About this file
This document is a Statement of Work (SOW) for an Addendum to a hinge pin assembly repair project at Kirtland Air Force Base. The project involves replacing and upgrading hinges on hydraulic doors B7, B8, B13, and B14 to prevent premature wear and improve operational performance. The contractor (Laron Incorporated) will be required to replace entire hinge assemblies, including updated pins, straps, pintle brackets, grease zerks, bearings, washers, and fasteners, with components similar to existing doors B9 and B12 to minimize spare parts complexity.
The project has a 321-day total performance period, with key milestones including 180 days for hinge lead time, 20 days for demolition and construction, and specific windows for submittals, inspections, and close-out. The work is located in a secured facility with strict access requirements, including mandatory OPSEC training, two-form government ID, and escort requirements. The contractor must provide comprehensive documentation, including operations and maintenance manuals, as-built drawings, maintenance cycles, torque values, and final measurement records. The project aims to improve door performance, stabilization, reduce downtime, and ensure reliable door operation.

1. General Project Information
1.1. Build (B) Purpose and Objective
1.1.1. This Statement of Work (SOW) identifies the construction services required to complete ADDENDUM #1 TO B9 & B12 HINGE PIN ASSEMBLY REPAIR B27496 within Building 27496 (B27496) located on Kirtland Air Force Base (Kirtland AFB). The objective of this Addendum is to replace and upgrade the hinges on hydraulic doors B7, B8, B13, and B14 to prevent premature hinge wear that could lead to failure of hinges and hinge pin assemblies. The upgraded hinges shall improve performance, stabilization, reduce down-time, and withstand repetitive motion. Upgraded hinges for hydraulic doors B7, B8, B13, and B14 should be similar to the hinges of doors B9 & B12. The hydraulic doors hinges should have as many identical and similar components to doors B9 & B12 as possible to minimize spare parts complexity and streamline maintenance. The work includes updated pins, straps, pintle brackets, incorporation of grease zerks, new bearings, washers, fasteners to an updated design, and 2-year Emergency services. This is a Build (B) SOW.
It is the Contractor’s responsibility to provide the necessary staff and skills to successfully complete this turnkey project. Specialty disciplines are required to successfully complete this project. 1.2. Existing Building and Site Conditions
1.2.1. The doors are mission critical and need to be in working condition to be able to open and close reliably. These doors are labeled Bravo (B) and located in a specific area of Building 27496 (B27496). The weight and size of these doors require significantly larger and stronger hinge mechanisms compared to any standard door. Doors B7, B8, B13, and B14 require the entire hinge assembly to be replaced to ensure operational capability and will be extremely similar to the hinges on doors B9 and B12.
1.3. Attachments and Reference Documents
1.3.1. The following documents and attachments are applicable to this SOW to the extent specified herein. These documents are provided with this SOW to assist the Contractor in completing the SOW requirements.
