About this file

The document is a Contractor Information Sheet for a U.S. Customs and Border Protection (CBP) canine delivery contract. The solicitation seeks up to 3 dual-purpose detection canines for the Border Patrol K9 Center in El Paso, TX, with a 100% small business set-aside. The procurement is structured as a Request for Quote (RFQ) under NAICS code 112990, with a $2.75M size standard, targeting a firm-fixed-price purchase order. Key submission details include quotes due by August 13, 2025, at 10:00 AM EST, to be emailed to JEFFREY.S.KREBS@cbp.dhs.gov.

The evaluation process involves a three-phase approach: Phase I is a pass/fail assessment of breed conformance and availability date, Phase II ranks offerors based on open orders, past performance, and pricing, and Phase III involves a physical evaluation of canines at the CBP facility. The top-ranked offeror will receive a purchase order to deliver canines for medical, physical, and behavioral assessment. Canines that fail to meet CBP's requirements will be returned to the vendor, who is responsible for all associated transportation costs. The contract emphasizes successful past performance with CBP and the ability to deliver acceptable canine quality and quantity.
