STATEMENT OF WORK AND SPECIFICATION

TO

REPLACE THE EXISTING DOMESTIC WATER BOOSTER PUMP AND ASSOCIATED FITTINGS AND ACCESSORIES AT BLDG. #B001

STATEMENT OF WORK

PROJECT NUMBER:

PROJECT LOCATION: Beltsville Agricultural Research Center (BARC), Bldg. #006, Beltsville, Maryland 20705 DESCRIPTION OF WORK: Procure, remove and install a new Water Booster Pump which shall include associated fittings. The Contractor shall restore damaged floors, walls and ceiling system to their original condition affected by the Description of Work and cleanup job site. The existing Domestic Water System shall remain and reused.

In accordance with this contract, the Contractor shall provide all labor, material, equipment, and transportation to include all accessories and incidentals necessary to complete this job to government requirements. The facility under this contract may contain asbestos materials. The Contractor(s) is/are warned not to disturb any asbestos material during the performance of this work. Should the Contractor encounter any material that in his judgment may contain asbestos, he must stop work immediately and notify the Contracting Officer (CO) within 24 hours.

Prior to commencing work, the Contractor is required to obtain Construction Authorization, vehicle permits, and identification badges. These can be obtained from the Engineering and Construction Office, Building 426A, BARC-East, Beltsville, Maryland. Vehicle permits and identification badges shall be returned to the Government prior to the final payment being issued.

NOTE: THE CONTRACTOR SHALL NOTIFY THE GOVERNMENT TECHNICAL REPRESENTATIVE ON 301-504-9427 at least 48 HOURS BEFORE ANY WORK IS SCHEDULED TO START. All Contractor's work shall be monitored and inspected by BARC personnel and done in accordance with the Statement of Work and attached drawings, specifications, graphics, BARC Special Conditions, and performed in accordance with all federal, state, and local regulations as well as all applicable local building codes, Construction Standards and Codes, Americans with Disabilities Act, local and State traffic codes, Maryland Department of the Environment, the Maryland Highway Specifications, and the Maryland Department of the Environment Regulations concerning Clean Water Act. In the event of conflict, the most stringent regulation shall prevail.

SCOPE OF WORK:

Remove the existing Water Booster Pump and accessories. Procure and install a new Water Booster Pump and associated fittings. Contractor shall restore damaged floors, walls and ceiling system to their original condition affected by the Description of Work and cleanup the work site.

The following work shall be performed:

A. Mobilization

1. Contractor is responsible for submission of submittals and cut sheets for approval prior to commencement of work.

2. Mobilize all necessary personnel, specialized tools and equipment, dumpsters, safety items, etc., to commence work after point of award of the contract and approval of submittals from the Contracting Officer Representative (COR).

3. Dumpster locations shall be coordinated with the COR as well as the final approval of that location.

4. Contractor shall coordinate with the COR the location for the equipment and supplies Staging Area 10 business days prior to delivery.

5. Contractor shall submit a construction schedule to the COR. Contractor shall coordinate with Using Activity through the COR for the construction schedule 10 business days after issuance of the Notice to Proceed and prior to beginning construction.

6. The Contractor shall have a Bi-Weekly Project meeting with the CO and COR during the project duration. The Contractor will be responsible for sending out the invite to everyone, take minutes of the meeting and sending the meeting minutes to everyone within 3 days after the meeting.

7. Hours of service shall be Monday – Friday between 7:30 a.m. – 4:00 p.m. Contractor shall not work on government holidays or weekends. Any work performed other than normal working hours shall be approved by the CO in advance.

8. Contractor shall request, through the COR, an outage to any utility a minimum of 5 working days in advance. See general requirements and government special conditions.

B. Demolition

1. The Contractor shall remove the existing Domestic Water Booster Pump and other accessories, etc. Refer to Attachment #1 for plans, sizes, locations, details, and sizing information.

2. The Contractor shall protect areas that are not to be disturbed and remove all the items mentioned in the Scope of Work. The COR shall approve all items prior to demolition. This will require the removal of tank supports and concrete housekeeping pad. Note to the Contractor that they shall preserve the walls and floors when possible to reuse at the completion of the installation; otherwise the Contractor shall supply and install new items. The material shall match the damaged existing wall and/or floor in style, size, texture and quality.

