About this file

This is a Statement of Work (SOW) for the installation and rental of vehicle barriers around an off-installation facility in the Colorado Springs, Colorado area, specifically using the Quail Lake vicinity (80906) for planning purposes, with the exact location to be provided upon Notice to Proceed.

The contractor must deliver and install concrete barriers along an 875 linear feet path within three calendar days of NTP, with barrier spacing not to exceed 5 feet between units. Two barrier types are required for pricing submission: K-rail (jersey barrier) at 10 feet length each, or bin block (mafia style) at 6 feet length, with the government selecting the final barrier type. The initial base period of performance is 36 days after NTP, consisting of a 30-day rental period following barrier installation completion, with optional 14-day extension periods available. Upon government notification to demobilize, the contractor has three calendar days to remove all barriers. The contractor is responsible for all highway fees, permits, equipment, materials, operator licensing, and damage to landscaped areas or curbing due to improper work execution. Work should occur during daylight hours, though evening operations are permitted with government coordination. Deliverables include a detailed Mobilization Plan and Barrier Product Data Submittal. Inspections will occur at barrier installation completion and final site clearance, with written acceptance formalized by the Contracting Officer. Any work failing to meet SOW requirements will be rejected at the contractor's expense for corrections. The contractor must verify all equipment and materials needed prior to quote submission and provide detailed mobilization plans describing current material, equipment, and labor posture to meet response timeline requirements.
