About this file

This is a Statement of Work (SOW) for canvas awning replacement and aluminum frame maintenance on the USCGC ISAAC MAYO, a Fast Response Cutter operated by the United States Coast Guard. The work encompasses removal of existing canvas covers and lacing from awnings on the 01 Deck and Fantail, visual inspection of all awning support structures and mounting hardware with documented discrepancies and repair proposals, cleaning of existing aluminum awning frames using chemical and/or mechanical methods to remove corrosion, application of outdoor protectant coating to exposed aluminum, and installation of new color-matched canvas awnings with lacing and required mounting hardware. The contractor must provide all protective coverings to seal work areas against contamination, furnish all access equipment including ladders, scaffolding, or man lifts, and return all affected vessel components to original condition upon completion. The work is scheduled to occur during the vessel's inport availability from June 27 to July 18 at USCG Sector Key West, 100 Trumbo Point Road, Key West, Florida 33040, with point of contact ENS Genevieve Brewer.

The related federal contract opportunity indicates the USCG intends to award this work on a sole-source basis to Pipe Dreams under FAR 13.106-1(b)(1) and FAR 6.302-1 due to the highly customized nature of the FRC awnings, lack of government data rights, design complexity requiring precise measurements with significant boat-to-boat variations, and the determination that reverse-engineering would substantially duplicate costs. The contract will be issued as a firm-fixed-price purchase order. References include Coast Guard Drawing 154 WPC-613-201 (Rigging & Covers) and Surface Forces Logistics Center Standard Specifications 0000 (General Requirements), 0740 (Welding and Allied Processes), and 6310 (Preservation of Ship Structures).
