About this file

This scope of work document outlines engineering services required for a blast tube study at the White River Junction VA Medical Center. The engineering firm will perform an impact study on the Freedom Building to assess modifications needed to accommodate a new Advanced Blast Simulator from Stumptown Research and Development. The study will evaluate structural impact, sound and percussion effects, recommend appropriate locations for operation, and identify any necessary safety or environmental changes. The firm must provide recommendations conforming to all applicable construction and facility standards. Site investigation is required within 21 calendar days to ensure accuracy, with updates every 3 days. The engineering firm will coordinate visits with the VA engineering department and provide documentation of site conditions.

II. Scope of Work The White River Junction VA Healthcare System requires the services of a qualified Engineering firm to perform an impact study on the Freedom Building to accommodate an Advanced Blast Simulator (ABS). The study shall assess the structural impact of modifications to accommodate the ABS, the sound and percussion impact of the ABS on the building/facility, recommendation on appropriate locations for the ABS to be operated, and any other safety or environmental needs. The firm shall report the results of its findings and provide recommendations for any structural, acoustical, mechanical, etc., changes necessary to support the use of the ABS.

The recommendations made shall conform to all VA requirements outlined in the FGI Guidelines for Design and Construction of Hospitals, Facilities Guideline Institute (FGI), ADA, Joint Commission Accreditation Standards, ANSI, SMACNA, IBC, NEC, NFPA and any other applicable regulations and standards. The VA Technical Information Library can be accessed at the following web address: http://www.cfm.va.gov/til/index.asp

III. Background and Facility The White River Junction VA Research Department currently uses a compressed gas blast tube to simulate and study blast-induced traumatic brain injuries. The Research Department will be upgrading to a new gaseous detonation blast simulator produced by Stumptown Research and Development (Advanced Blast Simulator (ABS) — Stumptown (stumptownresearch.com).

The gaseous detonation driven simulator, a mixture of oxygen and acetylene, is confined in the driver by a small bag or light weight membrane. These gases are initiated with an electric match which cause the gases to detonate and generate a shock wave. See Attachment A for more information on the ABS.

Site Investigation is required for this project to ensure accuracy of the study. This work can be performed directly by the AE, or indirectly via contract to a third party. The person(s) conducting the site investigation are to check in with the VA Engineering Department in Building 37 and will be required to sign in and sign out as well as wear badging provided by the VA. The engineering firm will be required to log hours utilized during investigation efforts with the VA project engineer and provide VA engineering with electronic copies of site condition documentation. The engineering firm’s proposal shall include travel fees and associated hourly labor rates for site investigation services. Billing for site visits shall be itemized and include travel fees, hours, materials utilized, and billing rates for site investigators.

IV. Schedule and Reporting All work efforts as related to the investigation and engineering study are to be completed in a duration not to exceed 21 calendar days. An update is to be provided with 3 calendar days if there are any changes to the schedule. The VA shall be notified immediately of any changes.
