About this file

This pre-solicitation notice seeks Statements of Qualifications from firms for a design contract with the Department of Veterans Affairs. The project involves upgrading infrastructure at the Wilkes-Barre VA Medical Center in Pennsylvania to support a new Electronic Health Record Modernization system. Design services include assessing electrical, HVAC, communications, security and evaluating an on-site data center. The contract is set aside for Service-Disabled Veteran-Owned Small Businesses. The period of performance for design completion is 301 calendar days from notice of award. Construction period services such as responding to requests for information, site visits and as-built documentation are optional line items. Statements of Qualifications are due May 12th and are limited to 50 pages. Firms will be evaluated on qualifications, capacity, experience, past performance and local knowledge. The highest rated firms will be invited to provide written responses on project management, challenges and design approach.

1C1-20XXXXXunorthodox room dimension fairly narrow considering length, room size appears to be small compared to rack count (750sq ft vs 37 racks). HVAC adequate if they can find space for JSA/FDSS. UPS adequate for critical load but no redundancy.

Data Center Notes
WAN Demarc in old PBX room C1-22E (10 ft away)

Riverbed/Netscout and Core switches are in the DC. DC C1-21A and C1-22A is open space with 8in raised Floors and approx 9ft clearance from floor to ceiling Most interior cable/fiber distribution is below, exterior is above. Air distribution is below issues wiith cooling/distribution C1-21B has vista imaging, 4 full racks, own dedicated split system

2000 sq ft total including PBX (C1-21A, 22A, 21B, 21C, C1-22E) 1500 excluding PBX (C1-22E) no WAN diversity on current dedicated lines, there is a possible diverse physical path but isn't being used and not sure if useable by the LEC

*CRACs: Primary CRAC @ 52kW can support extra 10kW (22+10=32kW) (based on numbers) but have aged out 22 yrs old redundant system newer (2020) and @ 60kW

*Power:
UPS @ 72kW pulling 22kW so Power is sufficient enough to accept JSA/FDSS (22+10 =32kW) (located in basement)

UPS has no redundancy and also serves Biomed equipment

Is the Data Center able to accept the JSA and FDSS at the time of scoping?
JSA - ReadinessSpace good, CRAC numbers are adequate but definitely has distribution issues, UPS Good but no redundancy
FDS -ReadinessSpace good, CRAC numbers are adequate but definitely has distribution issues, UPS Good but no redundancy
