DEPARTMENT OF HOMELAND SECURITY (DHS)
OFFICE OF BIOMETRIC IDENTITY MANAGEMENT (OBIM)
Biometric Identity Services
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Office of Biometric Identity Management (OBIM) is the Congressionally designated lead entity within the Department of Homeland Security (DHS), responsible for biometric identity services. The capability to match, store, share, and analyze biometric identity information includes OBIM’s operation, maintenance, and improvement of the central DHS biometric repository which is currently the Automated Biometric Identification System (IDENT), and in the future the in-development replacement system for IDENT, Homeland Advanced Recognition Technology (HART).
OBIM provides DHS and its mission partners with biometric identity services that enable national security and public safety decision making. As an enterprise-level service provider, OBIM supports five (5) of the six (6) DHS Strategic Goals:
· Counter Terrorism and Homeland Security Threats
· Secure U.S. Borders and Approaches
· Preserve and Uphold the Nation’s Prosperity and Economic Security
· Strengthen Preparedness and Resilience
· Champion the DHS Workforce and Strengthen the Department
OBIM also shares biometric data with the U.S. Departments of Defense (DoD) and the Federal Bureau of Investigation (FBI), within the Department of Justice (DOJ). This occurs daily through automated and manual means. Together, the biometric repositories of DHS, DoD, and DOJ make up the Biometric Triad. DHS also acts as a biometric service provider for the Department of State with match-store-share functionality of biometric and associated biographic information to support visa adjudication. This interdepartmental collaboration facilitates a “whole of government” approach to identity services.
OBIM supports the DHS mission to protect our nation by providing biometric identification services to federal, state, local and international Government decision makers. OBIM helps them accurately identify the people they encounter and determine whether those people pose a risk to the United States. OBIM serves as the lead entity for biometric identity management services within DHS and provides enterprise-level biometric identity information to DHS and its mission partners. OBIM is focused on improving biometric sharing in support of national security and international patterns. By matching, storing, sharing and analyzing biometric data, OBIM provides partners on the front lines of homeland security with rapid, accurate, and secure identification.
OBIM is essential to securing our borders, improving the integrity of our immigration system and facilitating legitimate travel to the United States. OBIM accomplishes its mission by using biometrics contained in IDENT to increase the ability of decision makers to identify individuals who are not admissible to the United States; have abused the immigration system; claimed a false identity; violated immigration laws or pose a threat to national security. OBIM integrates and manages biometric data and related information received by multiple agencies and coordinates the processes by which more complete and timely information is available to appropriate DHS and non-DHS decision makers. These processes have significantly increased the integrity of the information by providing comprehensive data of the interactions of foreign nationals within the United States.
OBIM’s vision is a homeland that is safe, secure, and resilient through advanced identity services, information sharing, and analysis. OBIM’s four strategic goals collectively provide areas of focus for realization of its vision and accomplishment of its mission. The goals align with the DHS/OBIM strategic goal to deliver enterprise identity services that enable homeland security missions with the objective of integrated identity services management.
Goal 1: Enable Homeland Security Missions. OBIM will ensure that user mission needs for accurate, timely, and reliable biometric information and analysis and for continuous operation of existing core biometric identity management services are met, while allowing for the expansion of additional biometrics-based identity management capabilities.
Goal 2: Accelerate the Transformation of OBIM into the Biometrically Based Identity Services Provider for DHS. OBIM will accelerate its transformation effort, transitioning from a project-oriented program into an innovative identity services provider. This transformation requires maturing the DHS enterprise architecture by integrating biometric technology and services across DHS, improving identity services business processes within OBIM and across DHS, and meeting demands for new and improved identity services capabilities.
Goal 3: Institutionalize Biometrics Within the Department. OBIM will engage with DHS partners to promulgate DHS biometric standards, mature the DHS biometric enterprise architecture - as well as work with DHS Policy to continue development of Department biometric policies - and pursue a coordinated research and development strategy to guide development of, and transition to, advanced biometric technologies.
Goal 4: Provide Integrated Identity Services Management. OBIM will work with both its mission partners and other governmental and private-sector entities to improve enterprise-wide biometric identity services management and to fulfill the DHS vision of a homeland that is safe, secure, and resilient against terrorism and other hazards. To achieve these goals, OBIM must have a strong management and organizational infrastructure to support its mission of delivering biometrics-based identity and analysis services.