3. The Contractor work shall be confined at the Basement level and no other areas in the building will be involved.

4. The Contractor shall control the dust from entering the adjacent building work spaces, remove and discard all debris off site at an approved land fill. The Contractor shall not at any time use the USDA, ARS, BARC Waste Disposal System such as trash can nor dumpsters to discard project debris.

C. Installation

1. The Contractor shall supply and install for the Domestic Water Booster Pump and all other associated required materials to complete the installation of a functioning Domestic Water Booster Pump. Refer to Attachment #1 for plans, sizes, locations, details, and sizing information.

2. The Contractor shall have at least one Maryland State Licensed Masters Plumber Installer that can install and give all piping all fittings, all joints and associated parts in accordance to the manufacturer specifications, industry standard professional practices and all relevant local and national codes whichever one is most stringent. A copy of the Plumbers Maryland State Masters Plumber License to the EPM/COR.

3. The Contractor shall supply and install the pipe hanger, anchors and piping support as required in accordance with the manufacture’s specifications.

4. The Contractor shall supply and support vertical piping as specified in the applicable Plumbing Code. Piping 2” (63mm) and smaller shall be installed with guides.

5. BOOSTER PUMP: The new water booster pump shall be B&G Model HVL2D3-15SV3GH4F60-2GM2 TechnoForce e-HV Variable Speed Pressure Booster meeting specifications as manufactured by Bell & Gossett Company or approved equivalent. The pump shall be rated for 152 gallons per minute (GPM) at 138 feet Total Discharge Head (TDH). Pump shall be duplex type. Motor shall be rated for 7.5 horsepower, 3600 RPM, TEFC enclosure and 208-230/461/3/60 Hz. Pump shall be fully piped, wired, mounted on frame, and factory tested. Pump shall include: Suction and Discharge pressure gauges, Discharge Transducer, Isolation Valves for each pump, check valves and Suction and Discharge 304 Stainless Steel manifolds.

6. PUMP SUPPORT: Pump/s shall be factory mounted on a steel skid base/frame. Field assembled pump systems are not acceptable.

7. VARIABLE SPEED SYSTEM: The variable speed drives shall be the oil-filled type capable of power transmission throughout their complete speed range without vibration, noise, or shock loading. Each variable speed drive shall be run-tested by the manufacturer for rated performance, and the manufacturer shall furnish written performance certification. System shall have suppressors to prevent noise transmission over electric feed lines. Required electrical control circuitry and system function sensors shall be supplied by the variable speed drive manufacturer. The primary power controls and magnetic motor controllers shall be installed in the controls supplied by the drive manufacturer. Controller shall be the Sequential Logic type. The sensors shall be in the system to control drive speed as a function of constant pump discharge pressure. Connection between the sensors and the variable speed drive controls shall be accomplished with copper wiring. Controls shall be in NEMA 250 enclosures. Variable Speed Drive system shall be either Yaskawa, Hitachi and/or approved equivalent.

8. The Contractor shall supply and Install drain valve at base of each riser, at low points of horizontal runs, and where required to drain water distribution piping system.

9. The Contractor shall perform all the work in accordance to the manufacturer specifications, industry standard professional practices and all relevant local and national codes whichever one is most stringent.

10. QUALITY ASSURANCE: Note to the Contractor the material shall be certified by NSF International as complying with NSF 14 and NSF 61. Material shall comply with manufacturers specifications. Special Engineered products shall be certified by NSF International as complying with NSF 14.

11. INSPECTING AND CLEANING: Note to the Contractor the pipes shall be cleaned flushed with cold water after finishing the installation. Inspect and test piping systems following procedures of authorities having jurisdiction and as specified by the piping system manufacturer. Clean and disinfect water distribution piping following procedures of the authority having jurisdiction.

12. The installation of all work shall be in accordance with the manufacturer’s specifications, International Building Code current regulation, International Plumbing Code current regulation, BARC Special Conditions and Industry Professional Standards. Note to the Contractor that BARC Special Conditions and International Codes Supersede Industry Professional Standards.

13. CLEAN-UP & FINAL PUNCH LIST: The Contractor shall clean the site of any loose debris and schedule a final walk thru with Contracting Officer technical representative (COR) and Contracting Officer (CO). Upon completion of all punch list items, the parking passes and badges remitted to the (COR). The Contractor and the COR will instruct the CO that the contract has been to the completed in its entirety.

