Statement of Work Anatech Low Temperature Asher Chamber Upgrade This Statement of Work (SOW) covers the government’s requirement for the upgrade of one Anatech LTA in the Analytical and Laboratory Services Division.

The contractor shall provide all personnel, equipment, tools, materials, and services necessary to perform the requirements of the project as defined in this SOW.

1.0 Background Information

The U.S. Department of Labor, Mine Safety and Health Administration (MSHA) is responsible for enforcing health standards promulgated under the authority of Section 103 (a) of the Federal Mine Safety and Health Act of 1977. The Analytical and Laboratory Services Division’s FTIR Coal Quartz and MNM Silica XRD laboratories analyze respirable mine dust samples collected by MSHA inspectors at various mining sites and facilities across the country to monitor miners’ exposure to respirable quartz. Sample preparation for both analyses requires an “ashing” process to burn off the collection media and organic content of the matrix. This is accomplished by exposing the samples to oxygen plasma at a temperature that is hot enough to burn off the organics in the sample, but not high enough to transform the structure of quartz. This process is referred to as “low temperature ashing” (LTA).

1.1 Objectives

The objective for this requirement is to upgrade one Anatech USA, Model -SCE-604 RF, Four Quartz Plasma Asher Vacuum System from four individual pyrex chambers to a single metal chamber, update/upgrade the electronics system and verify the system is operating within required specifications at the MSHA Technical Support, Pittsburgh Safety and Health Technology Center (PSHTC) Analytical and Laboratory Services Division (ALSD) .

2.0 Scope

The scope for this effort is to upgrade one low temperature ashing system for the MSHA PSHTC ALSD.

The package shall include replacement of the old style pyrex four chambers with one single metal chamber, along with necessary upgrades to the system controller to replace discontinued and no longer serviced electronics.

3.0 Requirement

The contractor shall provide the following for an upgrade for one Anatech USA, Model SCE-604 RF as follows:

3.1 Upgrade Asher Chamber

· Make modification to the four pyrex chambers to upgrade to a single metal box-style chamber to house samples during the ashing process.

· Upgrade vacuum manifold metal tubing compression fitting to metal-to-metal threaded connections that requires one connection the single metal box-style chamber.

3.2 Upgrade System Controller

· Upgrade/Update system controller for compatibility with the upgraded single metal box-style chamber

· Upgrade System Controller discontinued electronics.

3.3 Testing

· The Contractor shall verify the operability of the upgrade system to ensure compliance with the SOW.

3.1 Final Inspection

A final inspection of all work performed, all required reports, and all other deliverables as specified in this SOW shall be conducted at the place of delivery. Such inspections shall occur the same day as the service to ensure the system is operating at capacity. Any deliverables that are not acceptable shall be rejected by the COR. The Contractor shall be required to revise such deliverables if they are incorrect or unacceptable. The Contractor will have 10 days to revise any unacceptable deliverables unless they acquire prior approval from the government.

In the event the Contractor encounters difficulty in either meeting performance requirements, anticipates difficulty in complying with contract delivery schedule or date, or has knowledge that any actual or potential situation is delaying or threatens to delay the timely performance of this contract, the Contractor shall immediately notify the COR in writing, providing pertinent details. This provision shall not be construed as a waiver by the government of any delivery schedule or date or of any rights or remedies provided by law or under this contract.