The Identity Operations Division (IOD) manages and delivers all deployed identity services, ensures sustainment of automated capabilities in accordance with IDENT/HART Service Level Agreements (SLAs), coordinates information sharing and operational reporting, manages the business continuity program, functions as the business owner for all mission systems, and is the custodian of records for mission systems data. In addition, IOD provides multi-system requirements analysis, develops operational policies supporting functional requirements, oversees and monitors contract activities, develops and manages available resources to support organizational interests, and conducts program planning for multiple modalities.
OBIM provides identity services expertise through its Biometric Support Center (BSC), where trained biometric examiners augment IDENT/HART’s automated matching operations and provide supplemental biometric and identity management services to OBIM stakeholders.
In addition, OBIM is responsible for monitoring, assessing and maintaining the accuracy of DHS’s biometric system and providing biometric identity services expertise through its Biometric Accuracy Analysis Team (BAAT) and Biometric Support Center (BSC). The BAAT is responsible for overseeing the accuracy of DHS’s biometric repository and evaluating the accuracy of new biometric technologies. The BSC has biometric examiners that augment IDENT/HART’s automated matching operations and provide supplemental biometric and identity management services to OBIM stakeholders.

2. Biometric Support Center (BSC) TASK 2.1 Biometric Verification Services in Support of OBIM’S Biometric System While automated biometric matching is highly accurate, biometric examiners are needed to review and resolve instances where OBIM’s biometric system cannot determine a definitive result. This task includes biometric verification services to supplement the automated matching capabilities of OBIM’s biometric system and biometric fingerprint corrections.
TASK 2.1.1 Fingerprint verifications OBIM’s biometric system routes fingerprints to a BSC tool for examiner resolution when automated matching is insufficient. The tool is queue based and automatically prioritizes the transactions for processing in accordance with OBIM’s various service level agreements (SLA). The prints routed to the examiners will vary in quality and may be 10 fingerprints or less and will consist of plain or rolled impressions. The tool also allows examiners to route fingerprints with segmentation or labeling issues for correction within the tool. The unit basis for this task is a comparison of probe and candidate set of fingerprint images. Peak transaction times typically occur between 8:00 AM and 6:00 PM EST Monday through Friday. Certain holiday and travel seasons may generate additional urgent transaction workload. Transaction volumes and percentage of urgent transactions may fluctuate due to various factors that include technology improvements, seasonal trends, world events, and DHS operational and programmatic changes and new initiatives.
The contractor shall:
· Use the Government provided tool to complete fingerprint comparisons
· Resolve comparisons within established SLAs.
· Urgent transactions shall be responded to within 10 minutes or less, on average. This includes from the time the transaction is enqueued by the system until the examiner renders a decision. Daily averages for urgent requests vary depending on seasonal travel trends. For planning, the number of urgent transactions averages between 12- 13k transactions per month.
· Routine comparisons shall be responded to within 24 hours or less on average. This includes from the time the transaction is enqueued by the system until the examiner renders a decision.
· Resolve all other comparisons that do not fall within the SLAs. All other transactions that do not have an assigned SLA shall be processed in First In First Out (FIFO) order or as the Government directs.
· Conduct Examiner quality assurance and proficiency reviews. The tool provided by the Government allows for selected Quality Assurance (QA) activities to be performed in a “blind” manner through established business rules (e.g., every nth, select examiners) within the tool.
· Maintain a 99.8% accuracy rate (incorrect match and no match decisions).
Note: Transaction volumes and percentage of urgent transactions may fluctuate due to various factors that include technology improvements, seasonal trends, world events, and DHS operational and programmatic changes and new initiatives.
TASK 2.1.2 Fingerprint Verifications Surge (Optional) This optional task provides additional capacity for Task 2.1.1 Fingerprint Verifications once ceiling limits are reached for Task 2.1.1. Transaction volumes and percentage of urgent transactions may fluctuate due to various factors that include technology improvements, seasonal trends, world events, and DHS operational and programmatic changes and new initiatives.