14. The Contractor shall provide at least a one-year warranty on the Work/Labor. The Contractor shall indicate the years of the warranty upon submission of proposal.

15. The Contractor shall note that all plumbing installations shall comply with the current 2018 International Plumbing Code.

16. The Contractor shall note that all mechanical installations shall comply with the current 2018 International Mechanical Code.

17. The Contractor shall field verify all field conditions, measurements, quantities and safety constraints prior to bidding and forward any discrepancies or concerns to the Contract Office Representative (COR). Otherwise it’s our intent that all is inclusive of everything regardless of quantity, measurement or level of protection required to accomplish scope of work.

General:

A. Demolition: The Contractor shall remove and dispose of Government property, all items indicated as TO BE REMOVED. Such items become the property of the Contractor and shall be loaded, transported per applicable DOT regulations, and disposed at approved landfills.

B. Field Verification: The Contractor is responsible for field verification of all measurements, quantities and field conditions prior to commencing work.

C. Staging: All equipment, supplies and materials for this contract shall be stored in the work area at the Contractor’s risk. Contractor shall coordinate with the COR the location for the equipment and supplies Staging Area. The buildings and grounds at BARC will be secured at the end of each day by BARC Security. The security at BARC is not responsible for any of the Contractor's stored material, equipment, either inside or outside the building at any time.

D. Construction Project Schedule: See contract, FAR 52.236-15 Schedules for Construction Contracts. The Contractor will not begin actual work until the construction project schedule has been approved by the Contracting Officer. The Contractor shall submit one electronic copy of the updated construction project schedule with each progress payment request.

E. Contract Inspector’s Daily Report: Contractor shall submit to the Contracting Officer a daily report listing the names of all those present on the job site each day, along with their Job Classification, hours of work and a brief description of the work performed by each on that day. The Contract Inspector’s Daily Report is to be submitted at the beginning of work each day for the previous day’s work and shall be maintained throughout the term of the contract.

F. Formal Meetings: Any meeting (deemed formal by the Contractor, the COR, or the Contracting Officer) will have the minutes of said meeting prepared by the Contractor (and a copy provided to the Contracting Officer). The minutes will include: Date, Name of Attendees (with contact info), Old Business, and New Business subjects (or narratives). Regardless of who requests a meeting (the COR or the Contractor or the Contracting Officer) the Contractor may be required to provided hard copy pictures of the issues to be discussed. Each issue will be linked to a contract specification section number and/or subject area by page number. Issues discussed will also include an action/completion date.

G. Safety Submittals: Contractor shall submit a "site specific" Safety Plan to the Contracting Officer that describes how the Contractor is to comply with all applicable OSHA standards and NFPA codes pertaining to construction work to include, but not limited to: General Safety and Health Provisions, Occupational Health and Environmental Controls, Personal Protective and Life Saving Equipment, Hand and Power Tools, Welding and Cutting, Electrical, Scaffolds, Fall Protection, Excavations, Demolition, Stairways and Ladders, Toxic and Hazardous Substances, Confined Space Entry, Lockout/Tagout, Respiratory Protection, Hearing Protection. Safety Plan shall identify Contractor and sub-Contractor employees who are authorized/qualified to perform electrical work. No work shall proceed until written approval of the Safety Plan by the Contracting Officer. Safety Plan shall describe how the Contractor and/or sub-Contractors are to secure equipment, supplies, tools, and chemical products. Contractor and/or sub-Contractor equipment, supplies, tools, and chemical products are to be under the control of the Contractor at all times, equipment, supplies tools, and chemical products found not to be under the control of the Contractor or sub-Contractor are subject to confiscation and will be reported to the Contracting Officer. Note see the enclosed sample of a Site-Specific Safety Plan.

As part of the BARC COVID Safety Plan, the Agricultural Research Services (ARS) Wellness Questions and a Pre-Bid Site Visit Requirements list and frames the requirements. Please refer to the attachments for these documents.

