areas.

Scientists study high impact domestic and foreign pathogens in the laboratories of Building 374.

The building was originally constructed in the mid-1950s, and it was last renovated in 2015. The roof is estimated to have been replaced in 1995. During the 2015 renovation, only areas around roof penetrations and flashing were replaced.

The building roof is past its statistical useful life and shows visible signs of wear. A roof inspection conducted in October 2020 (refer to Attachment 1 Roof Inspection Report) rated the roof condition poor and recommends replacing the roof within the next 2 years.

The normal Building operating hours are Monday through Friday from 7:30am to 4:00pm.

5. PROJECT SUMMARY

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Foreign Disease-Weed Science Research Unit intends to replace the roof of its’ Building 374 located at Fort Detrick, Maryland. The project consists of removing the existing asphalt shingles roof system to the deck, repairing damaged decking, installing approved roofing system, and accessory other tasks as specified.

Building 374 is registered as a BSL-3 facility. Almost all the project work is conducted outside the building containment area. Any repair work within the building containment areas requires special decontamination measures and stringent hygiene regiment requirements. The research activities carried out in this building cannot be disrupted during the roof replacement activities.

6. TECHNICAL REQUIREMENTS

The Contractor shall provide all labor, insurance, permits, tools, material, equipment, testing, disposal, and travel to complete the roof replacement. The Contractor shall complete all tasks by properly trained and licensed personnel or subcontractors in accordance with the terms, conditions, and specifications contained in these documents.

Using the recent roof inspection report, the following work is to be undertaken to replace the roof system:

1. The contractor shall remove the entire roof to the bare wood decking of approximately 7,600 square feet (sf).

2. Inspect wood decking and repair/replace no more than 380 SF (approx. 5% of the roof).

3. Remove existing gutters and down spouts and replace with new gutters and down spouts of proper size to maintain proper drainage. Contractor shall perform calculations to determine the required gutter and downspout sizes to handle the rainwater runoff and submit to the Contracting Officer for approval.

4. Remove all flashing and replace with new flashing.

5. Remove all rooftop sealant and apply sealants that shall be compatible with approved new roofing system.

6. Remove existing roof fascia. Replace it with new wood fascia, properly anchored to building structure, of the same dimensions as existing and it shall be painted with Alkyd semi-gloss exterior paint of one coat exterior primer and two coats of finish exterior paint. Color shall be selected and approved by Contracting Officer.

7. Any existing exposed soffits shall be replaced with Alkyd semi-gloss exterior primed and painted wood material, matching the color of the fascia.

8. Replace exterior wood trim with the same configuration and paint with the same exterior paint and the same color as the fascia (96 LF).

9. The new roof shall consist of drip edge at the eves and rakes, a self-adhesive ice and water shield, mechanically attached synthetic underlayment, and asphalt shingles.

The ice & water shield shall be installed as recommended by the asphalt shingle manufacturer and conform with ASTM D1970 & UL 997. The synthetic underlayment shall be compatible with the ice/water shield and shingles. The following approved ice/water shields are:

a. GAF Ice & Water Shield Weather Watch

b. Grace Ice & Water Shield

c. Owen Corning Ice & Water Shield.

Or approved equivalent.

If additional work is found to be necessary, the Contractor shall notify the Contracting Officer for approval prior to undertaking any additional work.

During the repair work, the contractor shall arrange temporary measures to maintain security of the building and protect the building from any leakage, rain, dust, and other external elements by properly planning the work or other methods approved by location management (See Specification Section 01 14 00, part 1.2.4.1) regarding water intrusion. The building will be operational during the repair works. The repair work shall not disrupt the ongoing research in the building.

A third-party quality assurance (QA) contractor may be hired by the Government to provide QA services for this project. Construction Contractor shall coordinate planning and execution of major project activities with the QA contractor and provide them with advance notice to review work and/or visit the site.

The Contractor shall keep the work premises clean, free of accumulations of waste and rubbish, as well as construction material, to the extent possible and practical, during the period of performance and at the time of final inspection and acceptance. All activities, including access to the site, must be closely coordinated with the location management and military in advance.

Since repair and warranty work may involve interior repairs from within the containment area, the contractor will need to develop and submit for government approval a Biosafety Plan, using Biosafety Plan Template (Attachment 3), in accordance with the Select Agents and Toxins Biosafety/Biocontainment Plan Guide (Attachment 4). The Contractor shall handle all the work that falls within the BSL-3 containment area in accordance with the requirements set forth in the approved Biosafety Plan and project specification (Attachments 2).

7. SITE SPECIFIC MEASURES

Building 374 is a BSL-3 high containment facility. BSL‐3 space must have sealed interior finishes and sealable doors to contain gaseous biological decontamination. Any duct penetrations, electrical conduits, utility access and other passages through the roof must be sealed to assure isolation of the space environment. Any joints and seams that are created in the interior of the building because of the roof work must be sealed immediately and reported to the location management and COR.