TASK 2.1.3 Fingerprint Corrections As referenced in Task 1.1, the examiner tool has the ability for examiners to submit a set of biometrics for correction of segmentation or finger labeling errors. This task includes the review of submitted corrections and corrections as needed. The unit basis for this task is a completed fingerprint correction. There is no SLA associated with the task (Fingerprint Corrections) nor does it involve a biometric analysis/comparison to determine if two sets of biometrics (probe/candidate) match. Transaction volumes may fluctuate due to various factors that include technology improvements, seasonal trends, world events, and DHS operational and programmatic changes and new initiatives.
TASK 2.1.4 Fingerprint Corrections Surge (Optional) This optional task provides additional capacity for Task 2.1.3 Fingerprint Corrections once ceiling limits are reached for Task 2.1.3. Transaction volumes may fluctuate due to various factors that include technology improvements, seasonal trends, world events, and DHS operational and programmatic changes and new initiatives.
TASK 2.1.5 Face Verifications (Optional) OBIM’s face services are an emerging capability and OBIM plans to incorporate face verification in support of automated matching into workflows to support expanded use of this capability by OBIM stakeholders in a 24/7 capacity. OBIM’s biometric system will route sets of facial images to a BSC tool for examiner resolution when automated matching is insufficient. The tool will queue based and automatically prioritizes the transactions for processing in accordance with OBIM’s service level agreements (SLA). The images routed to the examiners will vary in quality. The unit basis for this task is a comparison of probe and candidate facial images. Transaction volumes may fluctuate due to various factors that include technology improvements, seasonal trends, world events, and DHS operational and programmatic changes and new initiatives. The contractor shall:
· Use the Government provided tool to complete facial comparisons.
· Resolve comparisons within SLAs. Urgent transactions shall be responded to within 10 minutes or less, on average. This includes from the time the transaction is enqueued by the system until the examiner renders a decision. Daily averages for urgent requests vary depending on seasonal travel trends. Certain holiday and travel seasons may generate additional urgent transaction workload. Routine comparisons shall be responded to within 24 hours or less on average. This includes from the time the transaction is enqueued by the system until the examiner renders a decision.
· Resolve all other comparisons that do not fall within the SLAs. All other transactions that do not have an assigned SLA shall be processed in First In First Out (FIFO) order or as the Government directs.
· Conduct quality assurance reviews. The tool provided by the Government will allow for selected Quality Assurance (QA) activities to be performed in a “blind” manner through established business rules (e.g., every nth, select examiners) within the tool.
· Maintain a 99.8% accuracy rate (incorrect examiner decisions).
TASK 2.2 Latent Prints The BSC compares latent print images and known fingerprint images from candidate lists that are generated by OBIM’s latent print system or other government agency systems when either a latent print is searched against known prints and other latent prints or when new known prints enrolled in OBIM’s biometric system are searched against OBIM’s file of unresolved latent prints. OBIM maintains a database of unresolved latent fingerprints that is added to, as authorized by the latent submitter, when latent prints are searched and result in a “no match” to an existing OBIM biometric identity. Contract support services under this task order do not entail the processing of original forensic evidence nor will any Contractor support services be conducted in a forensic laboratory environment. For planning purposes, historically, the BSC resolves over 4M latent verifications each year. The volumes can change as technology improvements and other initiatives (e.g., latent interoperability) are implemented. The latent candidate lists are generated from 4 processes:
· Latent prints (electronic images) received by the BSC are prepared for search against the known and unknown identity repositories and then launched for search against these repositories. For planning purposes, currently, the BSC receives between approximately 14k latent prints per month resulting. The latents are searched against known print galleries and an unsolved latent file. Latent interoperability allows authorized agencies to search OBIM’s repository of known prints and receive candidates that can be returned automatically to the submitting agency, in accordance with data sharing rules. For those candidates that can’t be shared automatically, BSC LPEs must adjudicate the resulting candidate lists.
· Newly enrolled fingerprints in OBIM’s known fingerprint repository are searched against the unresolved latent file and candidate lists are generated.
· OBIM LPEs search another agency’s system and adjudicates any resulting candidates. For planning purposes, this process is only used several times per year.
· In addition, OBIM anticipates that as latent interoperability expands, the amount of latent prints received and manually processed by the BSC (i.e., bullet 1) will decrease over time and that there will be some increases in workload from interoperability (i.e., bullet 2).