In addition to mentioned requirements, the Contractor shall address:

1. Use of face covers for vaccinated vs non-vaccinated employees. If the Contractor wants to require the Face Covers, that is fine. But the new CDC Guidelines and updated USDA policy allows for any fully vaccinated by CDC definition employee, visitor or contractor to accesses Federal property without a face mask or socially distance. This is on an honor system – non-vaccinated persons must follow all COVID requirements no exceptions.

2. Wellness questions – all Contractor employees will complete the daily wellness questions. The Contractor shall retain and immediately notify ARS of a “yes” response and restrict access to the employee until ARS clears the employee for access.

H. The Contractor shall inspect the entire construction site daily, including days without construction work if there are NFPA 101 Life Safety Code deficiencies existing while construction work is shut down, the results of that inspection shall be documented on the attachment “DAILY INSPECTION FORM”, and the form is to be signed and submitted to the Contracting Officer.

I. Contractor shall provide continuous monitoring for noise, dust, chemical vapor generation, volatile organic compounds, and vibration. At no time shall noise exposure to any ARS staff exceed 75 dB. Contractor shall provide to the Contracting Officer a written weekly update of the all test results and also for proposed work for the subsequent two weeks (a two week “look-ahead”)involving any construction activity that will produce loud noises, heavy vibrations, strong smells, or significant dust inside ARS staff occupied space.

J. Contractor and sub-Contractors shall notify in writing the Contracting Officer at least one week prior to executing high risk work (this may be included in the two week “look-ahead” update). High risk work includes, but is not limited to, tasks requiring Lockout/Tag Out, live electrical work, hot work, work at heights, trenching/ shoring, crane operations, and confined space entry. Contractor’s Competent Person shall provide the Contracting Officer written weekly documented safety inspection results.

K. Contractor shall provide to the Contracting Officer for approval, copies of Safety Data Sheets (SDS) for EVERY CHEMICAL WITHOUT EXCEPTION prior to bringing such chemical on the work site.

L. Hot and Grinding Work Permits: The Contractor will not be permitted to work without this permit when performing Hot and Grinding Work.

M. Scheduling: The total contract period shall be 80 calendar days from the point of contract award. A period of 5 calendar days shall be allotted for the submittal, 5 calendar days for review and re-submit process. A period of 56 days shall be allotted for ordering materials. The work on-site shall be limited to five (5) calendar days. The final inspection shall be scheduled a maximum of 30 calendar days from point of contract award, leaving 5 days for punch list remedies. The Contractor shall submit a copy of his proposed schedule to the CO for approval.

N. Submittals: The Contractor shall submit the manufacturer’s technical data sheets and shop drawings for the items listed in the Submittal Registry five calendar days from the point of contract award. Each submittal shall be attached to a Submittal Transmittal Form (enclosed), signed by the Contractor, and delivered to the Contracting Officer. Provide 6 copies of each material submittal.

O. Coordination: The Contractor shall coordinate with the COR, with adequate notice, all work which will require an inconvenience or work stoppage to Government personnel due to noise, dust, extreme temperatures or interruption in utilities.

P. Complete Work: It is the intent of this project to contract for a complete, functioning mechanical and or electrical system, finished in all respects, accomplished by mechanics skilled in the trades involved and performed in the highest standards of workmanship.

Q. Manufacturer Warranty: Manufacturer shall warrant pipe and fittings for 1 year to be free of defects in materials or workmanship. Warranty shall cover labor and material costs of repairing and/or replacing defective materials and repairing any incidental damage caused by failure of the piping system do to defects in materials or workmanship. Warranty shall be in effect only upon submission by the Contractor to the manufacturer valid pressure/leak test documentation indicating that the system was tested and passed the manufacturer’s pressure/leak test. The heater tank shall have a three (3) year limited warranty and controls and accessories shall have a one (1) year limited warranty as outlined in the manufacturer’s written warranty. A fully illustrated instruction manual shall be included.

R. Contractor Guaranty and Warranty: All contracted work shall be guaranteed by the Contractor for a period of one (1) year for labor from the date of final acceptance against defective materials, design and workmanship. The material shall be as specified in the manufacture’s specifications but at least one year. Upon receipt of notice from the Government of failure of part or parts of the guaranteed equipment during the warranty period, the affected part or parts shall be replaced within 48 hours with new parts by and at the expense of the Contractor. ALL WARRANTIES SHALL BE TURNED OVER TO THE COR PRIOR TO FINAL INVOICING.
