STATEMENT OF WORK

Geophysical-Logging and Imaging Services

Department of Conservation and Natural Resources Bureau of Geological Survey

I. SCOPE OF WORK

The Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Geological Survey, hereafter designated “the Department,” requires the assistance of a Contractor to perform selected slim-tool, digital, geophysical-logging and -imaging services, otherwise designated “borehole geophysics services,” to identify and characterize the rocks and their contained fluids penetrated in boreholes throughout the Commonwealth of Pennsylvania. The boreholes may be of various diameters, depth, drilling method, construction (i.e., uncased and cased), and purpose (e.g., exploratory diamond-core holes, water wells, gas wells, etc.).

These services will be required at newly advanced boreholes and in existing wells (cased or uncased). Logging may be performed at multiple boreholes or well sites. A site is defined as a work location where Contactor will perform logging activities. Multiple boreholes or wells may be located on a site. For each project, the number of boreholes or wells to be logged on a site will be provided to the Contractor along with relevant information about the boreholes or wells (e.g. depth, hole diameter, well construction, etc.). The Department may also require the Contractor to perform logging activities at multiple sites within a project area. A project area is defined as the general location in which logging tasks will occur. The Contractor may need to perform intermediate mobilizations between sites within a project area (see Section II, B, below).

Rock characteristics of interest include, but are not necessarily limited to, lithology (aided by cores or cuttings collected); bedding contacts; bedding thickness and orientation (dip azimuth and angle of inclination); cross-bedding identification, thickness, orientation (dip azimuth and angle of inclination); fracture depth, density, and orientation (dip azimuth and angle of inclination); density; porosity; permeability; acoustical properties, and rock-mechanical properties. Fluid characteristics of interest include, but are not necessarily limited to, temperature; salinity (aided by water sampling and analysis); flow direction and velocity, and yield.

Questions regarding the technical specifications of this Contract should be directed to Chris Oest at 717-702- 2053, email: coest@pa.gov. (Email communication is preferred.) Questions concerning the contracting or bidding procedures should be directed to Michelle Pritts at mpritts@pa.gov or 717-772-0299.

Bidders should only complete and return the required documents listed in Section XII. BID AWARD in this Statement of Work (SOW). Bidders should NOT attach any vendor quotes, Terms and Conditions, or documents other than those requested in Section XII. Bid submissions may be negated if additional attachments are submitted with the bid response. The Commonwealth's Terms and Conditions are the only terms accepted for this procurement.

II. CONTRACT TASKS

A. DEPARTMENT RESPONSIBILTIES

It shall be the responsibility of the Department to communicate project-specific tasks to the Contractor via work orders issued by email. Work orders will include the following details:

1. Location of the project areas and logging site(s) (including a map)

2. Type of logging required

3. Access limitations and site conditions

4. Location boreholes or wells with depths, construction information (if known), and diameters

Department will hold a pre-mobilization meeting to review the task scope with Contractor. A site inspection will be made available to the contractor prior to commencing work at Contractor’s request.

Contractor may raise concerns regarding scope and/or site conditions during the pre-mobilization meeting or during the site inspection.

B. CONTRACTOR RESPONSIBILTIES

Contactor must meet the following standards:

I. Ability to mobilize throughout the Commonwealth of Pennsylvania II. Ability to conduct logging and imaging using individual or some combination of tooling for the following parameters:

Natural Gamma-Ray Spectral Gamma-Ray High-Resolution Density, Dual Detector Guard Resistivity Long (16-inch) and Short (8-inch) Normal Resistivity Single-Point Resistance Spontaneous Potential Dual Induction Sonic, Full Waveform 3-Arm Caliper Optical Televiewer (OTV) Acoustical Televiewer (ATV) Temperature Fluid Conductivity Heat-Pulse Flowmeter Spinner Flowmeter

III. Ability to perform logging activities at multiple sites within a project area.

IV. Ability to log boreholes up to 1,500 feet deep V. Ability to work in off-road and remote conditions

Delays in executing the scope of work incurred due to failure or malfunction of tooling and all associated peripheral equipment, lack of appropriate tooling or supplies (including extra consumable items), or inability to maintain proper staffing will be at Contractors’ expense.

The awarded Contractor is solely responsible for performing all aspects of this Statement of Work. The

Contractor will furnish all necessary staff, technical assistance, tools, materials, and equipment, to perform all the work and labor required in an expeditious, substantial, professional, and workman-like manner. The Contractor is required to be on the work site until the work is completed.

