Statement of Work – Building 302 Major Equipment Replacement

STATEMENT OF WORK

BUILDING 302 MAJOR EQUIPMENT REPLACEMENT

March 17, 2022

BACKGROUND

Steam Boilers SG-5 and SG-6 in the Central Utility Plant have exceeded their useful life and need to be replaced. Emergency repairs completed during the last few winters took the boilers out of service, leaving no backup steam generating capacity. Replacement of the boilers will restore the reliability of the Central Plant steam generating capacity and ensure there is adequate backup steam generating capacity in the event of equipment failure.

OBJECTIVE

The objective of this project is to restore the Central Utility Plant steam boiler reliability by replacing aging, unreliable boilers, as well as other plant support equipment and spaces (including feedwater system work, replacement of Motor Control Centers 3c and 3d, and office and control booth upgrades).

SCOPE

General This scope is broken down into multiple Contract Line Item Numbers (CLINs) corresponding to separate work elements. The full scope for each CLIN is made up of three (3) parts, including:

1. The Statement of Work,

2. The specific description of each CLIN, in the SOW; and,

3. The construction drawings and specifications.

This Statement of Work and the description of each CLIN in the SOW may specifically call for the modification of the scope that deviates from the construction drawings and specifications. In these instances, the Statement of Work and CLIN description shall take precedence over the construction drawings and specifications. Note that there is only one SOW and that each CLIN does not have its own SOW.

Alternate Base CLIN’s The requirement includes two (2) Alternate Base CLIN’s:

1. CLIN 0001A – Replace Boilers SG-5 and SG-6; and,

2. CLIN 0001B – Replace Boiler SG-5 and Remove SG-6

The Government will only select one (1) Alternate Base CLIN at the time of contract award. The Alternate Base CLIN that is NOT selected for award will be removed from the requirement and will not be incorporated into the contract documents.

Additive Alternate CLIN’s The requirement includes three (3) Additive Alternate CLIN’s:

1. CLIN 0002 – Feedwater VFD’s,

2. CLIN 0003 – Motor Control Center Replacements; and,

3. CLIN 0004 – Office and Control Booth Upgrades

The Government may choose to award any number of Additive Alternate CLIN’s. The Contractor will only be required to perform Additive Alternate CLIN’s that are incorporated into the awarded contract. Additive Alternate CLIN’s that are NOT selected for award will be removed from the requirement and will not be incorporated into the contract documents.

Approved Outages The Central Utility Plant provides steam, condensate recovery, chilled water, and compressed air services to the entire NIST Campus 24-hours a day, 365-days a year; steam is needed and produced even in the summer and chilled water is required even in the winter. Outages only occur during either the Spring or Fall Site Wide Utility Outages (SWUO) which are scheduled six months in advance and are typically conducted on weekends, during the months of April and October (see “Plant Outages” text box note on drawing M-001, Dwg. 302-539, for days and times).

1) The Contractor shall coordinate all outages with the COR.

2) The Contractor shall plan, schedule, and execute work so outages that impact Plant operations and services will only occur during the SWUOs; separate outages will not be permitted.

a) Note - This will likely mean that pipe isolation valves need to be installed and other system’s (electrical, controls, etc.) provisions need to be made up to six months in advance of new equipment being installed. If done properly, this will permit the new equipment to be installed before the next SWUO without an outage.

Restrictions The Contractor is prohibited from using internal combustion engines inside the Central Utility Plant, even during construction and with additional ventilation provisions. Note - This may impact the equipment typically used for demolition, excavation, lifting, etc.

Asbestos Containing Material No asbestos containing material is expected to be encountered by the Contractor during the performance of this project; abatement of the project site has been completed. Refer to information in specifications Section 011000, page 3, 1.8.C, “Asbestos Materials”.

e) Contractor shall only be permitted to work on the fuel oil system from the start of June to the end of August. These are the months that are unlikely to have a natural gas curtailment and require use of fuel oil. September is reserved for NIST Boiler Fuel Oil Run Tests in preparation for future natural gas curtailments, so all four (4) boilers are to be ready and fully operational.

4) Dust Control

a) Contractor shall, at a minimum, install a dust partition between boiler 4 and boiler 5 before performing any demolition.

b) Contractor shall install dust enclosure(s) prior to performing any concrete demolition work (see Detail 1 “Partial Ground Floor Demo Plan” on drawing SD-101).