TASK 2.2.1 Latent Print Processing The unit basis for this task are comparisons of image pairs (latent image to known print image, latent image to latent image). As part of this task:
· The contractor shall prepare and search latent prints for latent print images submitted to the BSC.
· The Contractor shall review candidate image pairs from the resulting candidate lists produced by the automated system to determine if prints match.
· The contractor shall prepare and send a report of analysis for each positive (e.g., match) latent fingerprint identification. In some cases, the matching known biometric record will also be sent. Reports for negative findings (e.g., no match) are required, only for a limited number of cases. For planning purposes, historically, identifications have been approximately 1k per year. Volumes can change due to operational changes.
· The Contractor shall be responsible for accurately managing, maintaining and tracking BSC latent print identifications in the Government provided case log.
· The Contractor shall deposit latent prints into OBIM’s Unresolved Latent File (ULF) and when necessary, delete latent prints from the ULF in accordance with standard operating procedures; and
· The Contractor shall ensure latent identification decisions (i.e., match decisions) are verified using industry best practices and with a 100% rate of accuracy. The Contractor shall maintain a 99.95% accuracy rate for audited latent fingerprint comparisons resulting in non-match decisions.
TASK 2.2.2 Latent Print Processing Surge (Optional) This optional task provides additional capacity for Task 2.2.1 Latent Print Processing once ceiling limits are reached for Task 2.2.1. Note: All volumes may increase/decrease due to various factors that include technological improvements, world events, and DHS operational and programmatic changes and new initiatives.
TASK 2.3 Identity Management Services
The BSC is responsible for assuring the integrity of the biometric identities in OBIM’s biometric repository so that OBIM provides accurate identity information to its stakeholders. The request for these services can originate from OBIM stakeholders, OBIM personnel or systems, or as identified by the contractor through the course of their daily activities. Workload may fluctuate due to various factors that include technology improvements, seasonal trends, world events, and DHS operational and programmatic changes and new initiatives. As part of these activities, the contractor shall:
· Interact with other Government agencies and OBIM stakeholders. During these interactions, the Contractor shall not make decisions that result in commitments and obligations on behalf of the Government.
· Search OBIM and other agency systems as authorized.
· Prepare reports for stakeholders of biometric comparison results and associated activities as needed.
· Identify trends (e.g., potential data issues, repeated biometric quality issues) and notify the Government or designated parties; and
· Use applicable modalities to manage identities within the biometric system.
· Support 24/7 operations.
· Note: The contractor is responsible for tracking/logging the worked performed under this task for reporting (e.g., number of face searches completed), accountability (e.g., hours expended for biometric file creations) and operational efficiency purposes (e.g., so that work is not duplicated and continuity across shifts is maintained).
The Contractor shall:
· Resolve identity management issues to include analysis and comparison of relevant records using applicable biometric modalities. The contractor shall initiate actions to correct records, if needed, which can include consolidation, separation, deletion of records; corrections of biometric issues; and recommendations of non-biometric data corrections (e.g., biographical, etc.).
· Conduct biometric search-only services, for all available modalities, for those stakeholders who are unable to submit searches to OBIM’s biometric system in an automated manner. The Contractor shall prepare the images for search, conduct the search and generate associated reports for stakeholders as needed. For faces searches, this will include adjudicating resulting candidate lists. In addition, face searches are currently conducted Monday- Friday during core business hours. For certain high-profile events, as determined by the Government, expanded coverage (e.g., evenings/weekends) for face services is required. As demand for face services grows, 24x7 support will be required. The use of examiners that are trained in multiple modalities (finger, face and iris) should be leveraged to support this expansion. For planning purposes, the Government estimates approximately10-15k biometric searches per year. Note: Transaction volumes may fluctuate due to various factors that include technology improvements, DHS operational and programmatic changes and new initiatives and requires optional surge support.
· Prepare biometric records from the biometric system or as received in electronic format (e.g., EBTS, jpg, tif, etc.) for use by OBIM stakeholders, legal proceeding and/or for manual enrollment into OBIM’s biometric system.
· Support OBIM and stakeholder manual data reviews and accuracy analysis requests by comparing sets of biometrics, including all applicable modalities, and providing match results to OBIM/stakeholders
· Perform other biometric identity management activities that improve the accuracy of the OBIM’s biometric system as directed by the Government.