Subcontracting any of the tasks or deliverables described in this Statement of Work is prohibited.

C. EQUIPMENT SPECIFICATIONS

All geophysical-logging and imaging tools (sondes) shall have an outer diameter of no greater than 5.1 cm (2 in.), except for the impeller cage of the Spinner Flowmeter. Minimum requirements for selected geophysical-logging and imaging tools are as follows:

High-Resolution Density, Dual Detector: the tool shall be capable of quantitative, compensated density measurements (when calibrated and de-centralized) in open holes, and have a short-spaced source-to-detector distance of no more than 20 cm (7.9 in.) and long-spaced source-to-detector distance of no more than 35 cm (13.8 in.), and shall also be capable of qualitative readings through single-wall PVC and steel casing (i.e., by having a sufficiently strong source).

Dual Induction: the tool shall provide two simultaneous conductivity logs, corresponding to “medium” and “deep” radii of investigation into the borehole wall.

Optical Televiewer (OTV): the tool shall be capable of circumferential scanning of the borehole at vertical intervals (i.e., width or thickness of each scan) of no greater than 0.9 mm (0.003 ft) and shall have a minimum acceptable circular resolution of 1440 pixels. Color resolution shall be at least 24-bit RGB true colors.

Heat-Pulse Flowmeter: the collection of data with this tool shall be capable of being made under both ambient and pumping conditions and shall be required, depending on the needs of the Department.

III. DATA ACQUISITION AND DELIVERABLES

To minimize physical and legal restrictions of access to the logging sites, which may be located anywhere throughout Pennsylvania and are often in remote locations off dirt roads, the logging equipment shall be fully contained in a four-wheel-drive vehicle that has a gross vehicle weight rating (GVWR) of 10,000 pounds or less. It is estimated that two days will generally be required to complete all of the required services for each borehole site, owing to the driving distances and time involved in getting to most of the sites and the likely number of logs to be run.

In order to maximize the rate of data collection up hole from various geophysical-logging and imaging tools and to minimize the length of time such tools must remain in boreholes (i.e., to minimize the number of repeated trips in the borehole), including gas wells, the logging equipment in the vehicle must include a truck-mounted logging winch with at least 4-conductor cable and sufficient quantity (length) of such cable to log boreholes at least up to 1,500 feet deep.

Standard data parameters shall be used, and standard measurements shall be made, consistent with the purpose of geophysical-logging and imaging tools (sondes). Data-sampling intervals will be determined by the Contractor, in consultation with the Department, but generally will be at least every 3 cm (0.1 ft).

Standard output products are expected to be made from the various geophysical-logging and -imaging tools for each run, based on consultation between the Contractor and the Department.

In addition, several standard derivative (computed) products are required, including for density, compensated bulk density, and density porosity; for the OTV and/or ATV imaging-identification and orientation (dip azimuth and angle of inclination) of bedding and fracture planes; and for temperature logs-differential temperature.

A report on the findings of the OTV survey (and including findings of the ATV survey as well when appropriate) may be required and will include a summarization (output) of the geophysical logs and imaging runs, including (for surveys run) full 360-degree oriented displays (“splayed” view) of optical image, acoustic amplitude, and acoustic travel time; 3-D view (“virtual core” view) of optical image of borehole in orientation(s) required by the Department in consultation with the Contractor; display of identified bedding and fracture projections (in “splayed” view) derived from imaging runs; “tadpole” plots of orientation (dip azimuth and angle of inclination) of bedding and fracture planes; an analysis of both identified bedding and fractures using stereonets and rose diagrams; a tabular listing of each identified planar feature; and a deviation survey of the borehole, showing orientation relative to magnetic or true north, deviation from vertical, and trajectory, all displayed in 2-D and 3-D formats. The report shall also detail methods used, interpretations of data, and conclusions reached.

In consultation with the Department and its requirements, the Contractor shall provide copies of all logs and imaging, both as separates and composites, in both paper and electronic formats, including, but not limited to, TIFF, JPEG, PDF, WCL, and LAS, as appropriate to the type of data collected by the various geophysical-logging and imaging tools.

IV. DELIVERABLES DEFINITIONS:

Mobilization and demobilization – Contractor shall provide a flat-rate cost to move the logging equipment and all associated supplies, tools, and personnel from the Contractors’ headquarters to and from the project area.

Mobilization/demobilization may be charged for the first arrival and departure from the project area and for subsequent mobilizations, if required.
